If not stopped, it will be catastrophic for life on earth. Scientific evidence shows that human activities are the primary driver of CC tendencies since the industrial times. In this book, we present the relationship between development and CC, with special reference to agriculture, the rural sector, and policies aimed to promote sustainable development. We also give special attention to the situation in low- and medium-income countries particularly rural households and small farmers in these countries.The study of agriculture, CC, and sustainability requires consideration of natural resources and their uses (land, freshwater, forests, etc.), as well as the rural sector since land for agricultural production often expands at the expense of forests. In addition, the use of water for agricultural production affects the availability of this resource for other uses in the urban, industrial, and service sectors. Consequently, sustainable agricultural development under CC requires an interdisciplinary or at least a multidisciplinary approach. In this book, we do our best to deal with this challenge by focusing on issues and topics related to agriculture and its use of natural resources in the context of CC, but without ignoring the interrelations of these phenomena with further aspects of sustainability beyond agriculture.

Using general circulation models, Cline boldly examines 2071–99 to forecast the effects of global warming and its economic impact into the next decade. This detailed study outlines existing studies on climate change; Cline finds the Stern Report for the UK government's estimates most reliable; estimates projected changes in temperature, precipitation, and agricultural capacity; and concludes with policy recommendations. Cline finds that agricultural production in developing countries may fall an average of 16 percent, and if global warming progresses at its current rate, India's agricultural capacity could fall as much as 40 percent. Thus, policymakers should address this phenomenon now before the world's developing countries are adversely and irreversibly affected.

Book excerpt: This article analyzes the intersection between international trade and environmental regimes. Increasingly, multilateral environmental agreements (MEAs) rely on trade measures to implement and enforce environmental obligations. Trade-related environmental measures accentuate the existence of tensions and the necessity of clarifying the relationship between free trade and environmental objectives, as embodied by the World Trade Organization (WTO) and MEAs, such as the Kyoto Protocol. The Kyoto Protocol to the United Nations Framework Convention on Climate Change (UNFCCC) exemplifies the inevitable intersection of environmental and trade objectives. Both the UNFCCC and the Kyoto Protocol address the causes and consequences of global climate change. The Kyoto Protocol, more than any existing MEA, is likely to impact state economies and international trade relations. The Kyoto Protocol promotes the UNFCCC goal of “stabilizing atmospheric concentrations of greenhouse gases at a level that would prevent dangerous anthropogenic interference in the climate system.” United Nations Framework Convention on Climate Change, art. 2, May 9, 1992, 31 I.L.M. 849. Limiting greenhouse gas emissions under Kyoto requires developed countries to modify primary economic structures, including transformations within energy, transportation, manufacturing, agriculture, and investment sectors. Therefore, although Kyoto does not directly implicate trade provisions or contravene WTO rules, it has the potential to impact key sectors of the economy and international trade. Accordingly, the Kyoto Protocol provides an appropriate context for analyzing fundamental tensions between international trade and environmental regimes. This article suggests that it is essential that the WTO develop a conceptually sound framework for managing such issues. To this end, the WTO should modify its “constitution” through the adoption of an interpretative clause that provides clear principles for defining the relationship between the WTO and MEAs.
