Telle est la démarche originale des auteurs de cet ouvrage, économistes et politologues spécialistes des pays postcommunistes et en développement. Les économistes précisent ainsi le rôle des institutions dans l'analyse d'un changement de régime : consolider ce changement lors d'élections démocratiques fait jouer des comportements déterminés par des variables socio-économiques et mobilise de façon détournée des moyens budgétaires ; à l'inverse, des groupes d'intérêt influencent l'évolution des institutions démocratiques pour extraire des rentes ; enfin, la démocratisation des dépenses publiques joue sur la relation entre disparités de revenus et niveau des dépenses d'éducation. Avec la transition, les politologues revisitent quant à eux le concept d'élites. Ils analysent la conversion des anciennes élites au marché et à la démocratie et leur recomposition avec de nouvelles élites : des économistes libéraux est-européens sont ainsi devenus de réalistes professionnels de la politique, et les nouveaux sociaux-démocrates adhèrent également au marché. Les votes pour le capitalisme et la démocratie des nouveaux petits entrepreneurs consolident le changement. A contrario, le maintien d'une bureaucratie dominante peut conduire à nationaliser et ethniciser les enjeux et bloquer les réformes (Serbie). Et la nécessité d'une profonde réforme de l'administration (Afrique du Sud) conditionne des politiques publiques favorables au développement économique.
