Book excerpt: There are two separate processes going on among the civilized nations at the present time. One is an assault by socialism against the individualism which underlies the social system of western civilization. The other is an assault against existing institutions upon the ground that they do not adequately protect and develop the existing social order. It is of this latter process in our own country that I wish to speak, and I assume an agreement, that the right of individual liberty and the inseparable right of private property which lie at the foundation of our modern civilization ought to be maintained. The conditions of life in America have changed very much since the Constitution of the United States was adopted. In 1787 each state entering into the Federal Union had preserved the separate organic life of the original colony. Each had its center of social and business and political life. Each was separated from the others by the barriers of slow and difficult communication. In a vast territory, without railroads or steamships or telegraph or telephone, each community lived within itself. Now, there has been a general social and industrial rearrangement. Production and commerce pay no attention to state lines. The life of the country is no longer grouped about state capitals, but about the great centers of continental production and trade. The organic growth which must ultimately determine the form of institutions has been away from the mere union of states towards the union of individuals in the relation of national citizenship. The same causes have greatly reduced the independence of personal and family life. In the eighteenth century life was simple. The producer and consumer were near together and could find each other. Every one who had an equivalent to give in property or service could readily secure the support of himself and his family without asking anything from government except the preservation of order. To-day almost all Americans are dependent upon the action of a great number of other persons mostly unknown. About half of our people are crowded into the cities and large towns. Their food, clothes, fuel, light, water-all come from distant sources, of which they are in the main ignorant, through a vast, complicated machinery of production and distribution with which they have little direct relation. If anything occurs to interfere with the working of the machinery, the consumer is individually helpless. To be certain that he and his family may continue to live he must seek the power of combination with others, and in the end he inevitably calls upon that great combination of all citizens which we call government to do something more than merely keep the peace-to regulate the machinery of production and distribution and safeguard it from interference so that it shall continue to work.A similar change has taken place in the conditions under which a great part of our people engage in the industries by which they get their living. Under comparatively simple industrial conditions the relation between employer and employee was mainly a relation of individual to individual, with individual freedom of contract and freedom of opportunity essential to equality in the commerce of life. Now, in the great manufacturing, mining, and transportation industries of the country, instead of the free give and take of individual contract there is substituted a vast system of collective bargaining between great masses of men organized and acting through their representatives, or the individual on the one side accepts what he can get from superior power on the other. In the movement of these mighty forces of organization the individual laborer, the individual stockholder, the individual consumer, is helpless.

Book excerpt: Both the failures and successes of those organizations occupying a middle ground between government bureaucracy and private corporations such as Amtrak, the Tennessee Valley Authority, the U.S. Postal Service, and the Maryland Stadium Authority are analyzed. Rather than come to some definitive conclusion about the effectiveness of this type of organization, the author attempts to use the examination to explore how an American "experimental society" searches for ways to best provide goods and services. Book excerpt: Design Governance focuses on how we design the built environment where most of us live, work, and play and the role of government in that process. To do so, it draws on the experience of the Commission for Architecture and the Built Environment (CABE), a decade-long, globally unique experiment in the governance of design. This book theorises design governance as an arm and aspiration of the state; tells the story of CABE, warts and all, and what came before and after; unpacks CABE’s ‘informal’ toolbox: its methods and processes of design governance; and reflects on the effectiveness and legitimacy of design as a tool of modern-day government. The result is a new set of concepts through which to understand the governance of design as a distinct and important sub-field of urban design.

Available in PDF, EPUB and Kindle. Book excerpt: The Political Theory of a Compound Republic examines the foundation of American constitutional design expressed in theFederalist. Through meticulous textual analysis, the logical principles of federalism_the extended and compound republic envisioned by James Madison and Alexander Hamilton_are revealed as thirteen propositions broadly applicable to any effort to design the institutions of a self-governing polity. The final chapters, expanded and revised by Vincent Ostrom and Barbara Allen, turn to the American experiment in constitutional choice at the threshold of the twenty-first century. In this revised edition, Ostrom and Allen consider the continuing story of federal institutional development by focusing on two current concerns: the 'imperial presidency' and the ideal of universal human rights. This third, revised and expanded edition of The Political Theory of a Compound Republic continues to be of interest to scholars of federalism, institutional analysis and development, political economy and public choice, and students of the American founding. It is also useful in undergraduate and graduate courses on American government and political thought.

Available in PDF, EPUB and Kindle. Book excerpt: Field experiments -- randomized controlled trials -- have become ever more popular in political science, as well as in other disciplines, such as economics, social policy and development. Policy-makers have also increasingly used randomization to evaluate public policies, designing trials of tax reminders, welfare policies and international aid programs to name just a few of the interventions tested in this way. Field experiments have become successful because they assess causal claims in ways that other methods of evaluation find hard to emulate. Social scientists and evaluators have rediscovered how to design and analyze field experiments, but they have paid much less attention to the challenges of organizing and managing them. Field experiments pose unique challenges and opportunities for the researcher and evaluator which come from working in the field. The research experience can be challenging and at times hard to predict. This book aims to help researchers and evaluators plan and manage their field experiments so they can avoid common pitfalls. It is also intended to open up discussion about the context and backdrop to trials so that these practical aspects of field experiments are better understood. The book sets out ten steps researchers can use to plan their field experiments, then nine threats to watch out for when they implement them. There are cases studies of voting and political participation, elites, welfare and employment, nudging citizens, and developing countries.

Book excerpt: "Repudiating the era of "fend-for-yourself Federalism," New York State's Governor Mario Cuomo looks back over a decade in office and ahead to his state's role in the twenty-first century; in the process he creates a blueprint for restoring the promise of the American Dream not only to the people of New York State, but to all Americans." "The New York Idea embraces common sense and compassion: government using its resources to stimulate private-sector growth, then requiring those who benefit to extend in turn an increased measure of hope and opportunity to those on the bottom rungs of the economic ladder. Its application requires a realistic appreciation of the importance of the free market and an intelligent recognition of the legitimate role government can play in supporting and spurring growth." "In The New York Idea, Governor Cuomo cites real-world, politically workable instances from his own experience to reveal how such a strategy can succeed. Governor Cuomo sees New York as a microcosm of the United States, and the New York experience - its successes and its failures - instructive to citizens and elected officials - in all states, as America struggles to recover from a decade of failed national policy. The New York Idea is an unprecedented look at the practicalities and possibilities of state government, as envisioned by a sitting governor."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc.
