Available in PDF, EPUB and Kindle. Book excerpt: The long-term reduction of hunger and poverty in Sub-Saharan Africa remains one of the great challenges for the international development community. Eliminating hunger and promoting widespread growth in the region inevitably involves agriculture, given its central role in the regions economies. Over the past 20 years, most African governments have carried out reforms to deregulate agricultural markets and reduce the role of state enterprises. How much has the state actually withdrawn from agricultural markets? Have well-functioning private markets emerged? How successful were these reforms in boosting agricultural production, economic growth, and the incomes of the rural poor? What lessons can we learn from the reform process? The authors of this book address these questions through an analysis based on an extensive review of experiences with reform, focusing on three major agricultural markets: fertilizer, food crops, and export crops. They examine the historical rationales for intervention, the factors contributing to reform, the process of implementation, and the impact of the reforms on farmers and consumers in Sub-Saharan Africa. The authors find that reforms have had many favorable results, but that the impact has been muted by partial implementation and structural constraints. They propose a new agenda for promoting the development of agricultural markets in Sub-Saharan Africa, identifying areas where governments can play a supportive role. They argue that appropriate agricultural marketing policies and investments can improve livelihoods and the economic health of the region.

Book excerpt: Many African countries liberalized in the belief that international competition would stimulate efficiency, growth and technological dynamism. The results are mixed, but largely disappointing. This book examines why, looking at technological reactions to liberalization in garments and engineering in Tanzania, Kenya and Zimbabwe, countries with different levels of industrialisation and differing degrees of liberalization. Its findings, aimed at practitioners and researchers, explain why the assumptions underlying liberalisation are often flawed, why capabilities differ, and why they lag behind other regions.

Book Synopsis Realizing the Gains from Trade by : Jorge F. Balat
Download or read book Realizing the Gains from Trade written by Jorge F. Balat and published by World Bank Publications. This book was released on 2007 with total page 43 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper explores the role of export costs in the process of poverty reduction in rural Africa. We claim that the marketing costs that emerge when the commercialization of export crops requires intermediaries can lead to lower participation into export cropping and, thus, to higher poverty. We test the model using data from the Uganda National Household Survey. We show that: i) farmers living in villages with fewer outlets for sales of agricultural exports are likely to be poorer than farmers residing in market-endowed villages; ii) market availability leads to increased household participation in export cropping (coffee, tea, cotton, fruits); iii) households engaged in export cropping are less likely to be poor than subsistence-based households. We conclude that the availability of markets for agricultural export crops help realize the gains from trade. This result uncovers the role of complementary factors that provide market access and reduce marketing costs as key building blocks in the link between the gains from export opportunities and the poor.
Book Synopsis Agro-processing and horticultural exports from Africa by : Fukase, Emiko
Download or read book Agro-processing and horticultural exports from Africa written by Fukase, Emiko and published by Intl Food Policy Res Inst. This book was released on 2017-12-16 with total page 59 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper analyzes the principal features of agro-processing and horticultural exports from SSA and explores policy alternatives based on simulation analyses. We first provide a conceptual section focusing on changing patterns of processing and exports (section 2). We then examine how the pattern of exports from Africa compares with the pattern in other regions (section 3). Following that, we examine the directions of trade in African agricultural exports and the patterns of protection facing, and imposed by, African countries (section 4). Next, we turn to simulation exercises to examine the impacts of potential reforms on exports of processed and horticultural exports from Africa (section 5). With this as background, we turn to consider the options for policy makers in Africa (section 6).

Implementing the unfinished policy agenda is critical to realizing these opportunities.QUOTE-Hans P. Binswanger, Sector Director The main focus of this study is on improving the policy regime in Africa to stimulate agricultural growth. It examines the state of agricultural incentives in Sub-Saharan Africa, taking stock of the current policy environment and its recent evolution, to update knowledge and to help develop a stronger consensus on the appropriate policies and incentives that will stimulate agricultural growth. The global environment is examined together with the macroeconomic, export crop, food crop, and fertilizer policies in 16 African countries.
