Book excerpt: Over three hundred buildings have been certified under the Leadership in Energy and Environmental Design (LEED) rating system for sustainable commercial buildings as of January 2006. This paper explores the modeled and actual energy performance of a sample of 21 of these buildings that certified under LEED between December 2001 and August 2005, including how extensively the design teams pursued LEED energy-efficiency credits, the modeled design and baseline energy performance, and the actual energy use during the first few years of operation. We collected utility billing data from 2003-2005 and compared the billed energy consumption with the modeled energy use. We also calculated Energy Star ratings for the buildings and compared them to peer groups where possible. The mean savings modeled for the sample was 27% compared to their modeled baseline values. For the group of 18 buildings for which we have both modeled and billed energy use, the mean value for actual consumption was 1% lower than modeled energy use, with a wide variation around the mean. The mean Energy Star score was 71 out of a total of 100 points, higher than the average score of 50 but slightly below the Energy Star award threshold of 75 points. The paper discusses the limitations inherent to this type of analysis, such as the small sample size of disparate buildings, the uncertainties in actual floor area, and the discrepancies between metered sections of the buildings. Despite these limitations, the value of the work is that it presents an early view of the actual energy performance for a set of 21 LEED-certified buildings.

(C) Leadership in Energy and Environmental Design (LEED) Silver, Gold, and Platinum certification for green buildings, as well as the LEED Volume certification. (D) Other American National Standards Institute (ANSI) accredited standards. DOD's report to the congressional defense committees must also include a copy of DOD policy prescribing a comprehensive strategy for the pursuit of design and building standards across the department that include specific energy-efficiency standards and sustainable design attributes for military construction based on the cost-benefit analysis, return on investment, and demonstrated payback required for the aforementioned building standards and green building certification systems. Book excerpt: The concept of Measurement and Verification (M & V) of a new building continues to become more important because efficient design alone is often not sufficient to deliver an efficient building. Simulation models that are calibrated to measured data can be used to evaluate the energy performance of new buildings if they are compared to energy baselines such as similar buildings, energy codes, and design standards. Unfortunately, there is a lack of detailed M & V methods and analysis methods to measure energy savings from new buildings that would have hypothetical energy baselines. Therefore, this study developed and demonstrated several new methodologies for evaluating the energy performance of new commercial buildings using a case-study building in Austin, Texas. First, three new M & V methods were developed to enhance the previous generic M & V framework for new buildings, including: 1) The development of a method to synthesize weather-normalized cooling energy use from a correlation of Motor Control Center (MCC) electricity use when chilled water use is unavailable, 2) The development of an improved method to analyze measured solar transmittance against incidence angle for sample glazing using different solar sensor types, including Eppley PSP and Li-Cor sensors, and 3) The development of an improved method to analyze chiller efficiency and operation at part-load conditions. Second, three new calibration methods were developed and analyzed, including: 1) A new percentile analysis added to the previous signature method for use with a DOE-2 calibration, 2) A new analysis to account for undocumented exhaust air in DOE-2 calibration, and 3) An analysis of the impact of synthesized direct normal solar radiation using the Erbs correlation on DOE-2 simulation. Third, an analysis of the actual energy savings compared to three different energy baselines was performed, including: 1) Energy Use Index (EUI) comparisons with sub-metered data, 2) New comparisons against Standards 90.1-1989 and 90.1-2001, and 3) A new evaluation of the performance of selected Energy Conservation Design Measures (ECDMs). Finally, potential energy savings were also simulated from selected improvements, including: minimum supply air flow, undocumented exhaust air, and daylighting.

Book excerpt: This paper examines the causal impact of LEED (Leadership in Energy & Environmental Design) certification on energy consumption among federally owned buildings that were retrofitted over the period 1990-2019. Using a difference-in-differences propensity score matching approach, the paper has two findings. First, despite energy savings being an explicit federal goal, LEED-certified retrofits of federal buildings did not have statistically significant energy savings on average. Second, LEED buildings with higher energy scores had greater energy efficiency post-certification, and the improvements were economically meaningful. The absence of energy savings on average appears to be driven by three factors—trade-offs across energy and other areas in acquiring points for certification, possible changes in energy use after the official performance period for LEED certification ended, and improvements in the energy efficiency of all federal buildings.

Abstract: In 2006, over 160 countries have ratified the Kyoto Protocol, which is an international agreement concerning the climate change. It sets binding targets for reducing greenhouse gas ("GHG") emissions (UNFCCC, 2006) and these countries were committed to do so. Reduction on GNG emission becomes a common but differentiated responsibility over these countries, including China and Hong Kong. In Hong Kong, The Government of the Hong Kong Special Administrative Region ("HKSAR") was also committed to reduce GHG emissions by implementing difference measures (EPD, 2010). In view of 60 percent of GHG emission in Hong Kong is generated by electricity generation, reduction on electricity consumption for building operations is the main means of achieving reduction on GHG emissions. Since Hong Kong had been treated as international financial centre, over 60 percent of the total electricity consumption was contributed by the commercial sector. To promote energy efficiency so as to accomplish reduction on electricity consumption, both HKSAR and other green organization, such as BEAM Society and U.S. Green Building Council, had set up numerous reference guidelines. However, these guidelines may applicable to new buildings but not in most commercial building in Hong Kong which were aged and multi-owned. In these aged and multi-owned commercial building, the concern of energy efficiency was not involved during design stage. In view of durable nature of commercial building, energy efficiency hardly be achieved unless substantial implementation of measures. However, capital cost and alteration work were needed to be considered for such implementation which causing difficulties for most of the single block building. As advised by Electrical and Mechanical Department, the Building Manager is one of the key persons in building energy efficiency and conservation as it is the one who operate all building services installation so as to suit the needs of the occupants. This dissertation is an attempt to evaluate the feasibility of implementing energy efficiency measures in these commercial buildings in Hong Kong from the management point of view.
