Book excerpt: First published in Chile in 1969 as Interpretación del desarrollo social centroamericano, this classic is now available in English. The first attempt at an integrated analysis of modern Central America's socioeconomic structure, Torres Rivas's work traces the social development of Central America from independence (1871) up to the 1960s. Using a dependency framework, but not limited by it, Torres Rivas describes the various divisions of Central American society and their evolution within the liberal development model that has been so much a part of the past century of Central American economic history. The book is compelling in its explanation of the relationship between foreign and native elements in the social development of the region. Torres Rivas describes and analyzes the resulting long-term problems this development has posed for Central America. With a new chapter added for the English edition, History and Society in Central America remains vital for readers interested in the region.

Available in PDF, EPUB and Kindle. Book excerpt: Revolutions have often occurred in poor countries. Although triumphant revolutionaries may lack the resources to assume complete responsibility for their country’s economy, they do tend to nationalize what Lenin called the “commanding heights”—those enterprises that meet the strategic needs of the polity. How these enterprises are administered is consequential, and at times decisive, for the course of revolutionary change. In Managing the Commanding Heights, Forrest D. Colburn explores the Sandinistas’ management of Nicaragua’s state enterprises, with an emphasis on the critical agrarian sector. Central to the book are three lively and instructive case studies that provide a penetrating glimpse into life in post-revolutionary Nicaragua. In analyzing these cases, Colburn explains the intentions of the Sandinista elite and links them with choices made at individual enterprises. Colburn argues that state enterprises have been politically useful but economically unsuccessful. Even with the unseen political advantages of state enterprises, the pronounced financial losses of nationalized farms and factories exacerbate the economic—and ultimately political—vulnerability of a regime already weakened by counterrevolution. The evidence demonstrates trenchant limitations to a revolutionary state’s capacity to improve popular welfare. State capacity is undermined by multiple factors: international constraints on the autonomy of post-revolutionary regimes, sheer poverty, the unintended but inevitable political manipulation of the economy, the lack of managerial ability among even well-intentioned elites, and a revolutionary mentalité that erodes rationality. These same difficulties have bedeviled other post-revolutionary regimes, notably those in Africa. Managing the Commanding Heights is essential reading for anyone interested in the dynamics of revolutionary regimes and the possibilities for radical change in poor countries. However, a banking crisis erupted in January 1996, driven by a combination of ineffective bank supervision, poor bank practices, and deep-rooted sectoral imbalances. With financial support from the World Bank, Lithuanian authorities embarked on a broad economic reform program with two immediate objectives: the resolution of the banking system's operational and undercapitalization problems, and a reduction in the most severe imbalances in the economy. Volume I (see ordering information below) distills findings and conclusions and builds a policy action plan for fast stable growth. Volume II contains a collection of twelve policy notes that provide the technical analysis behind that plan. Also available: Volume II/Analytical Backgroung(ISBN 0-8213-4327-0) Stock no. 14327.

Provides separate estimates of the influence of borrowing by both men and women, through three credit programs, on a variety of household and individual outcomes, including school enrollment, labor supply, the asset holdings of women, recent fertility and use of contraceptives, consumption, and the anthropometric status of children. The findings show that credit provided to women is more likely to influence these behaviors than credit provided to men and has a significant effect on the well-being of poor households in Bangladesh.

Book excerpt: This book is the first comprehensive and systematic English-language treatment of Mexico's economic history to appear in nearly forty years. Drawing on several years of in-depth research, Juan Carlos Moreno-Brid and Jaime Ros, two of the foremost experts on the Mexican economy, examine Mexico's current development policies and problems from a historical perspective. They review long-term trends in the Mexican economy and analyze past episodes of radical shifts in development strategy and in the role of markets and the state. This book provides an overview of Mexico's economic development since Independence that compares the successive periods of stagnation and growth that alternately have characterized Mexico's economic history. It gives special attention to developments since 1940, and it presents a re-evaluation of Mexico's development policies during the State-led industrialization period from 1940 to 1982 as well as during the more recent market reform process. This reevaluation is critical of the dominant trend in economic literature and is revisionist in arguing that, in particular, the market reforms undertaken by successive Mexican governments since 1983 have not addressed the fundamental obstacles to economic growth. Development and Growth in the Mexican Economy also details the country's pioneering role in launching NAFTA, its membership in the OECD, and its radical macroeconomic reforms. Carefully argued and meticulously researched, the book presents a wide-ranging, authoritative study that not only pinpoints problems, but also suggests solutions for removing obstacles to economic stability and pointing the Mexican economy toward the road to recovery.
