This study explores state-civil society relations in contemporary Uganda, from 1986 to the present, in order to illustrate and explain the scope for and capacity of different social forces to create access to and democratise the state. The study interrogates state-civil society relations under the incumbent National Resistance Movement government as these are expressed through forms of interest representation and conflict regulation in different political arenas. It analyses this problem through an empirical study of the health sector at both national and local levels. Changes in the health regime - the rules and practices that regulate health politics - are analysed by a historical reconstruction of how different health regimes evolved from demands from social forces on the colonial and post-colonial state, in relation to broader patterns of political change. The ruling political coalition from 1986 has promoted a model for capitalist development based on donor-driven economic growth, institutional reform and political monopoly - what is referred to in the study as technocratic governance. Throughout, however, the technocratic tendency has been shaped in relation to the political economy of militarism as a more openly repressive form of authoritarian rule. The study argues that limits to democratisation of state society relations within the health sector and of Ugandan politics at large are best explained by relations of domination in society, within the state and among external political forces. Some assumed positions of political power or became successful entrepreneurs, while others endured sexual assault or experienced the trauma of watching their brothers, husbands, or sons “disappeared” by the state’s security forces. In Idi Amin’s Shadow considers the crucial ways that gender informed and was informed by the ideology and practice of militarism in this period. By exploring this relationship, Alicia C. Decker offers a nuanced interpretation of Amin’s Uganda and the lives of the women who experienced and survived its violence. Each chapter begins with the story of one woman whose experience illuminates some larger theme of the book. In this way, it becomes clear that the politics of military rule were highly relevant to women and gender relations, just as the politics of gender were central to militarism. By drawing upon critical security studies, feminist studies, and violence studies, Decker demonstrates that Amin’s dictatorship was far more complex and his rule much more strategic than most observers have ever imagined.

In particular it challenges the current 'modernist' orthodoxies of such writers as Eric Hobsbawm, Benedict Anderson and Ernest Gellner, and it offers a systematic critique of Hobsbawm's best-selling Nations and Nationalism since 1780. In opposition to a historiography which limits nations and nationalism to the eighteenth century and after, as an aspect of 'modernisation', Professor Hastings argues for a medieval origin to both, dependent upon biblical religion and the development of vernacular literatures. While theorists of nationhood have paid mostly scant attention to England, the development of the nation-state is seen here as central to the subject, but the analysis is carried forward to embrace many other examples, including Ireland, the South Slavs and modern Africa, before concluding with an overview of the impact of religion, contrasting Islam with Christianity, while evaluating the ability of each to support supra-national political communities.
