Book excerpt: Pursuant to a congressional request, GAO examined: (1) the National Highway Traffic Safety Administration's (NHTSA) policies and procedures for initiating and conducting investigations into alleged defects in motor vehicles; (2) the NHTSA investigation of an alleged defect in vehicles produced by a certain manufacturer; and (3) the release to the news media by NHTSA of certain information pertaining to the investigation. GAO found that most defect investigations are initiated by NHTSA on the basis of consumer complaints that reflect, in the opinion of the NHTSA staff, the potential for substantial risk to the public. NHTSA conducts defect tests in conjunction with some investigations to identify the causes or consequences of defects. GAO noted that: (1) NHTSA ensures the safety of those conducting defect tests; (2) the procedures established by NHTSA for initiating investigations and conducting defect tests are reasonable; and (3) during fiscal years 1974 through 1983, domestic and foreign manufacturers recalled 57.7 million vehicles to correct safety-related defects. GAO also found that NHTSA followed its written guidelines in investigating whether a safety-related defect involving rear axle separation existed in cars produced by a certain manufacturer and is still in the process of rendering a final determination regarding the investigation. In addition, GAO found that NHTSA: (1) released to the news media film of a defect test that was conducted under that investigation without clarifying the conditions under which the test was conducted; and (2) did not notify the manufacturer of the allegedly defective vehicles before releasing the film.

The National Highway Traffic Safety Administration (NHTSA), which administers the program, conducts defect investigations of approximately 50 to 70 percent of the recalled motor vehicles, and the motor vehicle industry voluntarily initiates investigations of the remaining recalls. Since 1966, about 128 million motor vehicles, tires, and other related replacement items have been recalled because of safety defects. GAO reviewed the recall program to determine if: (1) NHTSA could hasten its safety defect identification process; and (2) the number of owners responding to recalls could be increased. GAO found that NHTSA investigations often take years to complete, while vehicles continue to be exposed to possible safety deficiencies. The average time for each case in the NHTSA Office of Chief Counsel is approximately 14 months. As a result of delays, information to support some case findings often has to be updated. GAO also found that about 50 percent of the owners notified of potential safety defects do not take their vehicles in for inspection and/or correction. A 1980 survey indicated that some owners do not respond to recalls because they do not perceive the defect as a problem or do not believe the recall is important. GAO believes that the reason behind those perceptions and beliefs could be that the recall letters are too difficult for many owners to understand.

Book excerpt: This dissertation consists of two parts and three essays, the first part (two essays) studies the effects of the National Highway Traffic Safety Administration's (NHTSA) start of a regulatory investigation on the manufacturer's defect investigation and the subsequent automobile recall process of potentially defective automobiles. The first chapter, "Does a Regulator's Investigation Help or Hurt the Manufacturer's Defect Investigation and Recall Outcomes?" documented that, contrary to the general intuition, a regulatory investigation by the NHTSA delays-instead of expedites-the manufacturer's defect investigation and the subsequent recall process. Such observation is inconsistent with the attention-based view of the manufacturing firm, which suggests that a regulatory investigation may divert the manufacturer's attention and delay the latter's investigation. The second chapter is titled "Firm Knowledge Acquisition During a Product Defect Investigation: Determinants and Outcomes." This chapter explores further into the manufacturer's defect investigation, using detailed textual data and novel tools from computational linguistics, explains further why NHTSA's regulatory investigation hurts the manufacturer's defect investigation and recall outcomes. First, we collected the textual data from the auto manufacturer's defect investigation reports, measured each report's lexical diversity, and used this measure to proxy for the degree of the firm's knowledge acquisition during the defect investigation. Second, we show that a manufacturer's knowledge acquisition decreases as the regulatory influence during the investigation increases. And since the acquired knowledge increases the speed of the manufacturer to repair the defective automobiles. Therefore, the higher the regulatory influence, the slower the manufacturer completes the recall. Lastly, the cumulative knowledge acquired over several investigations in a year improves a manufacturer's learning, as manifests in fewer recalls in the following year. Finally, the second part consists of one essay as the last chapter of this dissertation. This chapter explores the properties of a type of non-linear time series econometrics models, based on an extension of the regime-switching model developed by Chang, Choi, and Park (2017), which can be viewed as a general framework that encompasses the two most widely used non-linear models-the threshold model and the regime-switching model. Under this framework, econometricians are able to test which setup of the nonlinear model is more relevant to specific time-series data.
