The main sticking point in EU-Belarus relations has been and still remains Minsk's reluctance to commit to democracy, as well as to political and civil rights. In the light of 'positive political developments' in relations between the European Union and Belarus--owing not least to the Belarusian authorities' release of six political prisoners in August 2015--the Council lifted some restrictive measures on Belarus in February 2016, while extending others for a further year. The Ukraine crisis--during which Minsk hosted important ceasefire talks--appeared to spark a rethink in both Minsk and Brussels. Growing frictions with Moscow and the continued economic recession in Russia have put pressure on the social contract between Belarus's leadership and its citizens, increasing the incentives for Belarus to mend ties with the West, including the EU. However, Minsk's crackdown on recent protest waves have sparked criticism from the EU and rekindled concern over long-standing president Alexander Lukashenko's poor human rights record.

Among different reasons of it not to be underestimated is the economic crisis that time and the lack of the national consciousness of Belarusians. Both made it easier to introduce violence, force order and stability mainly due to the fact that democracy was associated first of all with anarchy and empty shelves in shops. The intense relationship with Russia, mainly due to economic dependence and the Soviet tradition, caused an exclusion Belarus’ in Europe and also a self-exclusion of the Belarusians. After several years of minimal contacts between Belarus and the West, there has been an increased interest in the region to be observed. The lesson from the past has shown that isolation and political/economic pressure do not work in case of Belarus, so that the “Serbia scenario” cannot be repeated. The main reasons for an increased interest in Belarus are the Eastern enlargement of the European Union and the importance of resources, mainly gas and oil, flowing through the Republic from Russia. Next to the realistic approach that includes also the border zone pragmatism, there are also idealistic reasons to be taken under consideration. The aspirations of the new member states in Central Europe and the believe of the EU that a stabile, accountable neighborhood can be assured only through building democracy in the country made up the decision of the EU to intensify the democratization processes in Belarus.

Although the EU has expanded the range of its political dialogue with Belarus since 2016, it has had very little influence over the human rights situation in the country. The EU’s impact has been limited not just because of the very nature of the Belarusian regime. EU institutions and member states have increasingly prioritised geopolitical interests as well as the stability and resilience of Belarus over human rights concerns. The EU should increase efforts to mainstream human rights in all aspects of its relations with Belarus and find a better balance between ‘normalisation’ and ‘conditionality’ based policy approaches vis-à-vis the country.

Book excerpt: Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.

It must also take advantage of Russia's growing frustration with its ally to begin a direct conversation with Moscow about Minsk--something that Lukashenka fears. With EU foreign ministers due to meet next Monday (31st January) to decide on imposing sanctions on Belarus, the European Council on Foreign Relations and FRIDE today publish The EU and Belarus after the election. This policy memo argues that while Europe must send a strong message to Belarus and the world that it will not tolerate repression and electoral fraud, blanket punishments should be avoided. The EU and Belarus after the election was written by Balazs Jarabik, Jana Kobzova and Andrew Wilson. They argue: Belarus faces economic crisis, a battle both internally and with Russia over the privatisation of its assets and growing divisions within its leadership. The EU's position is therefore stronger than it seems. The EU should open a dialogue with Russia about Belarus. Moscow has grown increasingly frustrated with Lukashenka's geopolitical manoeuvring, and the poor value for money it gets from the regime it subsidises. Europe must not fall into the trap of focusing only on Lukashenka and his attempts to play the West and Russia off against each other. Europe must act decisively to isolate those responsible for election fraud and the post-election crackdown, while avoiding blanket punishments; it should stop high-level contacts with the regime, impose a visa ban on leading figures including Lukashenka, and freeze the assets of those people. The EU should attempt to engage ordinary Belarusians in the idea of reform by reducing the bureaucracy and cost involved in getting Schengen visas.
