Traditional evaluations have focused on individual processes and not the combination of processes. Communities, planners, and policy makers are struggling to make decisions regarding how to best manage MSW without the tools and information that would help them evaluate the alternatives. The U.S. initiated research in 1994 through funding by the U.S. Environmental Protection Agency and the U.S. Department of Energy to develop (1) a decision support tool; (2) a database; and (3) case studies. This research is to be completed by the spring of 2000. A recent peer review of the technical work was conducted in the fall of 1997, and a final peer review is planned for the fall of 1999. This paper provides an overview of the research that is in process. This research is being conducted by the Research Triangle Institute, North Carolina State University, University of Wisconsin, Franklin Associates, Ltd., and Roy F. Weston, Inc. though a cooperative agreement with EPA's Office of Research and Development (ORD).
