These youth experience a variety of hardships after emancipation, however, hardships such as unemployment, housing difficulties, poor health care, ongoing struggles with mental illness, substance abuse, teenage pregnancy, and incarceration. The purpose of Independent Living Services is to buffer youth against such outcomes by empowering them to become self-sufficient; something that is accomplished through the provision of employment and educational support, housing services, and Life Skills Training. Research suggests that youth serviced in Transitional and Independent Living Services are indeed better prepared after emancipation than youth who do not receive these services. Assessing such youth progress, however, has traditionally relied on pilot or retrospective studies which, although comprehensive, often lack a subjective understanding of this phenomenon. This phenomenological study examined the improved outcomes experienced by emancipated youth after being serviced in Independent Living Services by exploring the experiences of the program Directors responsible for the daily operations of Transitional and Independent Living Programming. Five experienced and knowledgeable Transitional and Independent Living Program Directors were specifically selected because of their subjective understanding of the outcomes and trends experienced by foster youth. The program Directors offered their experiences, via interviews, that were later analyzed by means of a content analysis to construct the meaning or themes relevant to their experiences of serving adolescents emancipating from care. A content analysis revealed four themes: gate keeping, self-sufficiency, program development, and aftercare. Results are presented in a manner that will help other field professionals understand the subjective challenges and experiences facing Transitional Independent Living Program Directors as well as provide insight into the role Independent Living Services have in youth outcomes.

Nationwide, 26,547 youth emancipate from foster care each year. Former foster youth who continue with education beyond high school may elect to receive supportive services through the state's independent living program. Although these services are intended to provide the necessary support while the youth completes a post-secondary degree program, research has shown that fewer former foster youth enter college and complete a degree than their non-former foster youth peers. Further, there has been very little research that explores firsthand experiences of former foster youth as college students. Narrative inquiries are most suited for small numbers of participants in qualitative research studies. Moreover, the best way to understand the human experience is to hear it firsthand from those who have lived it. For this study, eight former foster youth were interviewed about their experiences in foster care and as students in a large, southeastern U.S. community college. Findings from the data were presented as profiles in the youth's own words and through an analysis of the themes found across interviews. Two over-arching topics that relate to the research questions were addressed: meaning-making experiences and identity construction. Within those two topics are themes that support each one. The findings revealed that meaning is made through the transitions former foster youth have experienced, the preparation for college they have had, the connections they have made, and whether or not they feel in control of their lives. The resulting themes of crisis, commitment, transformation, and confidence help to understand how identity is constructed for these youth.

Book excerpt: Foster youth experience adversity before, during, and after their time in care, and the long-term outcomes for many suggest lasting difficulties in professional, education, and social-emotional domains. Despite the challenges faced, some former foster youth achieve success across these domains of functioning. The literature on resilience and thriving suggests that protective factors and experiences of mastery may play a part in helping at-risk youth overcome the risks inherent in U.S. foster care experiences. The goal of this study is to better understand the experiences that contribute to a thriving response through in-depth interviews with high functioning former foster youth, and in doing so contribute to informing policy and intervention to better prepare current and future foster youth for success following foster care. A qualitative approach was used to elicit patterns of experience from participants, which were then coded and developed into a theoretical narrative. Notable themes involved both individual protective factors (personal traits such as self-confidence, self-reliance, positive orientation, and future orientation) and environmental protective factors (important relationships with foster parents, biological family members, teachers, and partners). Participants also reported experiences of mastery in the domains of school, work, and activities of daily living that may have contributed to their thriving response. Findings support and expand upon existing literature, shedding new light on the impact of positive expectations,structured environments, and the role of corrective emotional experience in mitigating the effects of past trauma. Implications of these findings and avenues for further research are discussed.

Book excerpt: Although the literature has examined the postsecondary educational status and experiences of youths who age out of foster care, there has been minimal exploration of the status and experiences of those who are African American. The purpose of this qualitative study was to explore the experiences of African Americans who aged out of the foster care system, and to describe the factors contributing to their decision to attend school and the strategies they used towards progression in school. The goal of the study was to gain an understanding of African American youths who aged out of care from a cultural viewpoint. Data were collected through in-depth interviews of 10 participants. The findings showed that participants wanted to attend a postsecondary institution to achieve academic success with the certainty that it would lead to broader successes in life. The desire to be successful was motivated by their past misfortunes before and during their time in foster care; experiencing these misfortunes influenced their desire to improve their circumstances through further education. The participants were also inspired by social and community supports that assisted them in matriculating in school. The strategies they employed were inspired by the lack of constant supports and the availability of resources upon aging out of care. The implications of these findings are important to social work practice on the micro and macro levels. On the micro level, they support an informative strengths-based practice with an empowerment emphasis, which involves culturally sensitive practices that are vital for providing services to African Americans aging out of foster care. Forming supportive networks among these African American youths is also essential for their success. On the macro level, consideration of culturally sensitive programs and practices defined in child welfare polices related to youths aging out of foster care is imperative for effective practice and successful outcomes. Social workers need to advocate with consideration of the unique societal challenges facing African Americans aging out of foster care. -- Abstract.
