For the first time in history, a substantial group of European countries-eleven of the fifteen members of the European Union including three members of the G-7-have voluntarily agreed to replace their national currencies with a single currency. The euro area has already become established as the second largest currency area in the world and will therefore become a major player in the international monetary system. The creation of the euro poses a number of interesting questions. Will the euro be a strong or a weak currency? Will the euro challenge the leading position hitherto held by the United States dollar and would sharing of the burdens and advantages of reserve currency status improve or worsen the stability of the international monetary system? How will the euro affect US relations with Europe? Does the formation of the euro intensify European integration in other fields? Is a bi-polar international monetary system viable? These and other issues motivated the Luxembourg Institute for European and International Studies and the Pierre Werner Foundation to organize an international conference in Luxembourg on December 3-4, 1998, on the eve of the birth of the euro. At the outset we were aware that the issue of the euro went far beyond pure economics. Money, after all, is too important a subject to be left to economists.

It presents the main findings of the continued monitoring and analysis conducted by the ECB and the Eurosystem as regards the development, determinants and implications of the use of the euro by non-euro area residents. This review finds that in 2012 the euro area sovereign debt crisis continued to weigh on the international use of the euro, which declined moderately in some market segments. The persistent fragmentation of the euro area financial system is one of the main underlying causes of these developments, as it affects the depth and liquidity of euro area capital markets. Several policy measures taken at both the European and the national level started to reduce the degree of financial fragmentation in the latter part of 2012. Some survey indicators signal a tentative turnaround as regards the international role of the euro in market segments that had previously witnessed some decline. This review also examines in greater depth issues that have a bearing on the euro's international role and the global currency order, including prospects for non-traditional reserve currencies and a multi-polar international monetary system. This analysis is presented in the form of three special features. The international role of the euro is primarily determined by market forces, and the Eurosystem neither hinders nor promotes the international use of the euro. Book excerpt: The US dollar has held the unrivalled position of the world's dominant currency since the Second World War. Although the euro has established itself as the second most important currency in the international monetary system, it lags way behind the USD, and does not reflect the dominant position of the EU in global markets. Although the role of the renminbi is even less developed, China is working hard to change that. A possible game-changer, which could lead to more currency diversification, is the rapid development of private and public digital currencies. On this, China is in the vanguard. Why is the euro not more widely used? The main reason is that the economic and monetary union remains incomplete. The unfinished banking union, patchy progress towards a capital markets union and the absence of a central fiscal capacity all make it difficult for the euro to challenge the USD. Other factors include the limited supply of high-quality euro-denominated assets, and the fragmentation of the EU and euro area's voice in international financial institutions. In recent years EU leaders have on several occasions called for a strengthening of the international role of the euro. It has also been pushed by the Commission and supported by the ECB. But the overall objective has remained rather general, with little consideration of why (economic and/or political reasons?) and even less to the how (what policy implications might this entail?).

This period was characterised by the outbreak of the coronavirus (COVID-19) pandemic, a contraction in global economic activity unprecedented in living memory and exceptional global policy support. On balance, however, these developments did not result in a significant change in the international role of the euro. In particular, the euro’s share in outstanding international loans, in the stock of international debt securities and as an invoicing currency for extra-euro area imports of goods remained broadly stable. The share of the euro in global foreign exchange reserves declined, as did the share of the euro in foreign currency-denominated debt issuance and in outstanding international deposits. The euro remained a key currency in international green bond markets, a small but rapidly growing segment of international debt security markets. The international role of the euro is primarily supported by a deeper and more complete Economic and Monetary Union, including advancing the capital markets union, in the context of the pursuit of sound economic policies in the euro area. The Eurosystem supports these policies and emphasises the need for further efforts to complete Economic and Monetary Union. The relative resilience of the international role of the euro despite the pandemic shock stands in contrast to the significant decline observed in the wake of the euro area sovereign debt crisis. To some extent, this development may reflect the effectiveness of the unprecedented policy support measures and coordinated approach that have prevailed in the euro area during the COVID-19 crisis. At the same time, the fact that the global appeal of the euro remains broadly stable at a low level suggests that only further resolute policy measures and reform efforts would enable the euro to realise its global potential. The ECB will continue to monitor developments and publish information on the international role of the euro on a regular basis.
