The economy faces many challenges. Millions remain out of work, and the labor participation rate has declined to 30-year lows. In Nevada, families struggle with 8.8 percent unemployment, one of the highest unemployment rates in the country. Unemployment among young people ages 16 to 19 is even higher at 29 percent. We need to do more to help these families rebuild and recover from the lingering effects of the recession. One of the House Education and Workforce Committee's priorities for the 113th Congress has been strengthening the Nation's network of job training services. The committee is now examining career and technical education, or CTE, in preparation for the upcoming reauthorization of the Perkins Act, which provides Federal funding and supports States to support CTE programs that allow high school and community college students to access valuable training programs and hands-on experience necessary to gain an edge in the local workforce. There are a number of great CTE schools in Nevada. The Southwest Career and Technical Academy is renowned for its rigorous coursework and hands-on training in a number of fields, including nursing, culinary arts, automotive technology, and web design, just to name a few. As the committee works to strengthen career and technical education, it is important that we hear from students, educators, and State and local leaders in the business and education communities about the challenges and opportunities facing CTE programs.

Book excerpt: During summer 1991, a study reviewed efforts of local agencies to implement the Job Opportunities and Basic Skills (JOBS) Program. Three local sites in each of 10 states were examined. The field research showed that formal client flowcharts designed by the states and local sites were not yet fully operational and often did not describe actual practice. All state welfare agencies established some linkages between JOBS and other education, training, and employment programs to build program capacity to provide JOBS services, although the degree of interagency coordination and program integration varied considerably by state. States made widely varying efforts to fund JOBS. States' choices regarding the mix of services financed with JOBS funds varied considerably. Most states used JOBS funds to finance job readiness activities and adult education. Many states also financed job search; a smaller number used JOBS funds to support job skills training and work experience; and still fewer supported on-the-job training and work supplementation. Local sites generally designed their new JOBS components to meet the 20-hour rule. The Job Training Partnership Act played a major role, serving as the lead JOBS agency in half of the local sites. The majority of the sites were not making strong efforts to enforce the federal mandate that Aid for Families with Dependent Children recipients participate in JOBS. Today's hearing is a continuation of our bipartisan effort to consolidate, reform, and revitalize Federally-funded job training programs. In his State of the Union Address this year, President Clinton called on Congress to improve all aspects of Federal work force development policy. In this session of the Congress, we have responded by enacting new education and job training measures for young people, such as the School to Work Opportunities Act, Goals 2000, and the Educate America Act. We have also made significant progress in responding to President Clinton's challenge to streamline today's patchwork of job training programs and make them a source of skills for people who lose their jobs. For the past 6 months, we have been working to develop legislation to make job training more responsive to the needs of job seekers, workers, and businesses. We have made substantial progress and reached agreement on many aspects of a comprehensive reform bill. Compared to other major industrial nations, the United States does not have a coherent labor market policy to help workers and firms adjust to structural changes in our economy. The basic building blocks of our current job training system were established during the New Deal, the New Frontier, and Great Society years. The challenge then was to help hard-to-serve groups enter the labor force. As we head into the 21st century, we must respond to a new set of problems. As a result of increased international competition, technological change and defense downsizing, many workers already in the labor force need to be retrained to have their skills improved, often several times over the course of their careers.
