Training of justice professionals on EU law is essential to ensure the correct and coherent application of EU law across the EU, to improve mutual trust and to foster a common judicial European culture, including on the rule of law. This report measures the participation of legal practitioners in judicial training on EU law in the EU. At the same time, it supports the overall strategy on European judicial training by keeping the topic high on the political agenda. The report complements the Evaluation of the European judicial training strategy published in October 2019 and shows excellent results in terms of participation. In 2018, more than 190 000 legal practitioners took part in training on EU law or the law of another Member State. The yearly number of participants increased by 148 % between 2011 and 2018. In total, more than 1 million legal practitioners attended training on EU law since 2011. There has been an ever-increasing growth in the number of participants and training activities since 2011. The strategy led to an almost doubling of EU funds available for training legal practitioners and significant improvements in the capacity of networks and training providers such as the European Judicial Training Network (EJTN). The strategy's lasting effects are visible in improved knowledge of EU law, strengthened mutual trust and an increased level of cooperation among justice professionals in the EU Member States. Training providers and networks also consolidated their capacity for delivering training on EU law. In 2018, judicial training continued to respond to new training needs in particular by addressing rule of law challenges. A landmark-training programme for justice professionals on key issues of fundamental rights and rule of law was implemented starting from 2018, as part of the European Commission's strategy for the effective implementation of the EU Charter of Fundamental Rights. The aim was the strengthening a rule of law culture, by increasing the knowledge of the rule of law standards. The positive results achieved so far are an encouragement for going further and taking up new challenges. Both the evaluation and the current report confirm the need to reach better some categories of justice professionals, notably lawyers, court staff, and to further focus training on topics such as the rule of law and fundamental rights.

For the last time, this report charts the progress towards the target set by the Commission (in its 2011 Communication 'Building trust in EU-wide justice - a new dimension to judicial training') of ensuring that half (around 800 000) of all justice professionals in the EU are trained on EU law or the law of another Member State by 2020. On 2 December 2020, together with this report, the Commission adopted a new Communication 'Ensuring justice in the EU - a European judicial training strategy for 2021-2024' with new qualitative and quantitative objectives. This report includes for the last time the graph on European judicial training's progression for the EU28. All other data and graphs relate to the EU27 as no UK stakeholder provided data for 2019.

It charts progress towards the target set by the Commission (in its 2011 Communication Building trust in EU-wide justice: a new dimension to European judicial training2) of ensuring that half (around 800 000) of all legal practitioners in the EU are trained on EU law or the law of another Member State by 2020; this is equivalent to an average of 5 % (80 000) of all practitioners per year. The objective was backed by the Justice and Home Affairs Council in 2011 and again in 2014, when the Member States underlined the importance of training for legal practitioners. The European Parliament has also been a constant supporter of European judicial training, as expressed in its 14 March 2012 resolution on judicial training.

The current Final Report describes the findings of the project, on the basis of the analysis of statistical data received as well as the input from the representatives of the training providers regarding training needs and ideas for future cooperation between training providers. Factsheets describing the various court staff categories have been established. A list of training providers and of participants in the project's meetings is a starting point for future involvement of court staff training providers at European level. Recommendations for actions at regional, national or European level to improve training of court staff in EU law as well as cooperation between national training providers stem from input from questionnaires as well as discussions in meetings and workshops.

Book excerpt: Judicial training is vital for the development of a common judicial culture in the EU and for guaranteeing the homogeneous implementation of EC/EU law. The principle of mutual recognition existing in judicial cooperation since the Tampere Programme - and confirmed in the Hague Programme and the future Lisbon Treaty - entails a thorough knowledge of the various EC and EU instruments. Community financial programmes exist today to facilitate Member States' and other actors' training costs. The actors in the field of judicial training are in fact varied, even though the national schools play a core role. Various initiatives have suggested - or suggest - strengthening judicial training. Although all major stakeholders agree on the need to reinforce judicial training - and this can be seen in the various latest initiatives - there does not seem to be one distinct option to do so. This note seeks to summarise and analyse these initiatives and the reactions to them, as well as to make some operational recommendations on how to make the most effective use of the resources dedicated to this purpose.
