Book excerpt: As the degradation of service at some conventional intersections increases, there becomes a need for alternative solutions other than expensive interchanges. Under certain traffic and local conditions some alternative intersections are more promising than other solutions. In some cases, the conventional intersection may still be the optimal choice. The presented research focused on developing guidelines that would help planners and designers identify the most promising solutions for further analysis. Although a large number of sources could be found on the research subject, the existing knowledge about performance of alternative intersection design is incomplete. Only a few designs proposed in the past have been applied at a considerable number of locations; other types still await implementation. The available sources are not comprehensive and deal with conditions that might be different from Indiana. The knowledge of the safety impact of these intersections is very limited. A large number of more than 1,300 scenarios were simulated runs performed with VISSIM calibrated to Indiana conditions. The simulated types of intersections included: conventional, roundabouts, jag-handle near-sided and far-sided, median U-turns, and continuous-flow intersection. Except roundabouts, all intersections were signalized to test their capacity limits and delay-based performance. The presented research developed guidelines for using alternative intersection designs. The guidelines compile the existing knowledge found in existing publications and research reports with the simulation experiments performed with VISSIM. The guidelines are ready to use and will help planners and designers determine which intersection types are the most promising under considered conditions and should be considered in a detailed way.

At many highway junctions, congestion continues to worsen. Drivers, pedestrians, and bicyclists experience longer delays and greater exposure to risk. Current traffic and safety problems are more complex and complicated. Conventional intersection/interchange designs are sometimes found to be insufficient to mitigate transportation problems. Consequently, many engineers are investigating and implementing innovative treatments in an attempt to think outside the box. This report covers four intersection designs and two interchange designs that may offer additional benefits compared to conventional at grade intersections and grade separated diamond interchanges. The six alternative treatments covered in this report are displaced left turn (DLT) intersections, restricted crossing U turn (RCUT) intersections, median U turn (MUT) intersections, quadrant roadway (QR) intersections, double crossover diamond (DCD) interchanges, and DLT interchanges. The information presented in this report provides knowledge of each of the six alternative treatments including salient geometric design features, operational and safety issues, access management issues, costs, and construction sequencing and applicability.

The J-turn is an alternative intersection layout that is intended to provide safety benefits by limiting the number of points within an intersection that two or more vehicle paths might intersect. Before-after analyses at J-turns and control sites were conducted and compared. With the installation of a J-turn, the analyses found decreases in fatal and serious injury crashes, angle crashes, and fatal and serious injury angle crashes. The large decreases in severe crashes at J-turn locations indicate the J-turn can be an effective safety treatment. The analysis also found J-turns have lower crash rates for key crash types as compared to low-volume interchanges and rural, high-speed signalized intersections.

Yet, they have a broad impact on operations, safety, access, transit, land use, economic development, and pedestrian and non-motorized traffic. Due to these numerous and overlapping variables, there is a need to develop a standard methodology to further evaluate innovative designs with regards to different performance measures. The goal of this research is to develop a matrix of performance measures, which can be applied in practice to effectively evaluate innovative designs in terms of operations, safety, access, and multimodal accommodations. The study develops and tests an Excel-based tool for evaluation and comparison of different conventional and innovative designs. The tool is based on the existing methodologies and those currently being developed, and they provide analyses of these designs for different performance measures, such as operational, safety, transit and non-motorized user performance, access, and user costs. It can be used for planning, designing, and monitoring performance of innovative designs.

Public resistance can vary among projects based on intersection type and whether the project was initiated at the local or state level. The TRB National Cooperative Highway Research Program's NCHRP Synthesis 550: Alternative Intersection Design and Selection documents the evaluation and selection processes within state departments of transportation (DOTs) for intersection projects. Roundabouts are the most widely implemented type of alternative intersection. Ninety percent of state DOTs that responded to the synthesis survey reported having at least one roundabout in their jurisdiction open and operational. Roundabouts also had the highest reported number of facilities in project development as 88% of respondents indicated there was at least one roundabout under development at their DOT.
