It builds on the types of interventions which have been shown to have a positive impact: increased Jobcentre Plus (JCP) adviser support; work experience placements; and apprenticeships. It also welcomes the inclusion of a new scheme for 16-17 year-olds, the large majority of whom do not receive support from JCP as they are ineligible for Jobseekers Allowance (JSA). The Committee acknowledges that the Government has sensibly focused wage incentives - the key new element of the Youth Contract - on longer term young unemployed claimants and there is an attempt to achieve sustainable job outcomes by linking wage incentives to the Work Programme payment structure, in which providers are financially incentivised to keep participants in work and off benefits in the longer term. However the Youth Contract on its own it will not be enough to address the current unacceptably high level of youth unemployment. A significant impact can only be made if all the targets are met. In particular, past experience shows that 160,000 wage incentives is a very ambitious target in the current economic climate. And 250,000 additional work experience placements for young people may also be unrealistic

Moving past common interpretations of NEETs as a homogeneous group, it asks why some youth become NEET, whereas other do not. The authors analyse diverse school-to-work patterns of young NEETs in five typical countries and investigate the role of individual characteristics, countries’ institutions and policies, and their complex interplay. Readers will come to understand youth marginalization as a process that may occur during the transition from school, vocational college, or university to work. By studying longitudinal analyses of processes and transitions, readers will gain the crucial insight that NEETs are not equally vulnerable, and that most NEETs will find their way back to the labour market. However, they will also see that in all countries, a group of long-term NEETs exists. These exceptionally vulnerable young people are sidelined from society and the labour market. The country cases and cross-national studies illustrate that policies intended to help long-term NEETs to find their way in society are very limited. The book provides useful theoretical and empirical insights for scholars interested in the school-to-work transition and marginalized youth. It also provides helpful insights in vulnerability to policymakers who aim to combat youth marginalization. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.
