Book excerpt: The purpose of this report is to provide the North Carolina Department of Public Instruction (NCDPI) with information about teachers' responses to School-wide Positive Behavioral Support (PBS) and key educational outcomes on students in North Carolina elementary schools implementing School-wide (PBS). A web-based survey of teachers at eight elementary schools implementing School-wide positive behavior support according to national criteria was administered to assess teacher response to School-wide PBS. Data from the North Carolina Education Data Center was used to assess student outcomes related to academic performance, school suspensions, and teacher turn-over rates in the eight study schools compared with 264 NC elementary schools that had started School-wide PBS. Part 1 presents the results of the web-based survey administered to all teachers in the eight elementary schools implementing School-wide PBS according to national criteria for implementation. The web-based survey sought to answer the following questions: (1) What school-wide behavioral support systems are in place in study schools? (2) How satisfied are teachers with the support systems in place in their schools? and (3) How has School-wide PBS affected teacher perception of school climate and student behavior? Part 2 presents the results of analyses of data from the North Carolina Education Research Data Center to answer the following questions about School-wide PBS: (1) What is the effect of School-wide PBS on academic performance, grade promotion, and short term suspension rates in study schools compared to all NC elementary schools that have ever implemented School-wide PBS? and (2) What is the effect of School-wide PBS on teacher turn-over rates in study schools compared to all NC elementary schools that have ever implemented School-wide PBS? Department of Educational Leadership, December 2020.Positive Behavioral Interventions and Supports (PBIS) is a multi-tiered framework utilized in over 26,000 schools across the United States, to create a school culture consisting of a positive learning environment and successful student (Sugai & Horner, 2020). This study sought to determine the effectiveness of PBIS at a North Carolina public charter school in regards to three major indicators: student attendance; student academic achievement; and student discipline. The rise of charter schools in both the US and NC is discussed along with charter school advocate and critic perceptions. To gain a greater understanding of the effectiveness or ineffectiveness of PBIS at this charter, many topics were detailed to mirror the charter's student population. At the time of the study, the study site was predominately African American and high poverty. Because of the predominate student population of the study's site, African American and high poverty student issues and concerns are discussed based on numerous educational theorist's ideas and their respective research. Determining the effectiveness or ineffectiveness of PBIS at the charter occur through data collection procured through various PBIS documents from the three years at the charter, equating to the first year (2017-18) of PBIS implementation, the second year (2018-2019) of PBIS implementation, and the third year (2019- 2020) of PBIS implementation. The three years of data included student proficiency on NC End of Grade (EOG) assessments, student suspension data, and student attendance rates. Qualitative data was obtained from charter school staff responses of semi-structured interview questions. The evaluation of this this program was completed with the CIPP (Context; Input; Process; and Product) method. The program evaluation was favorable overall in the fidelity of PBISimplementation and generated the following findings: academic growth in each of the three years of PBIS implementation; a decrease in student short-term suspensions in each of the three years of PBIS implementation; and a steady and remarkable increase in student attendance rate in each of the three years of PBIS implementation.

Book excerpt: This study investigated the effect School-Wide Positive Behavior Support had on special education students. achievement and office discipline referrals. Sixty-nine special education students from eight elementary schools participated in this study. Thirty-four participants were in the group with School-Wide Positive Behavior Support, and 35 participants were in the group with no discipline program. The participants all had attended their schools for a minimum of two consecutive years. A quantitative causal comparative research method was utilized to compare the participants with School-Wide Positive Behavior Support to the participants with no School-Wide Positive Behavior Support Program. This study utilized two school years of archival data to obtain students. TCAP math and language achievement test scores. Several methods were utilized to obtain the office discipline referrals from the participating schools. The data was then analyzed and the nine null hypotheses were tested. A t- test was utilized for much of the data to compare the means and determine a means difference. Some of the data was not normally distributed and a non-parametric test also was utilized for three of the null hypotheses. The researcher in this study set the alpha level of significance at .05. After careful analysis of the data this study concluded that School-Wide Positive Behavior Support does not have a statistically significant effect on math and language achievement scores or office discipline referrals. The null hypotheses were retained. This study was conducted after a year of School-Wide Positive Behavior Support implementation. The literature review found that the longer the program is in effect the more probable it is for schools to see significant results. Also, the researcher found that if the alpha had been set at .10 a statistical significance would have been found, in terms of office discipline referrals. It is recommended that further research be conducted on the effects of School-Wide Positive Behavior Support. If this study were replicated after the program has been in place for four years, the data analysis may find different outcomes. Utilizing an entire school population would give the researcher more information and might have different results also. Utilizing School-Wide Positive Behavior Support is aiding in meeting the discipline needs of schools across the country, and research on its effects should be continued.

The majority of teachers and administrators in SWPBS schools perceived that the school climate included one with clear rules, clear expectations, and a common language. Areas for improvement in SWPBS schools, in regards to school climate, were identified in the following areas: providing consistent student accountability, including involved leadership, maintaining clear communication, embracing diversity, and spending less time disciplining students. Teacher and administrators perceived the sustainability process of schools implementing SWPBS as being vested in the program, acknowledging expected behaviors, and recognizing the importance of parental support. The findings emphasized the importance of the following: having time to meet, receiving administrative support, and maintaining staff buy-in. The study demonstrates that there are commonalities of strengths and areas of improvement regarding the implementation, climate, and sustainability of SWPBS.
