This popular movement spread throughout Germany, and was without precedent in either the theory or practice of the Social Democratic party and the trade unions allied to it. These workers councils were most highly developed in Berlin, within its particular industrial, political, and cultural milieu. The Berlin Shop Stewards group provided a hard core of militant revolutionaries within the movement, many of whose adherents were more moderate or ambiguous in their views. Externally, the councilists faced a hostile Social Democratic-trade union bureaucracy who characterized council rule as "wilde Sozialismus," a reconstituted and repressive state power, and a revolutionary rival in the rise of German Bolshevism. This work considers the experience of the Berlin councils as alternative institutions outside of traditional union, party, and governmental structures.

They introduced Western-led multilateral organizations to regulate cross-border flows which became pivotal in the making of an interconnected global order. In contrast to this well-studied transformation, Hirst considers in detail for the first time the responses of the defeated interwar Soviet Union and early Republican Turkey who challenged this new order with a reactive and distinctly state-led international politics. As Mustafa Kemal Atat?rk took up arms in 1920 to overturn the terms of the Paris settlement, Vladimir Lenin provided military and economic aid as part of a partnership that both sides described as anti-imperialist. Over the course of the next two decades, the Soviet and Turkish states coordinated joint measures to accelerate development in spheres ranging from aviation to linguistics. Most importantly, Soviet engineers and architects helped colleagues in Ankara launch a five-year plan and build massive state-owned factories to produce textiles and replace Western imports. Whilst the Kemalists' cooperation with the Bolsheviks has often been described as pragmatic, this book demonstrates that Moscow and Ankara actually came together in an ideological convergence rooted in anxiety about underdevelopment relative to the West, gradually arriving at statist internationalism as an alternative to Western liberal internationalism. Drawing on extensive archival research and offering an often-ignored and non-Western perspective on the history of international relations and diplomacy, Against the Liberal Order presents a novel interpretation of the international order of the interwar period that crosses the borders of historical disciplines and contributes to questions of current concern in world politics.

This book focuses on the land-based infrastructure of Germany's defense against the air onslaught. Besides active defense against air attack, Germany also invested heavily in passive defense such as air raid shelters. While much of this defense was conventional such as underground shelters and the dual use of subways and other structures, Germany faced some unique dilemmas in protecting cities against night fire bomb raids. As a result, German architects designed massive above-ground defense shelters which were amongst the most massive defensive structures built in World War II.

Book excerpt: On March 14, 1948, Douglas Hyde handed in his resignation as the news editor of the London Daily Worker and wrote “the end” to twenty years of his life as a member of the Communist Party. A week later, in a written statement, Hyde announced that he had renounced Communism and, with his wife and children, was joining the Catholic Church. The long pilgrimage from Communism to Christ carried Douglas Hyde from complete commitment to Marxism, to a questioning uneasiness about Soviet Russia’s glaring contradictions of ideology and action, to a final rejection of the Party. In Dedication and Leadership, Hyde advances the theory that although the goals and aims of Communism are antithetical to human dignity and the rights of the individual, there is much to be learned from communist methods, cadres and psychological motivation. In 1959 Labour had been beaten at the polls for the third successive time – with political commentators claiming that class politics in Britain were dead. By 1974 a mobilised trade union movement had forced a Conservative government from office, compelled the abandonment of its anti-trade union legislation, released imprisoned dockers from Pentonville prison and twice provided the miners with the solidarity required for victory. The climax in 1974 was Labour victory in the 1974 general election with a programme calling for an irreversible shift of wealth and power in favour of working people. This volume of the TGWU’s centenary history documents the role of Britain’s biggest union in this transformation.
