Available in PDF, EPUB and Kindle. Book excerpt: Throughout the world, television has become an important part of the way in which political candidates and parties present their messages to voters during election campaigns. This is particularly true in campaigns at the national level where voters have little personal contact with candidates and must rely on experiencing candidates through the media. Despite the importance of the media for voter-government interaction, however, many new reform governments in the post-communist era in Eastern European countries failed to appreciate the demands of creating workable new media systems.
Book Synopsis European and International Media Law by : Perry Keller
Download or read book European and International Media Law written by Perry Keller and published by Oxford University Press. This book was released on 2011-05-12 with total page 532 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past half century, western democracies have lead efforts to entrench the economic and political values of liberal democracy into the foundations of European and international public order. As this book details, the relationship between the media and the state has been at the heart of those efforts. In that relationship, often framed in constitutional principles, the liberal democratic state has celebrated the liberty to publish information and entertainment content, while also forcefully setting the limits for harmful or offensive expression. It is thus a relationship rooted in the state's need for security, authority, and legitimacy as much as liberalism's powerful arguments for economic and political freedom. In Europe, this long running endeavour has yielded a market based, liberal democratic regional order that has profound consequences for media law and policy in the member states. This book examines the economic and human rights aspects of European media law, which is not only comparatively coherent but also increasingly restrictive, rejecting alternatives that are well within the traditions of liberalism. Parallel efforts in the international sphere have been markedly less successful. In international media law, the division between trade and human rights remains largely unabridged and, in the latter field, liberal democratic concepts of free speech are influential but rarely decisive. In the international sphere states are moreover quick to assert their rights to autonomy. Nonetheless, the current communications revolution has overturned fundamental assumptions about the media and the state around the world, eroding the boundaries between domestic and foreign media as well as mass and personal communication. European and International Media Law sets legal and policy developments in the context of this fast changing, globalized media and communications sector.

Book Synopsis Defamation Via Satellite by : David I. Fisher
Download or read book Defamation Via Satellite written by David I. Fisher and published by Martinus Nijhoff Publishers. This book was released on 2023-09-20 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: Satellites enable European broadcasters to televise programs to vast transnational audiences. This activity is supported by a regime of freedom of transborder broadcasting under EC law, European human rights law and other areas of public international law. The program contents of broadcasts will on occasion give rise to claims of injury to private law interests, including the interest in reputation. The defamation laws of Europe's nations are however by no means uniform: the same transmission may give rise to liability under one national system but to no liability under another. The material outcome of a given claim will thus rest on the existing regime of private international law applied by Europe's national courts, including rules governing forum, choice of law and foreign judgments. It is against the above background of private international law that Defamation via Satellite examines Europe's prospects of realizing the public international law regime of free transborder broadcasting.

Book Synopsis Media Revolution in Europe by : Karol Jakubowicz
Download or read book Media Revolution in Europe written by Karol Jakubowicz and published by Council of Europe. This book was released on 2011-01-01 with total page 614 pages. Available in PDF, EPUB and Kindle. Book excerpt: The "rags to riches" story of Karol Jakubowicz's involvement in the work of the Council of Europe took him from the role of an awestruck newcomer from Poland in 1990 to that of the Chairman of the Steering Committee on the Media and New Communication Services (2005-06). Along the way, he was elected, delegated by the Steering Committee, and invited by the Council of Europe Secretariat to serve in a number of other capacities. In all of them, he contributed a wide variety of papers, reports and studies to assist the steering committee and other bodies in collecting information and formulating ideas in the general field of freedom of expression, creation of free and democratic media systems (including the issue of public service media), regulation of transfrontier television, the adjustment of Council of Europe human rights standards to the conditions of the information society, and the development of broadcasting legislation in Council of Europe member states. The present collection of these papers and reports is published in the conviction that they retain their value and relevance. It provides the additional benefit of offering a glimpse of the work preceding the formulation of Committee of Ministers recommendations and declarations, as well as resolutions of the Council of Europe Parliamentary Assembly.

Book excerpt: The Council of Europe, of which all European States are members, plays a pivotal role in the promotion and protection of human rights, democracy, and the rule of law in Europe. Bringing together specialist scholars and practitioners, The Council of Europe: Its Laws and Policies offers profound insights into the functioning of the organization. The organization's primary and secondary law, its institutional structure, and its far-reaching fields of activities are comprehensively and systematically analysed. This volume investigates the impact of the Council's activities within the national legal systems of the Member States and the dense web of relationships between the Council of Europe and other international organisations. An important reference work on one of the most influential organizations in Europe, the book concludes that the Council of Europe has played a considerable role in the constitutionalization process of regional public international law.
