The primary purpose of providing these officers graduate education is so they can fill positions in their services whose duties require the knowledge and skills gained in graduate school. Furthermore, the benefits of a graduate education extend beyond the specific assignment for which the officer was educated, applying to subsequent assignments as well, albeit less directly. However, at an estimated cost of about $245,000 per officer for a funded master's degree, the cost of this education is substantial. For fully funded education, the service must pay not only the cost of the education but also the pay and allowances associated with an officer's billet allocated for education. Additionally, an opportunity cost is incurred: While the officer is attending school, his or her services are lost to the operational billets in which he or she could be gaining experience. The question frequently arises as to whether the benefit gained from a graduate education is worth the cost. While the quantitative effects of graduate education can be estimated, evaluating the qualitative effects of a graduate education poses a number of challenges.

This can be costly, including such things as tuition, housing, and pay but also the opportunity cost of the officer not filling an operational billet. Participation in such a program incurs specific service requirements in return, but is that enough to recoup the service's investment? The U.S. Navy asked the researchers to assess the quantitative and qualitative returns on investment (ROI) for funded graduate education. The authors modeled the financial aspects for two sample communities within the Navy and discovered that ROI varies depending on how efficiently graduates are matched with billets and how often they are utilized in the related subspecialty. In some cases, it is simply not possible to recoup the costs financially because it would require extremely long service. On the other hand, soft skills and general knowledge that graduate education provides can increase productivity and improve decision quality. Such considerations might justify making graduate education competitive, with selection targeted toward those most likely to stay in the service and to advance to flag rank. In essence, the Navy would be broadly educating many to achieve future capabilities and an ROI from the few."--P. [4] of cover.

Book excerpt: This study analyzes the utilization and retention of Naval officers who have received Navy funding for their graduate education. Two databases are used to analyze utilization and retention: the 1993 officer master file and a cohort file of officers who were commissioned in 1980. The 1993 officer master file looks at utilization first by all subspecialties together, second by gender, and finally by designator. The cohort file is used to analyze both utilization and retention. The results indicate that, overall, the Navy receives a relatively good return on its investment. Specifically, the Restricted Line and Staff Corps officer communities have the best utilization rates. The study reveals that Unrestricted Line officers tend to have relatively lower utilization rates than officers in other communities. The cohort data indicate that fully-funded graduate education subspecialists generally have a higher retention rate than their counterparts without fully- funded graduate education.

Available in PDF, EPUB and Kindle. Book excerpt: This report is a critique of the report from the Center for Naval Analysis (CNA) titled A Bottom-Up Assessment of Navy Flagship Schools. This critique identifies benefits of Naval Postgraduate School (NPS) programs that were overlooked in the CNA report including availability of government housing, year-round operation, rapid refresher, ability to efficiently transition officers to fields of study different than their undergraduate major, and higher course-loads. Cost analyses incorporating these benefits indicate that NPS is highly efficient at providing graduate education to naval officers at a low cost per student. Other ancillary advantages are identified including the military relevance of course materials and laboratory facilities, the professional military environment of NPS (including the presence of officers from all services and international officers), and the production of research products that are useful to the Navy.

Book excerpt: This thesis analyzes the impact of the Navy's fully-funded graduate education program on Surface Warfare Officer performance. Three measures of officer performance are used: (1) probability of promotion to O-4; (2) percent of all LT FITREPs recommended for early promotion; and (3) the probability of receiving an early promotion recommendation on the last LT FITREP. Navy Officer Master Files (FY1981 through FY1990), created by Prof. William Bowman, USNA, are merged with NPRDC's Officer FITREP Files to statistically analyze performance differences between Surface Warfare Officers with and without fully-funded graduate education. Ordinary least squares and non-linear maximum likelihood techniques are used to estimate the three performance models. Since selection into the fully-funded program is not random, an attempt is made to model the selection process and to correct for the potential bias in the estimated coefficient of graduate education in the performance models. The findings reveal that fully-funded graduate education has a significant positive impact on the probability of promotion to O-4, but insignificant effects on receiving early promotion recommendations on LT FITREPs. Additionally, selectivity does not appear to bias estimates of fully-funded graduate education in the performance models.

Book excerpt: Company officers at the United States Naval Academy are responsible for the leadership development of midshipmen. To attract higher quality officers to serve as company officers for the Brigade of Midshipmen and to provide officers with an opportunity for an advanced degree, the Leadership Education and Development (LEAD) Program was established in 1997. This program allows Navy and Marine Corps officers to receive a Master of Science in Leadership and Human Resource Development from the Naval Postgraduate School. After the first year, the program graduates serve two years as company officers and work closely with the midshipmen of the brigade. This research uses data obtained from semi- structured interviews and self-administered questionnaires of 27 LEAD program graduates. It focuses on the perceptions of graduates concerning the perceived strengths and weaknesses of the program, and makes recommendations for change and improvement. This research adds to the body of knowledge and recommendations that exist and serves as a five-year retrospective on the perceptions of the effectiveness of the program and whether or not the program is perceived to be meeting its goals.

Book excerpt: A 1973 survey of Naval officers who possess a Navy-sponsored graduate degree was rec and administered in 1994 to determine officers' opinions on topics related to obtaining their degree and the utilization of their education. Results show that most officers desired to study at the 5-8 year point in their career, but did not always do so. Officers viewed graduate education as having a positive influence on personnel retention. Most respondents said that the main reason officers seek graduate education is to remain competitive with their contemporaries. Almost three-quarters of officers believed that getting a P-code is beneficial to an officer's career. Over 90 percent of officers who have served in P-coded billets thought that graduate education was necessary or desirable to perform their duties effectively more graduates in 1994 than twenty years earlier said that the quality of their instructors is excellent. Significantly more officers in the 1994 survey said that their family and social life changed for the better when attending graduate school than did graduates in the 1973 study. The report summarizes the responses to each question and recommends further research.

This book was released on 1996-03-01 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis examines the effect of graduate education on the career progression of Navy surface warfare officers. The probability of promotion to LCDR (O-4), CDR (O-5) and CAPT (O-6) grades as well as the probability of screening for XO and CO are used as career progression milestones. The analysis examines the effect on career outcomes of a graduate education background in general, differences in the effect of holding a Navy-funded graduate degree versus a non-funded degree, and whether the funded degree was in a technical or non-technical curricula. The thesis also investigates the effect of utilization of graduate education on career progression. Finally, the thesis examines the determinants of who decides to pursue (or is chosen to attend) a funded graduate program. The results support the conclusion that officers who select (or are selected for) the graduate education program have stronger undergraduate backgrounds and stronger job performance early in their careers. These traits raise a question of selection bias, since officers who have graduate education may have been more likely to promote even if they did not have graduate education. A test for selection bias was developed and incorporated in the career progression models. The results indicate that a fully funded graduate degree has a positive effect on the selected measures of career progression. The probability of promotion to O-6 was higher for officers who utilized their graduate degrees as an O-5 compared to those who utilized earlier in their careers. Finally, officers with non-technical graduate majors had a higher probability of promoting than those with technical majors.
