However, since there was a lack of information on the barrier's performance in a construction zone environment, officials of the Virginia Department of Highways and Transportation requested that the Virginia Highway and Transportation Research Council evaluate the performance of the barrier during the widening of the Virginia Beach-Norfolk Expressway (Rte. 44). The scope of the evaluation included (1) a review of the literature on the performance of the concrete "safety shape" barriers, (2) an examination of the accident data before and during construction on Rte. 44 to determine the effects of construction on the frequency and characteristics of traffic accidents, (3) an analysis of tire marks and barrier-involved accidents to determine the effectiveness of the barriers in safely redirecting vehicles, and (4) an examination of the effects of construction on traffic characteristics. The literature review revealed that in using the precast concrete traffic barrier the following factors should be considered: (1) the end of the barrier should never be exposed to oncoming traffic; (2) the barrier joints must be tight for the barriers to act as a system; (3) the longitudinal axis of the barriers should be placed parallel to the roadway, except when the barrier system is started with a flare; (4) the barrier system should have a minimum length of 100 feet (30 m); and (5) the barrier system must have lateral support in order to prevent vehicle penetration. For conditions on Rte. 44, it was found that (1) there was an average of 49 vehicle contacts with the barrier for every reported accident in which the barrier was involved; (2) there was a definite tendency for motorists to stay out of the barrier lane, but avoidance of the barrier lane was reduced as volume increased; and (3) with a 55 mph (88 km/h) posted speed limit, the vehicular speeds were reduced by only a few miles per hour when the barriers were in place. Evaluation of the barrier's performance during the widening of I-95 is recommended, since that highway carries a much higher volume of tractor-trailers than does Rte. 44.

Book excerpt: This research effort was initiated at the request of officials of the Virginia Department of Highways and Transportation to obtain information on the performance of the precast concrete traffic barrier (PCTB) when exposed to heavy vehicles. The PCTB is a portable system used in Virginia since 1976 to separate high speed vehicular traffic and construction activities. The PCTB system was evaluated during the widening of I-95 at Ashland. The scope of the evaluation included (1) an examination of the traffic accident data for I-95 before and during construction to determine the effects of construction on the frequency and characteristics of traffic accidents, (2) an analysis of tire marks on the barrier and barrier-involved accidents to obtain an indication of the effectiveness of the PCTB in safely redirecting vehicles, and (3) an examination of the effects of the PCTB system on traffic operations. The research effort found that (1) the traffic accident rate in the construction zone on I-95 was 12% higher than before construction, (2) the reduction in the lateral distance between the vehicles in the median and shoulder lanes during construction appeared to contribute to an increase in the number of sideswipe type accidents, (3) 97% of the vehicles which impacted the barrier were safely redirected, (4) drivers were more at ease with the barrier located on the left edge of the roadway than when located on the right, and (5) vehicular speeds were reduced by only a few miles per hour when the barriers were in place. A subsequent study utilizing mathematical computer modeling techniques is recommended, since the performance of the PCTB system when impacted by a heavy vehicle was not identified in this study.

Book excerpt: On August 15, 1975, the National Transportation Safety Board submitted a number of recommendations to the Administrator of the Federal Highway Administration and the Governor of Virginia regarding safety practices in the construction zone of I-495 in Northern Virginia. Subsequently, officials of the Virginia Department of Highways and Transportation requested that the Virginia Highway and Transportation Research Council evaluate the recommendations that pertained to the use of timber barricades. The scope of the evaluation included (1) a survey of the literature on the subject of legal requirements for temporary barrier systems in highway construction zones, (2) an analysis of crash data on I-495 for periods before and during construction, and (3) an analysis of the technical operational, and economic feasibility of the timber barricade and the precast concrete traffic barrier. The evaluation has revealed that there is no adequate national standard for traffic control in construction zones. Consequently, as in the case studied here, engineers are left to exercise their judgment as to the proper use and placement of delineators, barricades and other channelizing devices, and traffic barriers. The evaluation also has indicated that the frequency of accident occurrence during construction on I-495 was approximately 119% higher than before construction. Of the reported crashes during construction, 52.5% involved vehicle contact with the timber barricades. Among barricade-involved crashes, 73.5% involved vehicles which straddled or penetrated the barricades. Thus, in service on the I-495 site the timber barricades have proved, to be ineffective as positive barriers. The precast concrete traffic barrier was found to cost approximately $5.60 per linear foot more than the timber barricade employed on I-495. Testing of the precast concrete traffic barrier in a freeway construction zone is recommended prior to its general use in the Commonwealth.

Book excerpt: The objective of this research was to evaluate Wisconsin DOT’s F-shaped portable concrete barriers (PCBs) with a bolt-through, tie-down anchorage system for concrete road surfaces with a reduced embedment epoxy anchorage and a steel pin tie-down anchorage system for asphalt surfaces according to Manual for Assessing Safety Hardware 2016 (MASH 2016) Test Level 3 (TL-3) test designation no. 3-11 criteria. Test no. WITD-1 consisted of PCBs with a bolt-through, tie-down configuration on concrete tarmac. The system was installed with the rear toe of the PCBs placed 1 in. (25 mm) away from the edge of the simulated bridge deck. Barrier nos. 5 through 13 were attached on the traffic side with three 1 1/8-in. (29-mm) diameter A307 Grade A threaded rods per barrier epoxied into the concrete with an embedment depth of 51⁄4 in. (133 mm). The test results for test no. WITD-1 showed that the system sufficiently contained and redirected the 2270P vehicle with controlled lateral displacements of the barrier, and the barrier system was deemed acceptable according to MASH 2016 TL-3 criteria. Test no. WITD-2 consisted of PCBs with a pinned, tie-down configuration placed on a 2-in. (51-mm) thick asphalt pad. The rear toe of the PCBs were installed 6 in. (152 mm) from the edge of a 36-in. wide x 36-in. deep (914-mm x 914-mm) trench. Barrier nos. 6 through 14 were anchored on the traffic side of the system with three 11⁄2-in. (38-mm) diameter steel pins driven through the bolt anchor pockets on each barrier. During test no. WITD-2 the wheel well and toe pan were deformed a maximum of 131⁄2 in. (343 mm), which surpassed the MASH 2016 deformation limits. Due to the deformation, test no. WITD-2 was deemed unacceptable under the MASH 2016 TL-3 test designation no. 3-11 safety criteria. Potential barrier modifications for improving the performance were noted for future research.
