It quickly became the most symbolic European trade initiative towards the Third World since the first Lomé Convention in the 1970s. Given its central position in EU discourse and its continuing relevance for the European and international trade agenda, this book attempts to present a thorough analysis of EBA. ‘European Union Trade Politics and Development’ contains contributions from a diverse range of scholars who collectively present a comprehensive picture of EBA. This volume also contains a broader analysis of EU trade politics towards the South, focusing on agricultural policy reform, Europe’s evolving relationship with ACP countries (ex-colonies from Africa, the Caribbean and the Pacific), it links EBA with Europe’s negotiating position within the World Trade Organization. Book excerpt: The principle of policy coherence has been the object of a contentious debate in the European Union’s external relations, though discussions have been mainly limited to its foreign policy and its ability to speak with one voice in the international arena. Despite being institutionalised in the Treaty of Maastricht, policy coherence for development (PCD), which implies taking into account the needs and interests of developing countries in non-aid policies, failed to make headway in the European Union, remaining the unheeded concern of some NGOs and a small group of Member States. A change of direction occurred in the early 2000s when the European Commission, taking advantage of a number of favourable conditions and using an astute strategy, managed to set an ambitious agenda for the European Union. This volume analyses the linkages between aid and various non-aid policies, namely trade, agriculture, fisheries, security, migration, and the social dimension of globalisation. Its aim is to shed new light on the EU’s policy-making process, by looking at the nexus between various policy sub-systems, and on the role that the EU wants to play in the international arena, by looking at the impact of its policies on international development. Changes to the EU Sugar Regime', (HLP 80-I, 2005-06, ISBN 9780104007716) published when reform of the regime was imminent. The Committee wanted to examine the progress of reform and what measures will be necessary in future, prior to the EU finalising its position on this issue in the autumn. After the last set of reforms took place, the price of sugar in the EU decreased. However, this was just for the growers and the producers - the cost to the consumer actually increased, meaning they did not reap the benefits of the decrease in sugar prices. The sugar market has very few significant operators. For consumers primarily, but for the industry too, the pricing process needs clarity and transparency. The Committee believes that an investigation by the UK's Office of Fair Trading would be an excellent way of providing independent advice to the Commission on how the process impacts on UK consumers.Other recommendations include the abolition of production quotas in 2015, that import tariffs on raw and refined sugar are eased and that the European Commission carefully monitors the disbursement of funding set aside to help lessen the impact of the 2006 reforms on developing countries to combat the delays that have been experienced thus far.
