Book excerpt: "Europeaid funds channelled through United Nations organisations increased from 144 million euro in 2001 to 935 million euro in 2009. A high proportion of these contributions was spent in conflict-affected countries. In this report, the court examines whether channelling funds through United Nations organisations is an effective, efficient and sustainable way of delivering aid in conflict-affected countries. The audit concludes that while some good results were achieved in very difficult circumstances, more attention needs to be paid to project design, obtaining sufficient information on projects and the assessment of efficiency."--P. Book excerpt: In December 2011, the United Nations General Assembly adopted the International Law Commission's articles on the responsibility of international organizations, bringing to conclusion not only nearly ten years of reflection by the Commission, governments and organizations on this specific topic, but also decades of study of the wider subject of international responsibility, which had initially focused on State responsibility. Parallel to this reflection by the Commission, diplomats and public officials, the body of international case-law and literature on the many facets of the topic has steadily been growing. Responsibility of International Organizations: Essays in Memory of Sir Ian Brownlie contributes to the body of international literature by collecting a broad spectrum of different and sometimes differing perspectives from well-known experts in the field, ranging from the bench to the Commission, academia, and the world of in-house counsel. The book is also a memorial to the renowned Sir Ian Brownlie, himself a former Chairman of the International Law Commission who, as a leading scholar and practitioner, greatly contributed to the reflection on international responsibility, including the responsibility of international organizations. Edited by Maurizio Ragazzi, a former pupil of Sir Ian, the book is an ideal companion to International Responsibility Today, a collection of essays on international responsibility which the same editor presented in 2005 in memory of Oscar Schachter, and to which Sir Ian Brownlie had contributed. The essays collected in Responsibility of International Organizations: Essays in Memory of Sir Ian Brownlie, conveniently grouped by the editor under broad areas for the reader's benefit, will be relevant not only to all those interested in this specific subject but also, more generally, to all those engaged in the field of international law and the law of international organizations.

Available in PDF, EPUB and Kindle. Book excerpt: This report, written as part of a wider review of human rights in EU foreign policy, describes and assesses the current decision-making structures and procedures for EU military, police and civilian crisis management missions throughout the world. EU interventions or missions in non-member countries are a relatively recent development, and have largely been undertaken to ensure more effective co-ordination of humanitarian, peace-keeping, and peace building efforts by Member States in response to international conflicts and crises - and perhaps also to project the role of the EU as a major actor on the global stage. EU missions may involve the deployment of military forces in peace-keeping or peace enforcement operations, the deployment of military and police personnel in a preventive role or with a view to maintaining public order or controlling criminal activity, or they may involve the provision of civilian support for the rebuilding or redevelopment of the rule of law in countries where governmental structures have broken down. This report examines the incidence of these interventions, as well as their interaction with other bodies such as the UN, NATO, the African Union and voluntary coalitions, and the complex diplomatic and military negotiations leading to particular operations. The focus on assistance reflects the primary responsibility of the EU not to act independently of the UN and other international bodies but to provide support and assistance to the wider international community. The main aim of the report is not to provide a detailed analysis of the success or failure of particular missions, but is to describe the often complex and confusing structures developed over the past decade and to assess the past, present and future of the EU's responsibility to intervene in international crises.

Book excerpt: This book analyses trends and changes in the European Union’s (EU) humanitarian aid policy, by focusing on the performance of Non-governmental Organisations (NGOs). NGOs have developed strong relationships with international institutions but have also maintained direct interaction with EU member states. The result is a multi-layered process in which national interests, common values, universal principles and global duties meet and interact. By combining a deepening of the theoretical debate with the use of empirical data on the funding of NGO projects by EU institutions and member states, the book significantly furthers our understanding of the complex relationship between these actors. It will appeal to students and scholars interested in EU politics, global security, and international aid, as well as practitioners in the humanitarian field.

Available in PDF, EPUB and Kindle. Book excerpt: Two previous RAND volumes addressed the roles of the United States and the United Nations in nation-building, defined as the use of armed force in the aftermath of a conflict to promote a durable peace and representative government. This volume presents six case studies of recent European-led nation-building missions: Albania, Sierra Leone, Macedonia, Ctte d'Ivoire, the Democratic Republic of the Congo, and Bosnia. It also reviews the Australian assistance mission to the Solomon Islands. Using quantitative and qualitative measures to compare inputs (such military levels, economic assistance and duration) and outcomes (such as levels of security, economic growth, refugee return, and democracy), the analysis concludes that these European-led missions have been competently managed and, within their sometimes quite limited scope, generally successful. Most helped achieve sustained peace, gross domestic product growth, and representative government. The EU has a wide array of civil competencies for nation-building, but it is sometimes slow to deploy them in support of its military operations, particularly when these are conducted far from Europe. The UN offers the most cost-effective means to address most postconflict stabilization requirements and NATO the better framework for large-scale force projection in cases in which the United States is ready to participate. But the EU now offers European governments a viable alternative to both these organizations in cases in which European interests are high, U.S. interests are low, and the UN is, for some reason, unsuitable or unavailable.
