Book excerpt: The UK spends approximately £1.23 billion each year on aid through the European Union, approximately 16% of the UK's total aid budget. Only 46% of this aid, however, goes to low income countries - a figure that MPs say is 'unacceptable'. Instead middle income countries bordering Europe are benefiting. Turkey has consistently been in the top five recipients of European Commission aid (223 million euros in 2010) as has Serbia (euros 218 million in 2010). The Committee is calling on the UK Government to press for funding to be diverted, away from higher middle income countries bordering Europe, to give greater help to the poorest people in the world. In order to make this happen, the MPs say Ministers must challenge and change the definition of Official Development Assistance (ODA). It appears to be being used as a way of fudging the figures to help other European countries meet the target for 0.7% of GDP to be given as aid. The Committee recognises that there are a number of advantages to giving aid through the EU but identifies a number of problems with the way EU Development Assistance works. Overall, the European Commission has improved its performance over the last decade and has recently proposed further improvements to development policy in An Agenda for Change. The Committee supports a number of these proposed changes, but it does have concerns that conditionality should not hurt the poor for the sins of their governments

Book excerpt: "This Eurostat publication, entitled "Sustainable development in the European Union - A statistical glance from the viewpoint of the UN Sustainable Development Goals", provides an overview of the current situation of the EU and its Member States on sustainable development in relation to the Sustainable Development Goals (SDGs). This publication follows a strictly descriptive approach, presenting a purely statistical picture based on facts and figures. It provides rather a snapshot of the starting position of the EU and its Member States and is not intended as a regular SDG monitoring exercise at EU level. The analysis in this publication is based on a limited number of indicators, which are relevant to the EU perspective and capture the broader objective and ambition of each SDG. Each goal is analysed through two to four indicators. In total, 51 indicators are presented in the report, mainly obtained from the European Statistical System and disseminated by Eurostat. The analysis of Member States' performance and international comparisons focus on the most recent year for each indicator. EU-28 trends over time are also presented, covering the period from 2000 or 2002 up to the most recent year for which data are available (2014 or 2015)."--Back cover.

Available in PDF, EPUB and Kindle. Book excerpt: This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. It is increasingly recognised that EU development cooperation policy has failed to meet its stated aims. In this book, Arts and Dickson ask the obvious and important question: if the policy doesn’t work, why bother with it? The authors assess why EU development policy has become largely ineffective, citing among the external causal factors the liberalisation of trade, and the growing influence of US and international actors such as the World Bank and the International Monetary Fund upon EU policy. It also considers contributing factors within the EU such as the enlargement of its membership and the resulting shifts in priorities. It is this analysis of internal and external factors affecting the decline of EU development policy that makes this study both innovative and unique. It brings together an impressive range of contributors from different disciplines resulting in a thorough and intelligent assessment of the debate. This study will appeal to advanced level undergraduates and academics of European politics in general, EU integration, development studies, and International Relations.

Book excerpt: Praise for the 1st Edition? This is a rich and timely volume full of novel glimpses into areas of perennial policy concern ... as well as a host of less familiar concerns.... The extremely readable efforts to make sense of policy conundrums means the book may be used quite profitably in the classroom, and the very fact that all member states are covered testifies to the project?s considerable comparative breadth.??William M. Downs, The Journal of PoliticsThoroughly updated, this new edition of The European Union and the Member States explores the complex relationship between the EU and each of its now 25 members. The country chapters follow a common format, considering: How and in what areas does EU policy affect, and how is it affected by, the member states? What mechanisms do the member states use to implement EU policy? What is each state?s compliance record?Covering the full range of issues?from economic, social, and environmental, to security, to home and justice affairs?the authors offer an insightful discussion of the interplay of EU initiatives with strong, existing national policies and traditions.Eleanor E. Book excerpt: Aid Power and Politics delves into the political roots of aid policy, demonstrating how and why governments across the world use aid for global influence, and exploring the role it plays in present-day global governance and international relations. In reconsidering aid as part of international relations, the book argues that the interplay between domestic and international development policy works in both directions, with individual countries having the capacity to shape global issues, whilst at the same time, global agreements and trends, in turn, shape the political behaviour of individual countries. Starting with the background of aid policy and international relations, the book goes on to explore the behaviour of both traditional and emerging donors (the US, the UK, the Nordic countries, Japan, Spain, Hungary, Brazil, and the European Union), and then finally looks at some big international agendas which have influenced donors, from the liberal consensus on democracy and good governance, to gender equality and global health. Aid Power and Politics will be an important read for international development students, researchers, practitioners and policy makers, and for anyone who has ever wondered why it is that countries spend so much money on the well-being of non-citizens outside their borders.

Book excerpt: On many fronts, European Union development policy is at a critical juncture: in the face of new obstacles, the EU has been forced to rethink trade, security, and its relationship with neighbors in North Africa and the Middle East. Contentious questions have centered on the effects of EU expansion, agricultural protectionism, and development-friendly trade policy in the EU and its member nations. To answer these questions and others, this expertly edited volume draws on analysis from well-known specialists in fields such as public policy and economic development, providing a critical overview of EU development policy and the challenges it must confront in an increasingly volatile and changing world.

Book excerpt: The inside story of the European Fund for Strategic Investments from 2015 to 2020 told through interviews with the Managing Director, Deputy Managing Director, members of the Investment Committee and final beneficiaries across Europe. The architects of this €500 billion-plus programme, the head of the EU bank and the president of the European Commission, describe the genesis of this financial pillar of the Investment Plan for Europe. Then the people who ran one of the biggest economic stimulus programmes in history detail how they did it—and what the lessons are for policymakers responding to new crises, including the economic shock caused by the COVID-19 pandemic. The European Fund for Strategic Investments has been one of the good news stories to emerge in a decade of economic uncertainty. It has gone well beyond its highly ambitious target of €500 billion in mobilised investments. The Juncker Plan has made a strong contribution to the 14 million jobs created in the EU between 2015 and 2020. It has become a success in co-financing projects that otherwise might not have been carried through. It has also charted the path towards new ways of financing. This is not only the case in relatively conventional areas, such as infrastructure, but also in sectors like research and innovation or the contribution to climate change mitigation. This is exactly what makes EFSI so ground-breaking: responding to the needs of the market through continuous financial innovation. The principle of the European Fund for Strategic Investments is here to stay. It has paved the way for its successor, the InvestEU programme, which is to be deployed under the 2021-2027 multiannual financial framework. This publication details why the programme was such a success.
