He argues that European integration has largely failed in bringing about anything but an ever-closer integration of the technical, political and financial elites of Europe - at the expense of its ordinary citizens. Book excerpt: The European Union means many different things to its many peoples. In Germany, for example, the European project was conceived mainly as post-national, or even post-sovereign. In France, by contrast, President Emmanuel Macron has pursued the vision of a sovereign Europe; that is, an EU that would become a formidable geopolitical actor. Yet, instead, Europe has struggled to ascertain its values abroad and even domestically, facing a sovereignist rebellion from its newer member states, such as Hungary and Poland, and the departure of Britain. The eurozone crisis has undermined the EU’s economic credentials, the refugee crisis its societal cohesion, the failure to stand up to Russia its sense of purpose, and the Covid-19 pandemic its credibility as a protector of European citizens. The key argument of this book is that the multiple crises of the European project are caused by one underlying factor: its bold attempt to overcome the age of nation-states. Left unchecked, supranational institutions tend to become ever more bureaucratic, eluding control of the people they are meant to serve. The logic of technocracy is thus pitted against the democratic impulse, which the European Union is supposed to embody. Democracy in Europe has suffered as a result.

They tend to think of themselves as Europeans. Older, poorer, less educated, and blue-collar citizens have benefited less. They view the EU as intrusive on national sovereignty, or they fear its pro-business orientation will overwhelm the national welfare states. They have maintained national identities. There is a third group of mainly-middle class citizens who see the EU in mostly positive terms and sometimes-but not always-think of themselves as Europeans. It is this swing group that is most critical for the future of the European project. If they favor more European cooperation, politicians will oblige. But, if they prefer that policies remain wedded to the nation, European cooperation will stall.

Watts looks at the ways that the 'paratext'--the covers, illustrations, promotional summaries, epigraphs, dedications, and prefaces or forewords that enclose the text--mediates creative works by writers from sub-Saharan Africa, the Maghreb, the Caribbean, and Southeast Asia whose place in the French literary institution was and remains a source of conflict. In order to be acceptable for French bookstore shelves, the novels, essays, and collections of poetry created in colonial territories were deemed to need explanation and sponsorship by an authority in the field. Watts finds the French mission civilisatrice, or 'civilizing mission, ' manifest in prefaces, introductions, and dedications inserted in the books that appeared in the metropole during the height of French imperialism. In the postcolonial era, book packaging reveals a struggle to reverse the power dynamic: Francophone writers introduced each others' texts, yet books still appeared with covers promoting stereotypical images of the Francophone world. This fascinating journey through a particular cultural history of the book is a unique take on the quest for a literary identity. Watts concludes his study by looking at English mediations of Francophone works, with a chapter on reading and teaching Francophone literature in translation.

Book excerpt: One thing above all separated the radical students who demonstrated on the streets of West Berlin and Frankfurt in 1968 from their counterparts in Berkeley or New York. In the US, the baby boomers grew up in the shadow of what Tom Brokaw called the greatest generation. In its place, Germany had the so-called Auschwitz generation. What became known in Germany as the '68 generation' or just the Achtundsechziger had grown up knowing that their mothers and fathers were directly or indirectly responsible for Nazism and in particular for the Holocaust. Germany's 1968 generation did not merely dream of a better world as some of their contemporaries in other countries did; they felt compelled to act to save Germany from itself. It was an all-or-nothing choice: Utopia or Auschwitz. Kundnani shows that the struggle of Germany's '68 generation also had a darker side. Although the 'Achtundsechziger' imagined their struggle against capitalism in West Germany as 'resistance' against Nazism, they also had a tendency to see Auschwitz everywhere and, by using images and metaphors connected with Nazism to describe events in other parts of the world, they relativized Nazism and in particular the Holocaust. Even more disturbingly, despite the anti-fascist rhetoric of the 'Achtundsechziger', there were also anti-Semitic and nationalist currents in the West German New Left that grew out of the student movement. "Utopia or Auschwitz" traces the political journey of Germany's post-war generation and examines the influence that its ambivalent attitude to the Nazi past had on the foreign policy of the 'red-green' government between 1998 and 2005, which included several former members of the student movement like Joschka Fischer. The red-green government's schizophrenic foreign policy, manifested its response to the crises in Kosovo, Afghanistan and Iraq, reflected the 1968 generation's ambivalent attitude to the Nazi past.

This has led to a widespread view that populism as such is inconsistent with constitutionalism. This book proposes that some forms of populism are inconsistent with constitutionalism, while others aren't. Context and detail matter. Power to the People offers a thin definition of constitutionalism that people from the progressive left to the conservative right should be able to agree on even if they would supplement the thin definition within other more partisan ideas. This is followed by a similarly basic definition of populism. Comparing the two, this book argues that one facet of populism -its suspicion of institutions that are strongly entrenched against change by political majorities-is sometimes inconsistent with constitutionalism's thinly understood definition. The book provides a series of case studies, some organized by nation, others by topic, to identify, more precisely, when and how populist programs are inconsistent with constitutionalism-and, importantly, when and how they are not. Concluding with a discussion of the possibilities for a deeper, populist democracy, the book examines recent challenges to the idea that democracy is a good form of government by exploring possibilities for new, albeit revisable, institutions that can determine and implement a majority's views without always threatening constitutionalism.
