Schools are uniquely positioned to positively affect childhood obesity. School districts are required to have a school wellness policy. In 2016, the most recent federal mandate regarding school wellness policies strengthened the communication, implementation, transparency and evaluation component requirements. Previous research has conveyed the need to study implementation in addition to school wellness policy quality. Purpose The purpose of the study was to describe the quality (strength and comprehensiveness) of school wellness policies and implementation of those policies in San Diego county school districts and to determine if there is an association between them. Additionally, this study explored if a relationship exists between school wellness policies, implementation and district characteristics (total enrollment, percentage of students eligible for free and reduced priced meals and ethnicity). Methods This study utilized a cross sectional design. The WellSAT 2.0 was used to assess the quality of school wellness policies. A novel tool was created to analyze implementation of policies based on evidence from school district websites, and was modeled after the WellSAT 2.0. All school district characteristic data were collected from Ed-Data.org for the school year 2016-2017. Results School Wellness Policy total comprehensiveness score was 56.2%, while total strength was 30.4%. Implementation total comprehensiveness was 46.3%, while total strength was 25.5%. No significant relationship was found between the quality of school wellness policies and implementation or between policy quality and various district demographic characteristics. A significant relationship was found between implementation scores and total enrollment. School districts with a dedicated wellness coordinator had higher average policy and implementation scores than districts without. Conclusion Study results will help guide improvements to school wellness policies and implementation transparency in San Diego county by providing an assessment of all San Diego county school districts. Findings suggest that policy and implementation may not be effected by school district demographic characteristics, suggesting equal wellness efforts across diverse districts. Further efforts are needed to develop federal and state level funding and accountability for school district wellness policies and implementation.

Book excerpt: This study examined the extent of local implementation of student wellness policies in Virginia as mandated by the federal Children Nutrition and WIC Reauthorization Act. Using a nonexperimental quantitative design, this study evaluated the content of Virginia school division wellness policies and wellness policy implementation from the perspective of principals in elementary schools. The comprehensiveness and strength of the wellness policies were evaluated using the School Wellness Policy Evaluation tool. Quantitative data were collected from elementary school principals via a survey based on the components of the Governor0́9s Nutrition and Physical Activity Scorecard. Descriptive statistics, analysis of variance, and t-tests were conducted for the wellness policy dataset. Results indicated statistically significant difference in the mean scores for strength of wellness policies written by large school divisions and for school divisions located in cities. Further analysis of differences for practical meaning suggests that school division size and location influences wellness policy strength. There were no statistically significant differences in the policies based on free and reduced lunch qualification of students. Descriptive statistics and analysis of variance on survey responses found no statistically significant differences for wellness policy implementation based on school size, geographic location, or free and reduced qualifications. An examination of the combined data from the content analysis and wellness policy implementation suggests a relationship between written policy and practice. Wellness policy standards written with strong clarifying language were most often implemented in the elementary schools. Nutritional school meal standards and physical activity standards were implemented to a greater extent than other wellness standards. The standard for minimum nutritional standards for other foods and beverages outside of the school meal program and the standard for communication and promotion of wellness were not implemented as often. Evaluation standards were included in the wellness policies but implementation of this standard was not investigated in wellness policy implementation. Based on the findings, it is suggested wellness policy implementation could be extended by strengthening the standards for communication and promotion and other foods and beverages. Recommendations for continued research on wellness policy implementation include designing studies to directly address the correlation between the content of individual school division policies and wellness policy implementation. Further study is also recommended to link student health and wellness data to wellness policy implementation.

In recognition of this opportunity, each school participating in federal nutrition programs is required by federal law to enact a local school wellness policy. This study assessed the strength and comprehensiveness of 143 school wellness policies in a stratified, random sample of Minnesota public school districts, examining also relationships between school policy quality and district-level demographic variables. Overall, policies scored low in strength and moderate in comprehensiveness. Scores related to policy evaluation were the strongest and scores related to USDA school meal program standards were the most comprehensive, while scores related to physical education/activity were the weakest and least comprehensive. Higher percentages of students eligible for free and reduced-price meals in school districts predicted higher school wellness strength and comprehensive scores. No significant relationships were found between policy total strength and comprehensiveness scores and geographic locale, minority enrollment, or total student enrollment.

Children in Mississippi have the highest rate of obesity among all other states. The outcome of this epidemic presents an increase in poor health. To address the problems associated with overweight and obesity among children, schools in the U.S. were required to develop school wellness policies. School principals were identified as key individuals in overseeing the development and implementation of the policies. Existing research studies show a strong relationship or association between student health and academic achievement. The purpose of this research study was to investigate elementary school principals' perceptions related to the implementation of school wellness policies. The study sought to examine principals' perceptions regarding physical activity, child nutrition, health education, and general beliefs about school health policy implementation. A web-based survey was sent to 670 elementary school principals with 123 (18%) responding. The majority of the respondents were White females who had served four or more years as principals, had average enrollments of 500 students at their schools, and had school ratings of successful or high performing. Positive weak correlations were found to exist between school accountability ratings and principals' beliefs that physical activity promotes improved test scores and that physical activity and healthful nutrition promote increased school attendance. Positive weak correlations were also found between school accountability ratings and principals' beliefs that physical activity, child nutrition, and health education promote improved classroom behavior.

These data are especially relevant to USDA's (U.S. Department of Agriculture's) proposed rule for competitive foods and beverages, which was released in February 2013, and to the forthcoming proposed rule from USDA related to wellness policies. They also may help inform USDA's efforts to provide technical assistance to school districts regarding their wellness policies, which is required by the Healthy, Hunger-Free Kids Act. In addition, this report helps inform future policies for preventing childhood obesity and will be useful to advocates and state and local officials seeking to create a healthier school environment. This report highlights progress that has been made to implement, strengthen, and/or increase the comprehensiveness of the required wellness policy elements between school years 2006-07 and 2010-11. Having coordinated the revision of a wellness policy at a local school district, the researcher observed the transition from a template-based to a locally developed policy. In this thesis, stakeholder participation, successes, and challenges of the revision process were analyzed; the quality of the policies were quantitatively compared using standardized tools WellSAT-96 and WellSAT; and an assessment plan was developed for the district. Challenges included disagreement among stakeholders and limiting policy focus, while successes included increased awareness and creation of an ongoing committee. Quantitative analysis of the policies revealed that the revised policy is of higher quality than the original in terms of language strength and comprehensiveness of goals. The assessment plan includes an annual survey of school principals, measurement of indicators, a list of wellness activities, and a report comparing the model policy to the revised policy. Recommendations were made regarding future policy revision. The intent of this work was to provide support to a local district implementing its wellness policy, as well as to provide a useful resource to other districts undergoing policy revision.

The subjects of interest were stakeholders from more than 300 schools and 20 public school districts within the Kent Intermediate School District. Subjects responded to a survey assessing their perspectives regarding the implementation of the local school wellness policy pursuant to the Healthy Hunger-Free Kids Act of 2010 an Obama-era policy, the results were then examined using ANOVA and theoretical foundations of Policy Implementation Framework (PIF), Advocacy Coalition Framework (ACF), and Multiple Streams Model (MSM). In this study, the author identifies the perceptions of stakeholders to bring about a more effective understanding of the consequences of an unfunded mandate that fuels local school wellness policy in Kent County. This study fills a gap in nutrition policy literature at the local/district level and demonstrates that there is a perception that school employees/staff responsibilities were negatively impacted by the HHFKA and that local school wellness policy lacked proper implementation due mostly to lack of training for stakeholders.

Book excerpt: Using Diffusion of Innovations (DOI) in Organizations as a theoretical framework, this dissertation analyzed the diffusion process of the federally mandated School Wellness Policy (SWP) in three separate studies. Beginning with a content analysis of the SWP mandate's legislative history using the constant comparative method, the first manuscript evaluated the policy Initiation process to provide context for the creation of the original mandate. Next, the researcher conducted a systematic literature review to organize and analyze the current literature on SWP implementation. The third manuscript presented a qualitative case study of one local school district's experience implementing the School Wellness Policy. Interviewing school personnel such as teachers, school nurses, PE teachers, and cafeteria mangers provided key insight to processes involved in policy implementation at the local level. Three key findings emerged from the study: 1) a lack of research on the clarifying stage of the policy diffusion process, 2) the limitation of policy alone in addressing child obesity, and 3) an opportunity for health promotion researchers to engage in policy research. This study is unique because it analyzed the complete diffusion process of the SWP policy, beginning with policy decision making by legislators on the federal level and ending with policy implementation efforts by school district personnel on the local level. Public attention to the child obesity epidemic has grown significantly in the last decade. However, increased awareness is not necessarily indicative of change or improvement of the problem. In the case of the School Wellness Policy (SWP), the federal government attempted to mandate change in the school environment as a way of combating the child obesity epidemic. Although public policy can be effectively used to facilitate change, policy alone is incapable of solving problems as vast and complex as the child obesity epidemic. The SWP has resulted in changes to the school environment; but, this study showed that a societal shift (change across all private and public sectors) is necessary for long term success in combating child obesity.
