Book excerpt: This executive summary presents the major findings and conclusions of the study, which examines the structure and appropriate mix of active and reserve forces. The study analyzes policy issues surrounding the Total Force (that is, active and reserve forces), to include history and effectiveness during the Persian Gulf War. It also evaluates several mixes of active and reserve forces assuming a range of manning and funding levels. With respect to land forces, the study estimated how long it took different types of units to prepare for combat, concluding that reserve support units were the most critical because they managed the overseas deployments, but the readiness of reserve combat units was the most controversial. The study estimated it would take 128 days to prepare a brigade-sized unit for combat. A number of techniques could reduce that time, but rounding out active units at a lower level (e.g., company or battalion) offered the greatest potential for saving time. The study contains detailed analyses of force structures for Army, Navy, Air Force and Marine Corps units. It also addresses the ability to sustain different reserve structures and ways to improve the readiness of reserve combat forces.

Book excerpt: New defense strategic guidance and budget reductions as the United States draws down its forces in Afghanistan have led the Army to reassess how it balances the mix of forces between its active component (AC) and its two reserve components (RCs), the Army National Guard and the U.S. Army Reserve. Multiple factors should influence AC-RC force mix decisions, including the capabilities that AC and RC forces provide and their cost. This report describes analyses from an ongoing stream of RAND research on the Army's AC-RC force mix. It focus on two critical aspects of capabilities and cost: (1) the time needed to make forces ready to deploy abroad in a crisis and (2) the costs of AC and RC forces to sustain the same level of deployed output for rotational missions. It finds that the factors that make RC units cost less than AC units, on average, can also make them less rapidly deployable in the event of unexpected contingencies - namely in terms of the amount of time personnel are available to train. The report also identifies the circumstances under which either AC or RC forces can sustain a given level of deployed output at a lower cost. Finally, it shows that differences in capabilities and cost depend of the type of unit. For example, many smaller support and logistics units tend to have an advantage in the RC, while some larger ground combat and aviation units have an advantage in the AC. Policymakers should consider both capability and cost as they weigh AC-RC force mix decisions.

This monograph examines the current reserve force structure and employment of the Army and Navy to illustrate the service commitment to the Total Force Policy. The Army and Navy organize their Reserve Components to assume a more active role and reduce the operational tempo of the active force. The U.S. Army Special Forces (SF) organizes and employs reserve forces in the same manner as the active SF Groups. The SF methodology for organization and employment offers possible changes for NSW to implement. The current NSW organizational structure and employment strategy illustrate the underutilized reserve resource and the possibility of applying the lessons learned from the SF. This monograph concludes that NSW can enhance force readiness through the reorganization and employment if its reserve force. The total NSW force active and reserve components, can provide better support to theater CINCs.

Book excerpt: The Army Reserve components -- the U.S. Army Reserve (USAR, established in 1908) and Army National Guard (ARNG, established in 1936) -- have distinguished themselves throughout the Nation's history. The modern history of the Reserve components began with Secretary of Defense Melvin Laird implementing the Total Force policy in 1970. He directed the military departments to consider the Reserve as part of the total force available to meet security needs. Although the resources devoted to the Reserve components have always fluctuated, the last thirty years have seen a focus on readiness and capability. As the active force has been reduced in the post Cold War world, the demands on the Reserve components have increased. This will call for added resources to enable more training, better equipment, and appropriate pay and benefits. It appears that the challenges facing ARNG and USAR will increase. They will occur both at home and abroad and cover the range of military options from the law enforcement and mitigation tasks associated with homeland security and defense, to peacekeeping and stability operations in failed states, to major combat. This article puts these issues for the Army Reserve components into perspective, identifies current ARNG and USAR transformational initiatives, and suggests additional options for dealing with evolving challenges. Tables provide comparisons of active and reserve manpower by service, and comparisons of active and reserve force structure by service (i.e., Army, Navy, Air Force, Marine Corps).
