Book Synopsis Reducing Ethnic Profiling in the European Union by : Rachel Neild

Available in PDF, EPUB and Kindle. Book excerpt: Ethnic profiling by police in Europe is a widespread form of discrimination that violates basic human rights norms. Ethnic profiling is also inefficient: it leads police to focus on racial and ethnic traits rather than genuine indicators of suspicion, and results in stopping and searching large numbers of innocent people. Fortunately, better alternatives exist approaches to policing that are fairer and more effective. This handbook documents those approaches and offers guidance to help cut down on discrimination and increase police efficacy.

Book Synopsis Ethnic Profiling and Counter-terrorism by : Mareile Kaufmann
Download or read book Ethnic Profiling and Counter-terrorism written by Mareile Kaufmann and published by LIT Verlag Münster. This book was released on 2010 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: This work introduces examples of ethnic profiling in European counter-terrorism and analyzes possible after-effects on a theoretical basis. Primary effects, which are generally considered positive, are contrasted with secondary effects and methodological breaches, for instance the over- and under-inclusion of a profile, substitution and negative effects on the social life of the targeted group. The implications are documented with examples taken from the European counter-terrorism context and discussed in relation to European legal standards. The discussion closes with a proportionality test.

Available in PDF, EPUB and Kindle. Book excerpt: Pervasive use of ethnic and religious stereotypes by law enforcement across Europe is harming efforts to combat crime and terrorism, according to this report released by the Open Society Justice Initiative. Ethnic profiling occurs most often in police decisions about who to stop, question, search, and, at times, arrest. Yet there is no evidence that ethnic profiling actually prevents terrorism or lowers crime rates. Throughout Europe, minorities and immigrant communities have reported discriminatory treatment by the police. From massive data mining operations to intimidating identity checks, ethnic profiling is often more of a public relations stunt than a real response to crime. The report, "Ethnic Profiling in the European Union: Pervasive, Ineffective, and Discriminatory", details widespread profiling in France, Germany, Italy, The Netherlands, and other EU member states.

Book Synopsis Ethnic Profiling by : Open Society Justice Initiative
Download or read book Ethnic Profiling written by Open Society Justice Initiative and published by . This book was released on 2011 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Union is in the midst of continuing discussions about its counterterrorism policy, adopting its first Internal Security Strategy in 2010, and then, in 2011, an action plan, the "European Security Model." The strategy underlines the need to develop preventive and anticipatory tools based on the respect for fundamental rights and the rule of law. The EU has stressed that, in matters of counterterrorism, measures should focus on future attacks, by addressing and disrupting criminal networks and addressing radicalization and recruitment. In this context, the Open Society Justice Initiative, working with the Open Society Institute-Brussels, weighed in on the debate, publishing a background paper on ethnic profiling for the EU's Working Party on Terrorism. The paper emphasizes steps the EU could take to ensure counterterrorism efforts do not undermine antidiscrimination norms and feed radicalization in targeted communities. The paper explores the various manifestations of ethnic profiling (including in the field of counter-radicalization), its negative impact on communities and on counterterrorism efforts, and highlights projects piloting remedies to ethnic profiling, including the Justice Initiative's ongoing work to develop more effective police stop and search practices.
Book Synopsis EU-MIDIS, European Union Minorities and Discimination Survey by : European Union. Agency for Fundamental Rights
Download or read book EU-MIDIS, European Union Minorities and Discimination Survey written by European Union. Agency for Fundamental Rights and published by . This book was released on 2009 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: Of all the groups surveyed by the FRA, the Roma emerged as the group most vulnerable to discrimination and crime. The FRA has therefore analyzed their situation in a 'data in focus' report, the first in a series of reports on minority groups and issues covered by the survey. The report on the Roma reveals a bleak picture for the estimated 12 million Roma in the EU. Roma reported the highest overall levels of discrimination across all areas surveyed. 66-92% of Roma (depending on the country) did not report their most recent experience of discrimination to any competent authority. 65-100% of the Roma respondents reported lack of confidence in law enforcement and justice structures.--Publisher's description.

Book Synopsis Racial Criminalization of Migrants in the 21st Century by : Salvatore Palidda
Download or read book Racial Criminalization of Migrants in the 21st Century written by Salvatore Palidda and published by Routledge. This book was released on 2016-05-23 with total page 327 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last two decades in the West, there has been a significant increase in the arrest, imprisonment and detention of migrants. The racial criminalization and victimization of migrants and Roma people has led judicial authorities, local governments, the police, mass media and the general population to perceive migrants and 'gypsies' as responsible for a wide range of offences. Taking into consideration the political and cultural conditions that affect and interconnect societies of emigration and immigration, the contributors examine and compare a range of cases in Europe and the United States. The contributions demonstrate how the persecution of the 'current enemy' is the 'total political fact' of the 21st century in that it ensures consensus and business, or what might be termed the 'crime deal' of today. This provocative book has international appeal and will be a valuable resource for academics, researchers and policymakers with an interest in migration and social and ethnic control.
Book Synopsis Handbook on European data protection law by : Council of Europe
Download or read book Handbook on European data protection law written by Council of Europe and published by Council of Europe. This book was released on 2018-04-15 with total page 402 pages. Available in PDF, EPUB and Kindle. Book excerpt: The rapid development of information technology has exacerbated the need for robust personal data protection, the right to which is safeguarded by both European Union (EU) and Council of Europe (CoE) instruments. Safeguarding this important right entails new and significant challenges as technological advances expand the frontiers of areas such as surveillance, communication interception and data storage. This handbook is designed to familiarise legal practitioners not specialised in data protection with this emerging area of the law. It provides an overview of the EU’s and the CoE’s applicable legal frameworks. It also explains key case law, summarising major rulings of both the Court of Justice of the European Union and the European Court of Human Rights. In addition, it presents hypothetical scenarios that serve as practical illustrations of the diverse issues encountered in this ever-evolving field.

Book Synopsis Racism and Equality in the European Union by : Mark Bell
Download or read book Racism and Equality in the European Union written by Mark Bell and published by Oxford University Press. This book was released on 2009-01-08 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Union has committed itself to combating racism as a general objective of law and policy. EU legislation requires Member States to introduce laws prohibiting racial discrimination in many aspects of everyday life, including employment, education, healthcare, and housing. Alongside legislation requiring action at national level, the EU institutions have also made periodic commitments to 'mainstream' racial equality: taking anti-racism objectives into account within all areas of EU law and policy. This book analyses the extent to which the objectives of combating racism and promoting ethnic equality have been effectively mainstreamed throughout a wide range of EU policy fields. It begins by considering what combating racism means in the contemporary context of the enlarged EU. Bell explores what mainstreaming ethnic equality objectives entails, and whether the priorities and instruments differ from those adopted in the earlier mainstreaming of gender equality, or those used on other discrimination grounds. The second part of the book examines the extent to which EU law and policy objectives have, in practice, been integrated, exploring the effects in the key areas of employment, social inclusion (including education, health and housing), immigration, and criminal law.
Book Synopsis Ethnicity and Intercultural Dialogue at the European Union Eastern Border by : Mircea Brie
Download or read book Ethnicity and Intercultural Dialogue at the European Union Eastern Border written by Mircea Brie and published by Cambridge Scholars Publishing. This book was released on 2014-09-26 with total page 530 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ethnicity and religious confession are concepts around which discussion and controversy arise, generating emotions and feelings of extreme intensity. Each of us belongs to such a community. By default, there is pressure on us to be subjective. Intercultural dialogue can be successfully provided where a community that is aware of the Other comes to communicate, cooperate and build the structure of a multicultural society. Diversity throughout Central and South-Eastern Europe can lead to either cooperation or conflict. Presently, we face discrimination, marginalization, low-status minorities, peripheral societies and the inequitable distribution of resources that leads to unequal distribution of authority and power.
