This book was released on 2011-03-31 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Employment, Skills and Enterprise Scheme covers four initiatives: (i) Skill Conditionality aimed at improving take-up of help and support for those claimants with an identified skills need that is a barrier to them gaining and keeping employment; (ii) Service Academies will give pre-employment training and work experience leading to a guaranteed interview; (iii) the New Enterprise Allowance will promote self-employment under the guidance of a business mentor; (iv) the Work Programme will provide back to work support for a wide range of claimants. The Social Security Advisory Committee broadly welcomes the schemes, but believes they would be attractive to claimants without the sanctions-based conditionality attached to them. The Government does not agree with that key recommendation. Overall, the Government accepts or partially accepts ten, and rejects five, of the Committee's recommendations.

This book was released on 2011-03-14 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: The large majority of those claiming Jobseeker's Allowance make every effort to find work. But some customers do just enough to meet the conditions of their claim while at the same time continually failing to demonstrate the focus and discipline that is a key requirement of finding, securing and retaining employment. Mandatory Work Activity is being introduced to enable advisers to address this problem, supporting this particular group of customers at the earliest possible stage. But the Committee finds that published evidence is at best ambivalent about the chances of such 'workfare' type activity improving outcomes for people who are out of work. It is worried about the precedent set by appearing to punish claimants who are satisfying the conditionality rules (otherwise they would be subject to a sanction) but who, in the view of a Personal Adviser appear to display what is deemed to be the 'wrong attitude'. The Committee's key recommendation is that the introduction of this scheme should not continue. Its concerns cover the general principles of the proposals; the way participants will be selected; how placements will be structured and monitored; and the sanction regime attached. The Government, however, does not accept the Committee's recommendations or suggestion that the scheme is a punishment, and sets out its reasons for its position. The proposals are to go ahead.

Book excerpt: This report analyses the sequence of labour market support that individuals receive and evaluates two large public works programmes. It uses rich administrative data and finds positive labour market impacts of the Community Employment and Tús employment programmes. Building on the results of the analyses, the report makes recommendations on how Ireland can further adapt its active labour market policies (ALMPs) to better support its current and future jobseekers. This report on Ireland is the thirteenth country study published in a series of reports on policies to connect people with jobs, and is part of a joint project with the European Commission to strengthen countries’ capacity to evaluate ALMPs. The report is written jointly by the OECD, the Department of Social Protection of Ireland and the Joint Research Centre of the European Commission.

This book was released on 2006-03-18 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the past two years Jobcentre Plus has faced considerable upheaval in trying to accommodate both organisational change and meet the DWP target for efficiency savings (which requires the loss of 15,000 staff by March 20008). This report looks at how these changes have affected the ability of the Agency to meet its objectives in relation to: employment and training programmes; the capacity and role of Personal Advisors; the performance of the Customer Management System; the principles behind and the performance of Contact Centres. It concludes that too much was attempted too quickly, the planning and IT processes were not up to the job and service levels suffered. As a result Jobcentre Plus failed one of the tests of the Gershon programme that service quality should not deteriorate as a result of the efficiency process.

This book was released on 2008-02-21 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Home Office has been effective at raising the profile of domestic violence and alcohol related crime and encouraging local action to address these issues. Such action is likely to have made some contribution to the overall fall in levels of violent crime. It has not yet managed to address successfully barriers which are reducing the effectiveness of crime prevention activities at a local level and which have been raised in previous reports by the National Audit Office and the Committee of Public Accounts. However, the Home Office has made some progress in addressing these barriers. The persistence of these barriers means that good practice has not been extended from small initiatives, and Crime and Disorder Reduction Partnerships have not been able to take a long-term, strategic approach to tackling violent crime. There are a number of NAO recommendations.

Book excerpt: We have long recognized that poverty carries a tremendous feeling of shame. However, few have let this overwhelming fact actually influence the making and implementation of anti-poverty policies. The Shame of It demonstrates that in order for anti-poverty policies to be truly effective, they must take into account the psychological trauma that poverty creates. Drawing on pioneering empirical research from a diverse group of countries, including the United Kingdom, Uganda, Norway, Pakistan, India, South Korea, and China, the contributors outline core principles that can bring policy makers greater sensitivity to the power of shame and, thus, the foundations for more effective ways of combating poverty.
