Book excerpt: Colombia’s long path towards peace was heavily marked by the signing of a peace agreement in 2016 that was supposed to officially put an end to the longest-running conflict in modern Latin America. Nevertheless, even after more than four years since that historic milestone, violence continues to plague the country, endangering the transition towards a real transformation. Although the conflict’s origin is complex and multicausal, some of its root causes, such as socioeconomic inequality, limited political participation and the State’s absence in several regions, remain unsettled. Colombia faces a still tremendous challenge: the implementation of the peace accords – which independently of their actual fulfillment – rely on a broad reconciliation and consensus-seeking process. The European Trust Fund for Colombia (EUTF for Colombia) – established in December 2016 – embodies the EU’s aim to contribute to sustainable development in the long run. This premise builds the essence of the EU Development Policy. The following thesis attempts to examine the EU peacebuilding strategy in Colombia in the aftermath of the conflict. The main question guiding the research is: To what extent has the EUTF for Colombia contributed to the building of a just and sustainable peace in the country during the post-conflict era?

Book excerpt: By shedding light on EULEX - the EU mission to Kosovo – this open access book investigates the EU’s peacebuilding activities in that country, in the light of the normative power theory in the post-conflict setting and peacebuilding theory. Ten years after the massive engagement of the EU in the country torn by war, the authors critically assess the effects of the EU projecting its normative power – the enforcement of its standards, ‘good’ or ‘bad’ – through the EULEX mission, taking into consideration also the local aspects, so far neglected in this field of research. Inspecting thoroughly the EULEX activities in the police, customs and judiciary sector, the authors reveal that the mission can contribute to a positive change, but only in those cases which do not request a heavy political involvement and broad leverage by other international players (for example in improving standards of work in police and customs). When it comes to the most serious cases of organized crime, corruption and war crimes, EULEX, however, has not been able to address them effectively due to several internal mission’s deficiencies and external factors; the perceived ineffectiveness of EULEX among the local population led to the lowering of trust not only in this CSDP mission, but also in the EU in general. This open access book offers a comprehensive assessment of the EULEX mission, based on two Horizon2020 research projects: IECEU - Improving the Effectiveness of Capabilities in EU Conflict Prevention, and KOSNORTH – The European Union and its Normative Power in a Post-conflict Society: A Case Study of Northern Kosovo (Marie Sklodowska-Curie Individual Fellowship). The EU and its member states, in particular, have repeatedly run up against their limits in the civil wars in Afghanistan, the Congo, Libya, Syria, the Sahel region and Yemen. However, the EU – if not the entire international community – have learned one lesson from their faltering peacebuilding efforts: If they are to have any chance of making a meaningful and lasting difference, they must develop and use comprehensive strategies that combine and coordinate the various tools available to diplomacy, development cooperation and security. The 29 reports presented in this book – one for each EU member state as well as one on the EU as a whole – examine how steep the learning curve has been and, accordingly, how successful these bodies have been at forming new linkages among the various actors involved in external crisis and conflict management as well as within and between their institutions and organisations. While the EU clearly still has a long way to go before it can live up to its rhetoric and become a distinct and effective actor on the foreign policy stage, small and incremental steps in reorganising institutional practise may help in narrowing the gap between words and deeds. This volume provides examples of how the EU and its member states have found new organisational structures and procedures – specifically at the headquarters level – to better organise the necessary combination and coordination of the many tools available for crisis and conflict management. In this work we need to engage with local civil society as well as representatives of media and local business communities. The link between peace, security and development has been widely recognised by the international community, and as a response, the United Nations Peacebuilding Commission (PBC) was created in 2005. The European Union is committed to actively supporting the work of the Peacebuilding Commission on the basis of its experience, resources and worldwide operability. During the first five years the PBC has brought together all key players on the ground to enable a comprehensive approach to peacebuilding in selected post-c- flict states. In 2010 the progress of the PBC so far will be examined in order to take on board lessons learned for the next steps, ensuring that it can discharge its m- date more effectively and better deliver real progress on the ground. 2010 is also the year for the Review Summit of the UN Millennium Development Goals (MDG) aiming at eradicating poverty. The link between countries affected by fragility and conflict and those lagging most behind in attaining the MDGs indicates clearly the need for stronger ties between security and development efforts.
