Book excerpt: The Craney Island Management Plan was developed to extend the life of the Craney Island Dredged Material Management Area (CIDMMA). The CIDMMA is used to dispose maintenance and new work dredged material from the project area. With current practice, CIDMMA would reach ultimate capacity by the year 2000. If, however, suitable material is barged to the sea and only contaminated material is placed in the facility (Restricted Use Program), then the life of the facility can be extended. Two tasks were addressed in this study: (a) determine service life under Restricted Use and (b) determine contaminant losses and conduct a Comprehensive Analysis of Migration Pathways (CAMP) expected to occur under Restricted Use. The results showed that the service life of the CIDMMA could be extended under Restrictive Use for approximately 140 years under baseline coniditions or 90 years under Worst Case conditions. The CAMP analysis was conducted along three major contaminant migration pathways (effluent, leachate, and volatile). Effluent was the most significant pathway for metal losses and volatilisation and for polynuclear aromatic hydrocarbon (PAH) losses. Leachate losses under a fully dewatered condition would not exceed effluent losses for some metals. PAH losses for a fully dewatered condition would not exceed effluent losses.

Book excerpt: This publication describes the evaluation of various disposal alternatives for the estimated 12 million cu yd of maintenance and new work dredged material resulting from the proposed deepening of Norfolk Harbor from elevation -50 to -55 ft MLW. The U.S. Army Engineer District, Norfolk, Virginia estimated that 3 million cu yd of the dredged material will consist of sandy material which is suitable for dike construction. The remaining 9 million cu yd will probably consist of cohesive material and will require a disposal alternative. The disposal alternatives included; (1) expanding Craney Island using underwater dikes; (2) stabilizing the existing perimeter dikes using berms constructed of suitable dike material; and (3) raising the west perimeter dike from el +34 to el +40 ft MLW and raising the north and east perimeter dikes from el +40 to +45 ft MLW. It was concluded that Craney Island could be expanded using underwater dikes located along the six alignments proposed by Goforth (1986). The underwater dikes could be constructed using the sandy dredged material and the 9 million cu yd of cohesive material would be contained by the underwater dikes ... Book excerpt: *This study investigates the stability of existing and proposed perimeter dikes at Craney Island disposal area when the crest evaluations are raised to e1 +34 on the west and e1 +40 on the east side. With these crest elevations, the dredged material could be raised to e1 +30 on the west side and e1 +36 on the east side. Dike configurations were developed for the west leg, east leg, north leg, and northwest corner. The west leg required a 2-ft road berm and a water berm to achieve a safety factor of 1.3. The other sections did not require any additional berms or setbacks. By raising the dike on the inward side using the same slopes, the safety factors were above 1.3. Reinforcement of the raised dikes was found not to be feasible. Dike settlement was evaluated. It was found that the use of wick drains to increase the shear strength of the soft foundation clay was not economically feasible because of the excess depth of the dike cross section. Settlement from raising the east, west, and north perimeter dikes was estimated to be about 4 ft. (Author).

The US Army Engineer District, Seattle, is providing technical assistance in developing a dredging and disposal plan for these sediments from the East Waterway. In addition, the Seattle District is a permitting agency under Section 10 of the River and Harbor Act of 1899 and Section 404 of the Clean Water Act. The purpose of the WES studies was to evaluate the feasibility of alternatives from an environmental and related engineering standpoint. Three major disposal alternatives were evaluated for disposal of the contaminated sediment: confined upland, confined nearshore, and contained aquatic disposal (CAD). The Navy identified CAD as a preferred alternative during the course of the WES study, and also as the selected alternative in all applications for a Section 404 permit.
