Book excerpt: Development patterns, increasing population pressure, and the demand for better livelihoods in many parts of the globe all contribute to a steadily deepening global water crisis. Development redirects, consumes, and pollutes water. It also causes changes in the state of natural water reservoirs, directly by draining aquifers and indirectly by melting glaciers and the polar ice caps. Maintaining a sustainable relationship between water and development requires that current needs be balanced against the needs of future generations. The development community has transformed and broadened its approach to water since the 1980s. As stresses on the quality and availability of water have increased, donors have begun to move toward more comprehensive approaches that seek to integrate water into development in other sectors. This evaluation examines the full scope of the World Bank s lending and grant support for water activities. More than 30 background papers prepared for the evaluation have analyzed Bank lending by thematic area and by activity type. IDA and IBRD (the Bank) have supported countries in many water-related sectors. The evaluation, by definition, is retrospective, but it identifies changes that will be necessary going forward, including those related to strengthening institutions and increasing financial sustainability. Lessons and results from nearly 2,000 loans and credits, and work with 142 countries are identified.

These cases have engaged the research and non-governmental communities in diverse settings in -- mostly -- Africa. All aimed to strengthen intellectual engagement and the culture of enquiry, as part of a knowledge translation process. This means that not only knowledge institutes and researchers participated but also problem owners, policymakers, practitioners, advocates and other end-users of research."--Publisher.

Book excerpt: Rapidly developing countries such as China and India are the real main players in the climate debate, with the potential for massive increases in their carbon emissions in coming years. Brazil is often included in their number, yet this country is in fact notable for its exceptionally high reliance on energy from renewable sources -- approaching 50%. However, the fact that much of this energy comes from hydropower and biofuels, and recent discoveries of massive oil reserves off of the Brazilian coast, are a recipe for controversy.

Available in PDF, EPUB and Kindle. Book excerpt: This analysis of the human rights to safe drinking water and sanitation (HRtWS) uncovers why some groups around the world are still excluded from these rights. Léo Heller, former United Nations Special Rapporteur on the human rights to water and sanitation, draws on his own research in nine countries and reviews the theoretical, legal, and political issues involved. The first part presents the origins of the HRtWS, their legal and normative meanings and the debates surrounding them. Part II discusses the drivers, mainly external to the water and sanitation sector, that shape public policies and explain why individuals and groups are included in or excluded from access to services. In Part III, public policies guided by the realization of HRtWS are addressed. Part IV highlights populations and spheres of living that have been particularly neglected in efforts to promote access to services.

Book excerpt: An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, NGOs, civil society, international organizations and donors are among the stakeholders interested in better performance. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programs, and projects. This Handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a OC Readiness AssessmentOCO and take the practitioner through the design, management, and importantly, the sustainability of such systems. The Handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way."

Book excerpt: Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.

Book excerpt: This report aims at integrating regional and country experiences and projects with regard to viable groundwater management practices for the future. It compiles and translates best available present scientific and technical knowledge on groundwater resources and their governance, which is often highly specialized, into simpler language and synoptic representations, accessible to a large public of policy and decision makers across development sectors. It serves as a technical basis for the visioning process, and for the definition of the Framework for Action on groundwater governance. This is one of 3 outputs of project GCP/GLO/277/GEF expected to be published under the names of its 5 partner organizations and widely circulated to policy and decision-makers in countries, as well as other stakeholders of groundwater governance and practionners around the world. This outputs provides the technical basis for the other two: A Global Vision for Groundwater Governance 2030 and Global Framework for Action to Achieve the Vision on Groundwater Governance.
