Book excerpt: This study determined that it is feasible to conduct nationwide experimental research into the effectiveness of the most structured form of participative management--small, specially-trained work groups formed along the lines of Japanese quality control circles. The number of 'quality circles' in U.S. industry began to increase dramatically in 1980 and continues to gain wide popularity. Identification was made of over 1500 U.S. work sites with functioning quality circles. Of these, descriptive data were obtained on 713 sites, the vast majority of which were willing to participate in an evaluation of their circles effectiveness and which were past the initial 'pilot' stage of quality circles implementation--suggested criteria for inclusion in Phase II research. (A discriminant analysis determined that the characteristics of sites that were willing to participate in Phase II research did not differ substantially from those not willing to participate.) The range of sites identified is sufficiently broad to constitute a cross-section of U.S. organizations with functioning quality circles. From this pool a Phase II sample can be drawn.

Book excerpt: This book quantifies best practices for developing innovative products cost-effectively. Analyses of dozens of studies show how managing the work of people collaborating in parallel creates products faster, cheaper, and better in any organization. Concurrent systems deploy four kinds of practice simultaneously to synergistically achieve high performance: Strategy, Process, Organization, and Tools/Technologies (SPOT).Appendices in every chapter enable stakeholders to benchmark their practices against Best-in-Class standards and identify gaps. A 'Big Bang' index prioritizes best practices for improvement. A Composite Model™ algorithm enables designers of product development systems to further boost performance capabilities by combining complementary practices additively and synergistically. Managers and stakeholders collaborate in using these unique methods to build a 'should be' vision of value development by closing gaps in their 'as is' system to achieve diverse competitive advantages.Case studies highlight how dozens of enterprises have successfully implemented SPOT practices to improve their performance. A transformation assurance process (TAP) provides tactics for champions to co-lead a five-step change journey: (1) Envisioning, (2) Diagnosing, (3) Assessing, (4) Implementing, and (5) Improving.

Available in PDF, EPUB and Kindle. Book excerpt: This report examines the practical issues that police departments face when considering the adoption, design, and implementation of "quality circle" programs, in which small groups of employees, primarily nonmanagement personnel from the same work unit, meet regularly to identify, analyze, and recommend solutions to problems confronting their work unit. This book reports on a 2-year (1983 and 1984) study of quality circles that involved a relevant literature review, a mail survey of police departments, telephone interviews with department personnel responsible for quality circles, a review of materials, and onsite field work. The study resulted in indications of the likely outcomes of police quality circles and information about specific ways to better apply quality circles and similar employee participation programs in police departments. The study concludes that the use of quality circles in police departments has the potential to achieve a number of small-scale service improvements in work units that use them. The effective use of quality circles, however, requires modest expenditures for training, overtime pay, and other activities of quality circles. There is no evidence to date that quality circles produce any major improvements in service delivery or productivity. The circles have typically focused on improving working conditions and the resolution of relatively minor, narrowly focused operating problems. Absent continuing maintenance of the circles and the identification of issues that impact employees' work, quality circles tend to deteriorate after a year or two. The long-term survival of quality circles depends on voluntary participation, a motivated facilitator who is given time to devote to the circle's operation, and explicit support and recognition from upper management. Detailed recommendations are offered for the development and maintenance of quality circles so they can fulfill their potential for improving work unit operations and employee morale. 24 notes and 101 references.

The authors examine whether the corporate governance system can be affected by organizational culture, leader culture, and the operations management system in general. In addition, they study how a specific corporate governance system can affect the organizational culture and operations management system and create a different type of leader culture. This is an in-depth study of Japanese multinational companies and a comparison of their corporate governance system at home (in Japan) and in host countries like Britain, India, and Thailand. The authors conducted a series of in-depth interviews with the senior executives of major Japanese multinational companies to construct quantitative models for Japan, Thailand and India, and to analyze the aforementioned propositions.
