Book excerpt: The first two phases of this research study provided a project-level assessment of the accuracy and precision of the automated 3D system developed by the Texas Department of Transportation (TxDOT), and state-of-the-practice commercially available automated systems for the high-speed measurement of pavement surface distresses, rutting, texture and cross slope. The third phase of this study had the objective of extending the automated systems' evaluation with a focus on network-level processes and applications. For this purpose, TxDOT initiated a pilot study with two pavement distress data collection vendors to collect full network-level semi-automated data (as per TxDOT Pavement Management Information System [PMIS] specifications) on the entire network in the Bryan and Houston districts, in conjunction with the PMIS Fiscal Year 2014 data collection season. The two districts selected for the pilot study represent highway characteristics from rural, urban, and metropolitan areas in the state of Texas. The two vendors that collected semi-automated data for the pilot study were Fugro-Roadware and Pathway Services. Fugro's data collection was performed using two Automatic Road Analyzer survey vans equipped with the INO Laser Crack Measurement System and Pathway Services' data collection was performed using two PathRunner Data Collections Vehicles equipped with Pathway 3D Systems. The comparative analyses were conducted on the PMIS aggregated scores (including Ride Score, Distress Score, and Condition Score) as well as on individual distress ratings for instances of alligator cracking, longitudinal cracking, rutting, spalling, punchouts, and failures. Each type of comparison was further analyzed by breaking down the collected highway network into different experimental factors, such as the highway system and pavement surface type. In addition, this report includes an analysis of the automated systems' production rates.

Data collection efforts began in 1974 and have been undertaken periodically up to the present. The database contents include such performance-related variables as punchouts, patches, spalling, ride score, crack spacing, and deflection basins, as well as such inventory variables as location, design thickness, coarse aggregate type, climate, soil characteristics, date of construction, and overlay status. Taken as a whole, the RP database comprises a unique asset for empirical investigation of factors affecting long-term pavement performance in Texas.

Book excerpt: Structural evaluation can be very useful at the network level of pavement management for project prioritization purposes. However, due to expenses involved in data collection and analysis, pavements are not tested for structural capacity at the network level. Rolling wheel deflectometer (RWD), which measures surface deflections at highway speed, is an alternate, faster method of pavement deflection testing for network level data collection. This study was initiated to assess the feasibility of using RWD for network level pavement deflection measurements. RWD deflection data was collected under an 80-kN axle load and at about highway speed on non-interstate highways in northeast Kansas in July 2006. Falling-wheel deflectometer (FWD) data on these roads, collected from 1998 to 2006, were also used for comparison. The computed effective structural numbers from both FWD and RWD deflection data were compared. The results show that the deflections measured by RWD and the center (first sensor) deflections from FWD are statistically similar. The effective structural numbers computed from the FWD and RWD deflection measurements are also statistically similar. Thus RWD appears to be a valuable tool for structural capacity evaluation of pavements at the network level.

Each state developed its own procedure to collect pavement distress data, which resulted in the lack of standardization of distress measurements for pavement management. The full standardization of the pavement management system cannot be achieved without standardizing its input. In addition, there always exists an inconsistency among different raters when they are conducting visual distress surveys. The inconsistency among the raters seems to be a problem for most state highway agencies. The automated image processing technology could help develop a standard crack measure. This paper presents a standard crack density method using video images of pavement surfaces, which can be easily adopted by all fifty states for their network-level pavement management systems. The standard crack density can be automatically computed by dividing the number of crack pixels by the number of total pixels of the pavement surface using the existing image processing technique. The standard crack density is an objective, consistent, and repeatable measure of cracks.
