Book excerpt: The statement of financial condition of the Export-Import Bank of the United States (Eximbank) as of September 30, 1977, and the statements of income and analysis of reserve for contingencies and defaults and changes in financial position for the year then ended and for the 3-month period ending September 30, 1976, were examined. The examination was conducted in accordance with generally accepted auditing standards and included such tests of the accounting records and other auditing procedures as considered necessary. Eximbank normally deducts payments on guaranty and insurance claims when computing net income. This practice was modified in 1977 when unusually large guaranty payments were required on defaulted commercial loans to Zaire. Eximbank necessarily states its net income before providing for losses, but it retains accumulated net income after dividends as a reserve for such losses. The reserve is increasing while the total amount at risk is decreasing. However, the amount at risk on delinquent and rescheduled loans, including commercial loans purchased and subject to purchase under guarantee contracts in Zaire, has been increasing. Except for the amount reserved for contingencies and defaults, the statements present fairly the financial position of the Eximbank at September 30, 1977, and June 30, 1976, and results of operations and changes in financial position in conformity with generally accepted accounting principles applied on a consistent basis.

Book excerpt: GAO examined the statement of the financial condition of the Export-Import Bank of the United States as of September 30, 1983, the related statement of income and reserve for contingencies and defaults, and the statement of changes in financial position for the year then ended in accordance with generally accepted Government auditing standards. GAO found that the Bank's assets include a significant amount of loans which are in arrears, under reschedulings, or outstanding to countries which are experiencing financial difficulties. The Bank reported a net loss in its fiscal year 1983 financial statements of $247 million. These financial statements do not include any deduction from revenues or assets for estimated losses that are likely to be sustained due to the uncollectibility of the loans the Bank has made, nor has the Bank developed an estimate of an allowance for potential loan losses. In the opinion of GAO, such an allowance should be deducted from revenues and assets to conform with generally accepted accounting principles. If such an allowance had been deducted, total assets and accumulated income would have been decreased by $1 to $1.5 billion. Because the Bank failed to deduct an allowance for loan losses from revenues and assets, the accompanying financial statements did not present fairly the financial position of the Bank as of September 30, 1983, or the results of its operations and changes in its financial position for the year then ended in conformity with generally accepted accounting principles.

Book excerpt: The statement of the financial condition of the Export-Import Bank of the United States as of September 30, 1979, was examined along with the statements of income and analysis of reserve for contingencies and defaults, and changes in financial position for the year then ended. The Bank has a policy of purchasing defaulted commercial loans and payments made under the Exporter Credit and Insurance Program for guaranteed and insured loans rescheduled under countrywide debt consolidation. In 1979, loans of the governments of Peru and Togo were purchased, as well as additional loans of the governments of Zaire and Turkey. Although the reserve increased for 1979, the risk of incurring possible future losses increased to a larger extent. This was due to increases in loan purchases and outstanding purchase agreements and principal and interest delinquencies. In December 1979, the Bank accelerated certain loans which had been made to, or guaranteed by, the government of Iran. The effect of developments in that country on the Bank's exposure is not determinable at this time. As a result, GAO was unable to express an opinion on the adequacy of the reserve. Except for the amount reserved for contingencies and defaults, the accompanying financial statements presented fairly the financial position of the Export-Import Bank and the results of its operations and changes in its financial position in conformity with generally accepted accounting principles applied on a consistent basis.
