Much of the conflict was caused by the Newlands Project, completed in 1915, the earliest federal water reclamation scheme. Diverting these waters destroyed vital wetlands, polluted groundwater, nearly annihilated the cui-ui and the Lahontan cutthroat trout, and threatened the existence of Pyramid Lake. Water Politics in Northern Nevada examines the Newlands Project, its unintended consequences, and decades of litigation over the abatement of these problems and fair allocation of water. Negotiations and federal legislation brought about the Truckee River Operating Agreement in 2008. This revised edition brings the reader up to date on the implementation of the agreement, including ongoing efforts to preserve and enhance Pyramid Lake. The second edition now also includes a discussion of the Walker River basin, following a major project undertaken to address concerns about the health and viability of Walker Lake. The approaches taken to save these two desert treasures, Pyramid Lake and Walker Lake, are offered as models for resolving similar water-resource conflicts in the West. Leah J. Book excerpt: Basque Immigrants and Nevada’s Sheep Industry is a rich and complex exploration of the history of Basque immigration to the rangelands of Nevada and the interior West. It looks critically at the Basque sheepherders in the American West and more broadly at the modern history of American foreign relations with Spain after the Second World War. Between the 1880s and the 1950s, the western open-range sheep industry was the original economic attraction for Basque immigrants. This engaging study tracks the development of the Basque presence in the American West, providing deep detail about the sheepherders’ history, native and local culture, the challenges they faced, and the changing conditions under which the Basques lived and worked. Saitua also shows how Basque immigrant sheepherders went from being a marginalized labor group to a desirable, high-priced workforce in response to the constant demand for their labor power. As the twentieth century progressed, the geopolitical tide in America began to change. In 1924, the Restrictive Immigration Act resulted in a truncated labor supply from the Basque Country in Spain. During the Great Depression and the Second World War, the labor shortage became acute. In response, Senator Patrick McCarran from Nevada lobbied on behalf of his wool-growing constituency to open immigration doors for Basques, the most desirable laborers for tending sheep in remote places. Subsequently, Cold War international tensions offered opportunities for a reconciliation between the United States and Francisco Franco, despite Spain’s previous sympathy with the Axis powers. This fresh portrayal shows how Basque immigrants became the backbone of the sheep industry in Nevada. It also contributes to a wider understanding of the significance of Basque immigration by exploring the role of Basque agricultural labor in the United States, the economic interests of Western ranchers, and McCarran’s diplomacy as catalysts that eventually helped bring Spain into the orbit of western democracies.

Arising out of the multiple, often incompatible uses created throughout the twentieth century, these struggles reveal the tension inherent within the multiple use concept, a management philosophy that promises equitable access to the region’s resources and economic gain to those who live there. Multiple use was originally conceived as a way to legitimize the historical use of public lands for grazing without precluding future uses, such as outdoor recreation, weapons development, and wildlife management. It was applied to the Great Basin to bring the region, once seen as worthless, into the national economic fold. Land managers, ranchers, mining interests, wilderness and wildlife advocates, outdoor recreationists, and even the military adopted this ideology to accommodate, promote, and sanction a multitude of activities on public lands, particularly those overseen by the Bureau of Land Management. Some of these uses are locally driven and others are nationally mandated, but all have exacted a cost from the region’s human and natural environment. In The Size of the Risk, Leisl Carr Childers shows how different constituencies worked to fill the presumed “empty space” of the Great Basin with a variety of land-use regimes that overlapped, conflicted, and ultimately harmed the environment and the people who depended on the region for their livelihoods. She looks at the conflicts that arose from the intersection of an ever-increasing number of activities, such as nuclear testing and wild horse preservation, and how Great Basin residents have navigated these conflicts. Carr Childers’s study of multiple use in the Great Basin highlights the complex interplay between the state, society, and the environment, allowing us to better understand the ongoing reality of living in the American West.
