Over its length of more than 2500 km, it connects the seaports of northern Germany with the Danube ports and Greek seaports. Seven capitals of EU member states are directly interlinked by the Corridor. At present however, it has genuine shortcomings in several aspects. The international working group Spatial and Transport Development in European Corridors: Example Corridor 22, Hamburg-Athens (2015-2018) trace the conditions for large scale, corridor oriented spatial and transport development in Europe and in particular along the Orient-East-Med Corridor. The contributions in the anthology also focus on the importance of transnational initiatives in Europe and on territorial effects of transport policies. These topics are illustrated by analyses of current transport initiatives and urban developments at the most important nodes along the Corridor, so called Hot-Spots. During the work process, the authors asked themselves, if and how a strategy for the Corridor can take effect for an integrated spatial and transport development between Hamburg and Athens. The common answer is clear: A strategy for the Orient-East-Med Corridor allows the organization of a more balanced flow of goods throughout Europe in the long run. In the southeast section, enormous land reserves in the close vicinity of railway stations can be activated for urban development. Strengthening the Corridors infrastructure thus has a huge potential to trigger spatial development and ultimately contribute to territorial and social cohesion throughout Europe.

This book takes a special approach as it highlights the multi-faceted interconnectedness of EU and national governance that comes with public policy making in the European space. The volume is a well chosen selection from the research of leading European scholars. These scholars provide an insight into the current debate on European governance by using state-of-the art, theory-orientated empirical research. The individual chapters give evidence of the functioning and the deficiencies of the penetrated system of governance that has emerged within the European Union. The spreading of competence across different levels and multiple arenas has created a dense and complex network of trans-national negotiations, shifting attention and resources from the national to the European space. European governance puts national governments under considerable pressure to live up to the competing demands of efficient performance and democratic accountability. Though member-states all face the same challenge, they have responded with different kinds of strategies. EU involvement has contributed to the restructuring of the relationship between the legislative and the executive and touches upon the equilibrium between the political and the economic sphere. It influences the interactions between political actors on the one hand and societal actors and the public on the other. The contributions highlight the diverse mechanisms which link EU and national governance and demonstrate the constraints but also the readiness and capacity of political bodies to adapt to demands from their environment. While the volume documents the sensitivity and vulnerability which is associated with interdependent governance, it also gives evidence of learning processes and successful adjustment which is achieved by developing a differentiated and flexible intitutional setting and which allows for further integration. Apart from this more functional view, individual chapters look at the penetrated system of European governance from a normative perspective and investigate the prospect of improving parliamentary accountability and the formation of a European public space.

Es wird gezeigt, dass im Rahmen von Regional Governance-Initiativen konventionelle und innovative Potentiale für die Forstwirtschaft bestehen. Diese können jedoch aufgrund unterschiedlicher Informationsstände, verschiedener Kapazitäten sowie unterschiedlicher Anreizwirkungen nicht von allen Akteursgruppen gleichermaßen realisiert werden. Die vorgefundenen politischen Determinanten von Regional Governance umfassen die Konkurrenz zwischen Regional Governance-Institutionen und demokratisch legitimierten Institutionen, die Strategie höherer politischer Ebenen zur Erlangung von Einfluss auf Regionalpolitik, sowie die Prägung von Regional Governance durch die Interessen von starken Akteuren und deren Koalitionen. In diesem Zusammenhang wird gezeigt, dass der sektorübergreifende Anspruch von Regional Governance aufgrund sektoraler Interessenlagen sowohl in der Formulierung als auch im regionalen Vollzug nicht erfüllt wird und sich lediglich punktuelle Integrationserfolge auf Projektebene erreichen lassen. Diese Ergebnisse lassen sich durch zweierlei Machtstrategien erklären: Einerseits das Bemühen übergeordneter politischer Ebenen, ihren Einfluss auf Regionalpolitik auszuweiten und andererseits die Strategie von konkurrierenden Politiksektoren, ihren Einflussbereich zu verteidigen bzw. zu Lasten anderer Sektoren auszudehnen.
