Book excerpt: The EU policy context encompasses the Europe 2020 Strategy (Europe 2020), which the European Commission uses as a framework to monitor the situation each year. To this end, Eurostat has created quantitative indicators to monitor progress towards the targets, notably in the areas of employment, poverty and social exclusion and education. Consequently, it is important to assess the situation of persons with disabilities in relation to the Europe 2020 headline targets on employment, poverty and education, using EU comparative data. In this report, this set of indicators has been extended to include health issues. The quantitative indicators should identify any gap between persons with and without disabilities and reveal any convergence or divergence in relation to the targets. An increasing gap or divergence will signal the need for new initiatives. Under the Europe 2020 strategy, the joint assessment framework (JAF) plays an important role in the development of quantitative indicators. In this respect, the work of the committees involved (the Employment, Social Protection, Health and Education Committees) provides early signals on indicators for monitoring and analysis. At this end, we collect and analyse data to understand and illustrate the situation of people with disabilities in Europe. This statistical analysis could be used as an instrument to monitor the effectiveness of national and European policies, assess the situation of persons with and without disabilities and identify areas where the gap between persons with and without disabilities is decreasing (or increasing).

Book excerpt: The European Union (EU) is strongly committed to ensuring equal opportunities and removing economic and social barriers for people with disabilities, as demonstrated among others by the ratification of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), the EU Disability Action Plan 2003-2010 and the multi-annual European Disability Strategy 2010-2020. The European Commission furthermore aims, and is bound by Article 10 of the Treaty on the Functioning of the European Union, to mainstream disability issues into all policies and actions that might affect the lives of people with disabilities, such as the Europe 2020 Strategy and the European Pillar of Social Rights. European Disability Expertise (EDE) provides independent scientific support to the Commission's policy Unit responsible for disability issues. It aims to mainstream disability equality in EU policy processes, including implementation of the United Nations Convention on the Rights of Persons with Disabilities. Task 2 aims to collect, analyse and provide independent data, information and analysis on the situation of persons with disabilities. It is important to note here the power of quantitative indicators in convincing people when personal perceptions and past attitudes resist to change. But this requires a high quality of statistical data and related estimates.

The policy reforms have aimed to change the balance between citizens’ rights and duties and the opportunities to enjoy choice and autonomy, live in the community and participate in political decision-making processes of importance for one’s life. How do the reforms influence the opportunities to exercise Active Citizenship? This volume presents the findings from the first cross-national comparison of how persons with disabilities reflexively make their way through the world, pursuing their own interests and values. The volume considers how their experiences, views and aspirations regarding participation vary across Europe. Based on retrospective life-course interviews, the volume examines the scope for agency on the part of persons with disabilities, i.e. the extent to which men and women with disabilities are able to make choices and pursue lives they have reasons to value. Drawing on structuration theory and the capability approach, the volume investigates the opportunities for exercising Active Citizenship among men and women in nine European countries. The volume identifies the policy implications of a process-oriented and multi-dimensional approach to Active Citizenship in European disability policy. It will appeal to policymakers and policy officials, as well as to researchers and students of disability studies, comparative social policy, international disability law and qualitative research methods.

In addition, the following points are highlighted: The pandemic produced a backward step regarding employment and inclusion of persons with disabilities in the labour market: at the end of 2020, the number of registered unemployed persons with disabilities in employment services increased 11.6 % in relation to December 2019 and continued to increase in the first quarter of 2021: by March 2021, this number increased another 8.1 % in relation to December 2020. Unemployment also grew for the general population: +30.2 % in December 2020 than in 2019, with youngsters being the most affected by the pandemic.

The age and qualification of persons with disabilities present barriers to the labour market. The support provided by employment agencies in job retention, recruitment and company setting, as well as workplace accessibility, are of major importance. Measures have been taken to favour transfers of workers with disabilities from adapted companies to mainstream companies and to incite those companies to employ persons with disabilities.

This results in widening of the disability employment rate gap from 46.9 % in 2010 to 50.1 % in 2020. The new Strategy for persons with disabilities (2021-2030) defines its main objective (the social and professional inclusion of people with disabilities) to be the economic activity rate for people with disabilities of working age. The rate in 2018 reached 28.3 %, and the interim to be achieved in 2025 is 35 %. The target is 45 % in 2030. Importantly, the long-awaited disability assessment reform is being developed. Although the document is not yet available, it is critical to monitor and evaluate the development process, framework, and implementation as it has the potential to alter the disability dynamic on the labour market for the next decade.

Investment in new work placements does not focus on disability related challenges, although there are opportunities for disability inclusion, for instance in making workplaces accessible, strengthening job seeking support, and promoting female participation in the labour market. Investment in more innovative approaches for addressing equality gaps in employment, such as strengthening social enterprises/economy, is missing.

The participation of persons with disabilities in the open labour market remains unsatisfactory. The key task for the Government spelled out in the National Disability Plan 2021-2025 is to make employment support services, particularly in the open labour market, more effective. Strengthening the technical expertise of the Labour Office personnel in supporting the employment of persons with disabilities is considered as one of the key drivers of change.

During the COVID-19 pandemic, emergency measures prohibited individual or collective dismissal until 1 July 2021. So, the effects of the pandemic on employment levels have not yet manifested.

This is a welcome development but needs to be integrated in the NRP. The disability employment gap is wide, and reforms of the disability assessment system and employment support services are needed to address this. It is also necessary to replace segmentation in the labour market (such as sheltered work) with inclusion. The RRP and the Action Plan promote digital skills to help close the disability employment gap but making e-inclusion programmes sufficiently accessible to persons with disabilities remains a challenge, and many of the most marginalised persons in residential facilities are not guaranteed access to ICT/Internet.
