Book excerpt: Congestion costs highway users billions of dollars every year. Although policymakers have adopted a variety of strategies for reducing or mitigating congestion, relatively little attention has been paid to policies to promote more efficient use of the highway system. One such policy is congestion pricing, under which drivers are charged a higher price for use of a highway at times or places with heavy traffic and a lower price in the opposite circumstances. This book explains how congestion pricing works, reviews the best available evidence on projects that make use of such pricing in order to assess the benefits and challenges of the approach, and discusses federal policy options for encouraging congestion pricing. Congestion pricing also can be linked to strategies to improve mobility by making alternatives to the private automobile, such as subways, buses or commuter rail service, more attractive during peak periods. The revenues generated by such pricing have sometimes been used to pay for improvements in public transportation systems. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.

Volume 2: Travel Demand Forecasting Tools provides an in-depth examination of the various analytical tools for direct or adapted use that are available to help develop the forecasts of potential revenue, transportation demand, and congestion and system performance based on tolling or pricing changes. Volume 1: Decision-Making Framework includes information on a decision-making framework that may be applied to a variety of scenarios in order to understand the potential impacts of tolling and pricing on the performance of the transportation system, and on the potential to generate revenue to pay for system improvements"--Publication information.

Book excerpt: This synthesis will be of interest to administrative and financial officials of toll authorities, as well as members of the governing boards of these agencies. It will also be of interest to state departments of transportation and to legislators who are exploring innovative methods for financing major highway facilities. This synthesis also provides useful information for bonding and other financial institutions. It presents information on the current tolling policies and practices employed by highway, bridge, and tunnel tolling authorities throughout the United States. This report of the Transportation Research Board presents a profile of the traditions, pricing practices, and operational aspects of the tolling industry. Based on information derived from survey responses from 41 toll organizations, representing over 90% of annual U.S. toll transactions, the research for the synthesis indicates that the tolling industry employs a wide range of policies and practices, including many innovative approaches, used in response to the need to provide improved highway facilities. Case studies of several selected innovative tolling practices are discussed: variable/congestion pricing; high- occupancy toll, or HOT lanes; public-private partnerships; interagency partnerships; and others such as state infrastructure banks (SIBs), shared resource agreements, and transportation utility fees. Detailed information on the experience of states with privatization of highway facilities is also presented. A unique summary of the future issues to be addressed in the tolling industry as gleaned from the survey concludes the document.

Book excerpt: The report characterizes with the greatest detail both the passenger and commuter users as well as non-users of the Central Texas Turnpike System recently opened in November 2006 in Austin, TX. The process of analysis includes a review of literature of other tolling facilities in the nation, where focus is given on studies of similar nature regarding demographics of users both among passenger and commercial motorists. This background study also touches on the general environmental justice impacts of tolling facilities. The report continues by using survey data taken both prior to and after the construction of the turnpike system in regards to preference and usage by local residents. The last portion of the report concerns the analysis of actual transaction data from the Central Texas Turnpike System--where transactions are linked to account type, axle count and billing zip code. This actual data coupled with the stated preferences of the surveys provides a detailed look into the characteristics of a typical toll road user in the Central Texas area. These findings are presented and discussed in detail.

Book excerpt: NCHRP Report 649/NCFRP Report 3: Separation of Vehicles - CMV-Only Lanes presents an extensive compendium of information about CMV-only lanes and examines major issues and concepts that should be understood in developing new applications of CMV-only lane concepts as a potential method for both easing congestion and reducing the number of traffic accidents on highways. Appendices to this report, including an annotated literature review, performance evaluation criteria, benefits monetization factors and unit costs, and net present value calculations for benefit-cost analysis, are available on the TRB website. This report and the supplemental information can be used by public agencies that may be considering CMV-only lane concepts in corridor studies or other planning applications. The report provides data such agencies can use to support their own evaluations of CMV-only lane projects.
