Surprisingly, good transport cost estimates at a detailed spatial level for the EU are not readily available. In this paper we address this issue by estimating a novel dataset of road freight transport costs for goods for the EU regions at the NUTS 2 level. In the spirit of the generalized transport cost (GTC) concept, we calculate the composite cost related to distance and time for the optimal route of a representative truck. We consider routes between large random samples of centroids drawn from a 1kmx1km population density grid. These transport costs are averaged to obtain an origin-destination cost matrix (in euros) at the region-pair level. The sampling approach also allows calculating the average transport cost within the regions. We separately report the corresponding iceberg transport costs for each pair of European regions, since this is the form of input required by many economic models. We also consider the effect of changes in the components of the GTC in order to evaluate transport policies. We set up a transport policy tool to assess the impact of road-transport infrastructure investment in a region by considering upgrading roads to highways. We apply this tool to study transport infrastructure investment through the European Cohesion Policy program 2014-2020.

Available in PDF, EPUB and Kindle. Book excerpt: Many transport economists have for some time proposed marginal social cost as the principle on which prices in the transport sector should be based and, in recent years, their prescription has come to be taken more and more seriously by policy-makers. However, in order to properly test the possible implications of implementing pricing based on marginal social cost and, ultimately, to introduce such a system, it is necessary to actually measure the marginal social costs concerned, and how they vary according to mode, time and context. This book reviews the transport pricing policy debate and reports on the significant advances made in measuring the marginal social costs of transport, particularly through UNITE and other European research projects. We look in turn at infrastructure, operating costs, user costs (both of congestion and of charges in frequency of scheduled transport services) accidents and environmental costs, and how these estimates have been used to examine the impact of marginal cost pricing in transport. We finish by examining how the results of case studies might be generalised to obtain estimates of marginal social costs for all circumstances and, finally, presenting our conclusions.

Available in PDF, EPUB and Kindle. Book excerpt: Public institutions, companies and governments in the EU and around the world are increasingly engaging in sustainable public procurement – a broad concept that must consider the three pillars of economic equality, social welfare and public health and environmental responsibility when designing public tenders and finalizing government contracts. This book contributes to the development of life-cycle criteria tools and methodologies for public procurement in the EU. It collects both sector-crossing contributions analysing the most relevant theoretical and legal aspects, including both EU law and contract theory, and sector-specific contributions relating to some of the most important sustainable goods and services markets. The book starts with a chapter that discusses the different approaches to including sustainability considerations in buying decisions by both private and public purchasers, and then goes on to examine the EU law on LCC and how it is implemented in different Member States. These chapters address the challenges in balancing economic and sustainability objectives under EU internal market law. One chapter develops the analysis with specific reference to public-private partnership. Another chapter elaborates how multi-stakeholders’ cooperation is necessary to develop LCC, based on a case study of a lighting services procurement. Three sector-specific studies relating to social housing, textile and clothing and IT close the book. With contributors from a range of backgrounds including law, business, management, engineering and policy development, this interdisciplinary book provides the first comprehensive study on LCC within the framework of EU public procurement law.

Book excerpt: This updated Handbook on external costs of transport has been developed in the study 'Sustainable Transport Infrastructure Charging and Internalisation of Transport Externalities' commissioned by the European Commission DG MOVE, by a consortium led by CE Delft. The objective of this study is to assess the extent to which the 'user pays' and the 'polluter pays' principles are implemented in EU Member States and in other developed countries. This will allow DG MOVE to take stock of the progress of Member States towards the goal of full internalisation of external (and infrastructure) costs of transport and to identify options for further internalisation. The full list of deliverables of this study are: -- Handbook on external costs - version 2019 (current report). - This report provides an overview of the methodologies and input values that can be used to provide state-of-the-art estimates for all main external costs of transport. Furthermore, the report and corresponding excel file present the total, average and marginal external costs for all relevant countries. -- Overview of transport infrastructure expenditures and costs. - This report provides an overview of the infrastructure costs of all transport modes in all relevant countries. -- Transport taxes and charges in Europe - An overview study of economic internalisation measures applied in Europe. - This study provides an overview of the structure and level of transport taxes and charges applied for the various transport modes in the EU28 Member States (and the other relevant countries). Furthermore, this study presents the total revenues from transport taxes and charges for the various transport modes and countries. -- The state of play of internalisation in the European transport sector. - This report shows the extent to which external and infrastructure costs are internalised by current taxes and charges for all countries and transport modes. It also investigates recommended options for further internalisation. -- Summary report. - Providing an overview of the main findings of the other four deliverables.

Book excerpt: This book presents the results of the study "Infrastructure Capital, Maintenance and Road Damage Costs for Different Heavy Goods Vehicles in the EU" which was commissioned by the European Commission, DG VII. This study supported the preparation of the white book on transport infrastructure charging. The study an European consortium consisting of DIW (German has been conducted by Institute for Economic Research, project leader and responsible for the country reports for Germany, Belgium, the Netherlands, Luxembourg and Sweden), INFRAS (responsible for the country reports for Switzerland, Denmark, Portugal and Greece), Consultancy Dr. Herry (responsible for the country reports for Austria, Finland, France and Italy) and NERA (National Economic Research Associates, responsible for the country reports for the UK, Ireland and Spain). The project ran from November 1997 to March 1998 and was monitored by a steering committee with representatives of the EU-member states. This book is dealing with the calculation of costs for road infrastructure and congestion and the allocation of these costs to vehicle types. It focuses on heavy goods vehicles. This is a topic of high relevance for transport policy both on the national and the EU-Ievel with a long tradition of political and scientific debate. The study contains a comprehensive methodological comparison of existing models for calculating road capital values and capital costs and for allocating infrastructure costs to vehicle types.

Book excerpt: Exploring the need for a sustainable transport paradigm, which has been sought after by local and national authorities internationally over the last 30 years, this illuminating and timely Handbook offers insights into how this can be secured more broadly and what it may involve, as well as the challenges that the sustainable transport approach faces. The Handbook offers readers a holistic understanding of the paradigm by drawing on a wide range of research and relevant case studies that showcase where the principles of sustainable transport have been implemented.
