Book excerpt: Cette étude, consacrée à l'évaluation environnementale et technique de la gestion des déchets ménagers de la ville de Ouagadougou, a pour but de proposer des éléments de réflexion sur la mise en place de schémas de gestion de ces déchets. Ce travail a été réalisé dans le contexte d'un pays en développement de l'Afrique subsaharienne à faibles revenus, non doté de réglementation en matière de rejets polluants dans l'environnement, et engagé dans un processus de décentralisation de l'état visant en matière d'assainissement à renforcer les responsabilités des communes et à susciter l'intervention des secteurs privé et associatif : le Burkina Faso. La caractérisation des déchets ménagers réalisée ici montre que d'un point de vue granulométrique, les trois quarts de ces déchets sont constituées de " fines " dont la proportion ne varie pratiquement pas entre la saison sèche et la saison des pluies. La répartition par catégories montre que les plus abondantes sont les fermentescibles, les incombustibles non classés et les plastiques. On note la faible proportion des papiers et cartons, tout comme des métaux et du verre. Le taux d'humidité varie de 8,6% en saison sèche à 23% en saison des pluies. Quant au pouvoir calorifique inférieur (PCI), il reste modeste (5570-3741kg.kj-1). Sur la base du principe méthodologique de l'analyse de cycle de vie, quatre systèmes de gestion sont proposés et analysés. Une expérimentation d'incinération est faite à partir d'un mélange composé de bois, de carton et de plastiques représentatif de la fraction combustible des ordures ménagères de Ouagadougou, trop hétérogènes pour être utilisées en laboratoire. L'étude réalisée sur un réacteur à lit fixe à contre courant est relative à l'influence des excès d'air sur le processus de combustion et la limitation des émissions polluantes (NO et CO). Une analyse technico-économique de ces systèmes de gestion est faite, non pas pour choisir un système plutôt qu'un autre, mais pour évaluer les possibilités de mise en œuvre de chacun des systèmes au regard des réalités économiques et sociales locales.

Book excerpt: L'évaluation des incidences environnementales et économiques des systèmes de gestion des déchets urbains constitue l'objectif de ce travail. Le cas de la ville de Yaoundé au Cameroun a été spécifiquement analysé. Quatre systèmes de gestion ont servi de base aux analyses effectuées. Le système 1 est constitué par la collecte traditionnelle et la mise en décharge des déchets bruts ; dans le système 2 le biogaz gui est produit après la mise en décharge est récupéré pour produire de 1' électricité ; les systèmes 3 et 4, considèrent après la collecte, une étape de traitement par compostage et méthanisation en réacteur et de la mise en décharge des déchets ultimes. La méthode d'analyse de cycle de vie (ACV), a été utilisée pour évaluer ces quatre systèmes. Pour cela, les étapes suivantes ont été étudiées : la collecte, le transport, le traitement, le transport des sous produits sur une distance de 70 km, la mise en décharge des résidus. L'analyse des différents rejets a permis de recenser six classes d'impact pour les systèmes de gestion des déchets étudiés. Ces classes d'impact constituent les critères environnementaux pertinents pour l'évaluation environnementale des quatre systèmes en utilisant les outils d'analyse multicritère. Ainsi, sur le plan environnemental, le système 2 se dégage comme le plus performant. A l'analyse environnementale de ces étapes s'ajoute une évaluation économique basée sur deux critères à savoir les coûts des investissements et les coûts de gestion. Là encore, le système 2 apparaît comme le plus économique, contrairement aux systèmes 3 et 4 qui nécessitent un investissement 5 à 10 fois plus élevé pour leur mise en œuvre et un coût de gestion 2 à 3 fois plus élevés. Le système 2 se dégage comme le plus performant d'un point de vue environnemental et économique dans le contexte de Yaoundé. Il s'avère ainsi préférable de ramasser les déchets en vrac, de les mettre en décharge et par la suite de récupérer le bio gaz qui est produit.

Après un état des lieux de la question des déchets, ce travail s'interroge donc sur les conditions de leur mise en oeuvre : quels facteurs institutionnels, historiques, humains structurent le champ et expliquent les différences de résultats dans les deux villes ? L'analyse de ces facteur permet par ailleurs d'interroger l'autonomie politque des municipalités, qui doivent faire face à un manque de moyen chronique mais également aux demandes des bailleurs de fonds et aux réticences des gouvernements centraux. Ces réformes ont enfin été des opportunités de mise en oeuvre de nouvells relations politiques au niveau local. Ces "nouvelles règles du jeu" ont-elles contribué à la structuration du champ et à l'émergence de pratiques politiques et d'identités spécifiquement locales ? Book excerpt: Biomethanization of the Organic Fraction of Municipal Solid Wastes is a comprehensive introduction to both the fundamentals and the more practical aspects of the anaerobic digestion of organic solid wastes, particularly those derived from households, that is, the organic fraction of municipal solid wastes (OFMSW). It can be used as a textbook for specialized courses and also as a guide for practitioners. In the first part, the book covers the relevant aspects of anaerobic digestion (AD) of organic wastes. The fundamentals and kinetic aspects of AD are reviewed with particular emphasis on the aspects related to solid wastes. This introduction is necessary to have a comprehensive view of the AD process and to understand the practical principles as well as the origin of possible problems arising from the management of the process. Chapter 2 emphasizes the role of kinetics in designing the reactor, paying special attention to existing models, particularly the dynamic ones. Through this introduction, it is intended to facilitate the technology transfer from laboratory or pilot plant experiences to full-scale process, in order to implement improvements in current digesters. Laboratory methods are described for the analysis and optimization of reactor performance, such as methanogenic activity tests or experimental evaluation of the biodegradation kinetics of solid organic waste. The different reaction patterns applied to industrial reactors are outlined. Industrial reactors are classified in accordance with the system they use, pointing out advantages and limitations. Co-digestion, enabling the co-treatment of organic wastes of different origin in a more economically feasible way, is described in detail. Examples of co-digestion are given, with OFMSW as a base-substrate. Finally, full-scale co-digestion plants are discussed. Various types (mechanical, biological, physico-chemical) of pre-treatment to increase the biodegradability, and thus the yields of the process, are reviewed in detail. The use of the fermentation products of anaerobic digesters for biological nutrient removal processes in wastewater treatment plants is described. This constitutes an example of integrated waste management, a field in which both economic and technical advances can be achieved. Balances are given to justify the approach, and a full-scale case study is presented. The important topic of economics and the ecological advantages of the process are emphasized. The use of compost, the integration with composting technology, and advantages over other technologies are detailed in the framework of an environmental impact assessment of biowaste treatment. Finally, the anaerobic digestion of MSW in landfills is reviewed in detail, with emphasis on landfill process enhancement and strategies for its application.
