Diagnosing ADHD in patients with SUD is not easy due to the large overlap of the ADHD characteristics with symptoms of intoxication and withdrawal. These patients often disappear prematurely from the treatment services, on the one hand because their untreated ADHD symptoms make it more diffi cult to follow the therapy, on the other hand because the treatment programs do not take their limitations into account. Caregivers expressed a great need for concrete tools to work with these patients. Therefore, “Managing ADHD in the presence of substance use disorders” consists of a theoretical and a practical part. The present volume provides a review of learning assessments, their status in terms of the empirical knowledge base, and some new ideas for improving their effectiveness, particularly for those children most in need. It is argued here that SQC learning assessments have the potential to enhance educational accountability, increase transparency, and support a greater engagement of stakeholders with an interest in improving learning. In addition, countries need a sustained policy to guide assessment choices, including a focus on poor and marginalized populations.

This document offers an approach to assessment that should help you review information that is already available and only collect new data that will be of practical use, depending on your capacity and the phase of the humanitarian crisis. This document is rooted in two policy documents, the IASC Reference Group s (2010) "Mental Health and Psychosocial Support in Humanitarian Emergencies: What Should Humanitarian Health Actors Know?" and the "Sphere Handbook's Standard on Mental Health" (Sphere Project, 2011). It is written primarily for public health actors. As the social determinants of mental health and psychosocial problems occur across sectors, half of the tools in the accompanying toolkit cover MHPSS assessment issues relevant to other sectors as well as the health sector.
