Book excerpt: This report constitutes a synthesis of 10 years of research which was conducted to assist Ontario boards of education in implementing and evaluating French immersion programs in their jurisdictions. The immersion programs evaluated include three major alternatives: (1) the early total French immersion programs of the Carleton, Ottawa, and Toronto Boards of Education; (2) the early partial French immersion program of the Elgin County Board of Education; and (3) the late partial French immersion program of the Peel County Board of Education. Reference is also made to evaluations of similar immersion programs evaluated by other researchers in Ontario and throughout Canada. The report includes a description of the programs and information on the characteristics of some other bilingual education programs found in Ontario. In addition, the following information is provided: (1) discussion of the specific research questions and the research design; (2) presentation of the evaluation findings concerning the linguistic effects; (3) presentation of the findings on the academic effects; and (4) discussion of some social and psychological dimensions of French immersion programs. A bibliography is included on immersion education in Canada and the United States. (Author/AMH)

Book excerpt: Seminar paper from the year 2000 in the subject English Language and Literature Studies - Linguistics, grade: 2,0 (B), University of Duisburg-Essen (Institute for Foreign Language Philology - Anglistics/American Studies), course: Advanced Seminar: Bilingualism, language: English, abstract: Introduction French Immersion in Canada has long been considered as one of the most efficient programs to promote “real” bilingualism. A lot of research has been carried out in that field and mainly stated positive results for this special way of learning a second language. But if one goes deeper into the literature concerned with that subject, one encounters more and more critical voices doubting the proverbial effectiveness of these programs. This paper shall provide a critical evaluation of the findings, research provided in respect to the effectiveness of immersion programs in Canada. Furthermore, proposals for new teaching techniques, which shall make the immersion classroom more efficient, will be described and evaluated. At the beginning of this paper, a short introduction to immersion education is given, including a definition of the term “immersion” and a presentation of the key features of Canadian Immersion Education, followed by an abstract of the history of immersion education in chapter 2. The following section describes the conception of different types of immersion programs, along with findings concerning their effectiveness. This shall help the reader to gain a complete picture of the pros and cons of a specific type of program. The main part of this paper (chapter 4) starts with a critical evaluation of the results presented in previous chapters and tries to assess whether these programs are a suitable tool for the acquisition of native-like performance in a second language. Chapter 5 offers a selection of four different teaching methods which can make – if they are applied correctly – the immersion classroom more efficient. The paper concludes with a summary of the most important results, trying to provide a critical evaluation of immersion as such. [...]

Book excerpt: Part of the Eleventh Annual Report to the Ontario Ministry of Education, this report describes the grade and program location of students who entered kindergarten in Ottawa and Carleton, Ontario in 1974, known as the K-74 cohort. The first section of the report deals with the K-74 cohort; later sections deal with students who joined either early or late immersion at the expected level of the K-74 cohort. Some of the factors examined by the study are the following: (1) patterns of transfer into and out of the immersion programs and proportions reaching the expected grade level at various points; (2) comparisons of grade level of students who had left the early immersion program with students from the K-74 cohort in the English-language program; and (3) analysis of the progress of three late-immersion groups who had entered a high school with a program emphasizing French instruction. The report contains a number of diagrams that illustrate the varied pathways of several groups of students, and tables and graphs that present the longitudinal data on students in various programs for each year from 1974-1983. Book excerpt: This study reports the follow-up assessments of fourth- and fifth-grade students who had participated in a French immersion program beginning in kindergarten, and of students in the same grades who had not participated in immersion programs. The study was designed to assess the predictive validity of the early identification battery used for four-year-olds and the follow-up kindergarten battery for five-year-olds, and to compare characteristics of the children who had dropped out of the immersion program with those of children who had remained in it as high or low achievers. Of the original 200 four-year-old kindergarten students participating in the study, 138 remained in 1982 and 119 in 1983, most of whom were in the French immersion program in grades four and five. Others were in one grade higher or lower, some in the English or intensive French program by transfer or from the outset, and some in the bilingual program by transfer or from the outset. Detailed information is presented in tabular form with narration on the children's enrollment and progress patterns, teachers' advice concerning enrollment in the programs, teacher ratings, academic difficulties and special help, problems reported by teachers and parents, parent attitudes, achievement levels, and the predictive validity of early assessment variables. A 9-page bibliography concludes the document. (MSE)

Book excerpt: The Canadian Annual Review of Politics and Public Affairs is an acclaimed series that offers informed commentary on important national events and considers their significance in local and international contexts. This latest instalment reviews one of the most dramatic years in recent Canadian political history. While the country seemed solid both politically and economically at the beginning of 2008, by late summer trouble in the financial markets left banks and other financial institutions around the world on the brink of collapse. As the situation unfolded, Prime Minister Harper violated the spirit of his fixed election law and called a snap election, sensing the prospect of a Conservative majority. When the election returned another minority, Canada was plunged into a constitutional crisis that rivalled, if not surpassed, the King-Byng affair of 1926. The 2008 volume of the Canadian Annual Review of Politics and Public Affairs covers both these crises, as well as foreign, provincial, First Nations, and municipal affairs.
