Available in PDF, EPUB and Kindle. Book excerpt: Written in late 2004, Ratzinger raises serious questions about the issues facing Europe amidst the new European Union and forming of a European Constitution. Some of the main issues he raises include: How did Europe originate and what are its boundaries? Who has the right to call himself European and be admitted into the new Eurpoe? What about the spiritual roots of Europe and the moral foundation she is founded on? Ratzinger sees the lack of focus on these fundamental questions in the forming of a new Europe as a very serious dilemma for the furture of Europe, and the world.

The human and economic costs of higher temperature and more frequent and extreme natural disasters—already substantial in Europe—are expected to increase further unless suitable adaptation strategies are implemented. This paper shows that while Europe's overall vulnerability to climate risks is lower than other regions’, the countries in Central and Eastern Europe face greater human and economic costs from climate disasters compared to their advanced European peers, which are likely to further increase in the future. We use an ensemble of climate models to project future climates for each country in Europe, and identify the country whose present climate best approximates this projection. We rely on this information on countries’ representative future exposure to climate risks to calibrate country-level macro analyses of natural disasters, and how investment in adaptative infrastructure can help mitigate these shocks. We find that adaptation infrastructure can significantly reduce output losses from natural disasters, mitigate medium-term economic scarring, and support sustainable long-term growth. However, we show that effective implementation of adaption strategies in EMEs/LICs is likely to be constrained by limited domestic financial resources, weaker institutional quality, and may create policy trade-offs, if not accompanied by external support.

Book excerpt: One of the main features of the world economy since the late nineteenth century has been the growing dominance of the American economy in both quantitative and qualitative terms. Aspects of this development - e.g. rationalization or the world-wide diffusion of Coca-Cola - have been researched, but largely in isolation. Americanization of the European Economy provides a comprehensive yet compact survey of the growth of American economic influence in Europe since the 1880s. Three distinct but cumulative waves of Americanization are identified. Americanization was (and still is) a complex process of technological, political, and cultural transfer, and this overview explains why and how the USA and the American model of industrial capitalism came to be accepted as the dominant paradigm of political economy in today's Europe. Americanization of the European Economy summarizes the ongoing discussion by business historians, sociologists, and political scientists and makes it accessible to all types of readers who are interested in political and economic development.

Book excerpt: In 2007, the Congress of Local and Regional Authorities of the Council of Europe, the representative and the voice of local and regional authorities throughout the continent, celebrated the fiftieth anniversary of its creation. Originally conceived to make the voice of local authorities count in the incipient European unification, with the passing years it was able to transcend this strict role in order to help to reshape the continent in its own way, particularly by promoting regional policies. This study follows the growth of the Congress and presents the many initiatives it has taken to help the towns and regions of Europe to develop harmoniously, whether at the political, economic, social, cultural, or environmental level. It has been behind numerous European conventions, today recognised all over the continent, and tirelessly contributes to the consolidation of local and regional democracy in Europe. Besides its work, it is the podium and the meeting place for all European local and regional elected representatives, giving it specificity and a wealth unique among the European institutions. While retracing the path travelled over the past fifty years, this study highlights the importance of the towns and regions for tomorrow's Europe and presents the major challenges facing them for the future, together with the solutions that will enable them to meet those challenges.

Book excerpt: This volume assesses the evolution of Spain's external relations during the 1990s, within and beyond Europe, and assesses the principal challenges facing the country at the beginning of the twenty-first century. The coincidence of several crucial global and European developments has had a profound effect on Spain. Adjustment of the economy and changes in foreign policy perspectives have become unavoidable. In turn, Spain, as an increasingly self-confident member of the EU, has itself become a significant actor in European-level developments. Spain's relationship with Europe and the wider world is increasingly balanced between new constraints and new opportunities for international influence.
