Available in PDF, EPUB and Kindle. Book excerpt: Starting from the observation that the European Union now possesses many of the attributes of modern political systems, Hix and Høyland take an innovative approach to analysing, researching and teaching the EU. Using the general theories of political science to understand how the EU works, this text covers each of the main processes in the EU political system - executive, legislative and judicial politics, public opinion, interest groups and democracy, and regulatory, monetary and foreign policies - introducing the key political science tools, reviewing the relevant theories, and applying the knowledge in detailed descriptive analysis. As well as incorporating new data and the latest research, this new edition examines the consequences of the dramatic political and policy developments in the EU over the past decade. The methodology used in the text makes the political system of the EU accessible to political science students as a whole, as well as those specifically studying and researching the EU.

Book excerpt: The discipline of public administration and public policy shows a renaissance of research in which explicit attention is paid to political institutions. This book offers both a theoretical overview and a set of applications using this new approach. The theoretical overview brings together insights from economics, political science, sociology and the study of law to provide a framework to better understand political institutions and the ways in which institutions can be analyzed. In addition, this volume presents various applications of this new perspective in the context of Western European politics and the making of public policy. The book should be of major interest to students of public administrations and public policy, and related fields. It is also of relevance to those who have an interest in political decision making in Europe.

Available in PDF, EPUB and Kindle. Book excerpt: This book was first published in 2004. Under what conditions, in what ways, and with what effects do actors engage in politics with respect to, rather than merely within, political institutions? Using multiple methods and original data, Procedural Politics develops a theory of everyday politics with respect to rules - procedural politics - and applies it to European Union integration and politics. Assuming that actors influence maximizers, it argues and demonstrates that the jurisdiction ambiguity of issues provides opportunities for procedural politics and that influence-differences among institutional alternatives provide the incentives. It also argues and demonstrates that procedural politics occurs by predictable means (most notably, involving procedural coalition formation and strategic issue-definition) and exerts predictable effects on policymaking efficiency and outcomes and long-run institutional change. Beyond illuminating previously under-appreciated aspects of EU rule governance, these findings generalize to all rule-governed political systems and form the basis of fuller accounts of the role of institutions in political life.

Book excerpt: European legislation affects countless aspects of daily life in modern Europe but just how does the European Union make such significant legislative decisions? How important are the formal decision-making procedures in defining decision outcomes and how important is the bargaining that takes place among the actors involved? Using a combination of detailed evidence and theoretical rigour, this volume addresses these questions and others that are central to understanding how the EU works in practice. It focuses on the practice of day-to-day decision-making in Brussels and the interactions that take place among the Member States in the Council and among the Commission, the Council and the European Parliament. A unique data set of actual Commission proposals are examined against which the authors develop, apply and test a range of explanatory models of decision-making, exemplifying how to study decision-making in other political systems using advanced theoretical tools and appropriate research design.
