The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

In The Revolution Will Not Be Theorized Errol A. Henderson explains this theoretical contribution and places it within a broader social theory of black revolution in the United States dating back to nineteenth-century black intellectuals. These include black nationalists, feminists, and anti-imperialists; activists and artists of the Harlem Renaissance; and early Cold War–era black revolutionists. The book first elaborates W. E. B. Du Bois's thesis of the "General Strike" during the Civil War, Alain Locke's thesis relating black culture to political and economic change, Harold Cruse's work on black cultural revolution, and Malcolm X's advocacy of black cultural and political revolution in the United States. Henderson then critically examines BPM revolutionists' theorizing regarding cultural and political revolution and the relationship between them in order to realize their revolutionary objectives. Book excerpt: On January 20, 1942, black oil mill worker Cleo Wright assaulted a white woman in her home and nearly killed the first police officer who tried to arrest him. An angry mob then hauled Wright out of jail and dragged him through the streets of Sikeston, Missouri, before burning him alive. Wright's death was, unfortunately, not unique in American history, but what his death meant in the larger context of life in the United States in the twentieth-century is an important and compelling story. After the lynching, the U.S. Justice Department was forced to become involved in civil rights concerns for the first time, provoking a national reaction to violence on the home front at a time when the country was battling for democracy in Europe. Dominic Capeci unravels the tragic story of Wright's life on several stages, showing how these acts of violence were indicative not only of racial tension but the clash of the traditional and the modern brought about by the war.
