Based on historical analysis, the book argues that the national government of Pakistan and the leaders of Balochistan both use a standard narrative when dealing with each other. According to the Baloch narrative, Islamabad exploits Balochistan’s natural resources without giving Balochistan its due share and has never accepted and granted Balochistan equal rights. The centre’s narrative emphasizes the tribal character of the Baloch society and suggests that the Baloch elite hinder Balochistan’s integration with the federation. This book demonstrates that both narratives are inherently flawed and presents a precipitous picture of the problem of insurgent violence. It also shows that the Baloch leadership is divided along tribal lines and lacks a unified voice and proposes that the Baloch elite use the narrative of enduring injustice only as a source of politicization of Baloch ethnicity when an actual or perceived injustice is taking place. Book excerpt: Drawing on a Gramscian conception of the state, I argue in this study that the Pakistani state has established a religion-based hegemonic civic identity discourse intended to de-naturalize and suppress ethno-nationalist centrifugal tendencies among the marginalized ethno-national communities, including Pashtuns, Balochs and Sindhis. I compare the Pashtun and Baloch nationalist movements that aspire to secede from (or secure more autonomy within) Pakistan by confronting the state with counterhegemonic, ethno-nationalist, discourses. This study addresses the question of why Pashtun nationalists, compared to their Baloch counterparts, have failed to establish a vigorous counterhegemonic discourse that could have helped them launch a movement for autonomy or separation. I hypothesize that various factors have influenced the trajectories of the Pashtun and Baloch nationalist movements in Pakistan: the socio-economic conditions of Pashtuns and Balochs; their respective ethno-nationalist framing strategies; their exposure to the ideological apparatuses of the state; and the political opportunity structures surrounding each movement.

Book excerpt: In this comparative study of Muslim nation-building and the so-called 'ethnic conflicts' the author reveals stunning parallels between the collapse of Tito's Yugoslavia and the ethno-national separation of colonial India. In both cases Muslims ended up in a nation state of their own without the majority of them wanting one. There were no mass movements that demanded a new 'homeland', which contradicts modernisation-theory approaches of nationalism. Wieland digs below the surface and sketches historic developments that triggered the construction and instrumentalisation of 'ethnic groups' in both cases. He concludes that the term ethnicity has lost its academic value because it suffers from inconsistencies and strong political implications. 'Ethnicity' is not an existing group of people but a concept of action and political resource detached from any historic context. The 'ethnocentre' varies. In both the Yugoslavian and the Indian case it was religion around which secondary features were added as contrast boosters. Bosnia and Pakistan were founded under the strong influence of political elites and external political actors, like the colonial power or the international community, who themselves through within the ethno-national paradigm and acted accordingly. This helped to create Muslim nation states despite considerable contradictions between the political action group and the 'ethnic group' they claimed to represent. While delivering convincing facts and new perspectives, this book is a passionate appeal for the deconstruction of 'ethnic' camps.
