Book excerpt: For countries as diverse as China and Mauritius, Special Economic Zones (SEZs) have been a powerful tool to attract foreign investment, promote export-oriented growth, and generate employment; for many others, the results have been less than encouraging. While the benefits and limitations of zones will no doubt continue to be debated, what is clear is that policymakers are increasingly attracted to them as an instrument of trade, investment, industrial, and spatial policy. Since the mid 1980s, the number of newly-established zones has grown rapidly in almost all regions, with dramatic growth in developing countries. In parallel with this growth and in the evolving context of global trade and investment, zones are also undergoing significant change in both their form and function, with traditional export processing zones (EPZs) increasingly giving way to larger and more flexible SEZ models. This new context will bring significant opportunities for developing countries to take advantage of SEZs, but will also raise new challenges to their successful design and implementation. This volume aims to contribute to a better understanding of the role and practice of SEZs in developing countries, in order to better equip policymakers in making effective decisions in planning and implementing SEZ programs. It covers some of the emerging issues and challenges in SEZs including upgrading, regional integration, WTO compliance, innovation, the environment, and gender issues with practical case examples from SEZ programs in developing countries.

Book excerpt: Attempts in Africa to use Export Processing Zones (EPZ) as an instrument for economic development, with the exception of Mauritius, have been less successful then in countries in East Asia, Central America, and the Caribbean basin. This paper examines the literature on Export Processing and Free Trade Zones. Successful zones in Mauritius, Tangiers, Panama and the Dominican Republic, were visited and investors, developers and government officials in the zones were interviewed in order to determine what were the factors that resulted in their success. The paper concludes that there is substantial potential for African countries to benefit from export-oriented growth based on the development of EPZs. Any country attempting to develop an EPZ program will have to enlist the concerted and coordinated support of its development partners in the implementation of its program.

Book excerpt: Abstract: Using a monopolistic pricing model as benchmark, this paper develops a dynamic framework within which issues concerning the role of export-processing zones in promoting economic openness and transition is assessed. Technological learning and adaptation contribute profoundly to economic development in LDCs; multinational activities tend to generate an externality that facilitates the process of technology transfer and learning. The model signifies these critical factors. The study suggests, among other things, that the concept of export-processing zones may serve as an effective policy means, when implemented properly, in achieving greater economic openness and growth. In this gradual evolving development process, countries that operate export-processing zones may follow a different transitional path and sequence from the one that is often cited in literature.

Judging from the current plans for new EPZs in over a dozen countries and the expansion plans for existing zones, it would seem that employment in EPZs could continue to grow rapidly in the next few years. The phenomenon of EPZs and the role of multinational enterprises in them have been the subject of heated debate. This monograph sheds light on the multinationals' contribution to employment generation, export earnings, technology transfer and the development of linkages with the local economy. It also identifies and discusses discernible changes in the composition and structure of African exports and imports between 1995 and 2015 and their implications for economic development in Africa. The study attributes Africa's laggard trade performance during the period primarily to sub-optimal macroeconomic policies and lack of bold export development policies and initiatives, among other factors.
