Available in PDF, EPUB and Kindle. Book excerpt: This book provides a critical reassessment of the role of the public sector during the Golden Age in both advanced and emerging economies. Contributions focus on a major player in the setting of mixed economies: the top managers of state-owned enterprises. Bringing together world-renowned scholars, this collection analyzes the actions of these managers and their contribution to the rise and fall of the mixed economy during the Golden Age, opening up a comparative perspective of the topic. The book forces readers to reconsider how crucial state-owned enterprises were for economic recovery and for the modernization of the production apparatus of many countries in Western Europe, India, Latin America and South Africa. Key chapters discuss state-owned enterprises in twentieth-century Europe, the managerial revolution in Italy, the role of the state in Argentine industrialization, and the organization of capital in the Indian economy. This insightful collection will appeal to scholars and students with an interest in economic history and the socio-economic impact of state-owned companies around the globe.

The theme of this anthology pertains to the rise of the narcostate (mafia states) as a result of the collusion between criminal organizations and political elites—essentially authoritarian regime members, corrupted plutocrats, and other powerful societal elements. The cover image of the mass demonstration concerning the disappearance of the forty-three Ayotzinapa Teachers’ College students held at Mexico City’s Zócalo Plaza in November 2014 provides an archetype of this anthology’s theme. This anthology includes the following special essays—Preface: “New Wars” and State Transformation by Robert Muggah, Igarapé Institute; Foreword: Crime and State-Making by Vanda Felbab-Brown, The Brookings Institution; Postscript: Crime, Drugs, Terror, and Money: Time for Hybrids by Alain Bauer, CNAM Paris; and Afterword: The Rise of the Oligarchs by Col. Book excerpt: Many European, Latin American and Asian countries have experience with regional policies aiming to reduce regional disparities in GDP per capita and/or to develop problem regions helping to recover from its GDP decrease. Spain represents, without any doubt, a very rich and interesting case-study regarding regional problems and regional development policies. The aim of this book is not only to analyze the regional policies practiced, their objectives, instruments and effects, but to provide an in-depth analysis on the impact of investments in infrastructure, human capital and other factors, as well as the advances accomplished in terms of productivity, convergence and regional competitiveness. The book particularly wants to impart knowledge, which can be useful for other countries’ policy makers, as well as for academics, researchers and consultants. The contributions selected have been written by prestigious Spanish academics, most of them also having practical experience in the field.

Book excerpt: Beginning in 1983, the Mexican government implemented one of the most extensive programs of market-oriented reform in the developing world. Downsizing the State examines a key element of this reform program: the privatization of public firms. Drawing upon interviews with government officials, business executives, and labor leaders as well as data from government archives and corporate documents, MacLeod highlights the difficulties of linking market reforms to improved public welfare. Privatization failed to live up to its promise of raising living standards or decentralizing the economy. Indeed, privatization actually increased the concentration of wealth in Mexico while redirecting the economy toward foreign markets. These findings contribute to theoretical debates regarding state autonomy and the embeddedness of economic action. MacLeod calls into question the autonomy of the Mexican state in its privatization program. He shows that the creation of markets where public firms once dominated has involved both the destruction of social relations and the construction of new relations and institutions to regulate the market.

Available in PDF, EPUB and Kindle. Book excerpt: Natural resource extraction, once promoted by international lenders and governing elites as a promising development strategy, is beginning to hit a wall. After decades of landscape gutting and community resistance, mine developers and their allies are facing new challenges. The outcomes of the anti-mining pushback have varied, as increasing payments, episodic repression, and international pressures have deflected some opposition. But operational space has been narrowing in the extractive sector, as evidenced by the growing adoption of mining bans, moratoria, suspensions, and standoffs. This book tells the story of how that happened. In Breaking Ground, Rose J. Spalding examines mining conflict in new extraction zones and reactivated territories--places where "mining as destiny" is a contested idea. Spalding's innovative approach to the mining story traces the construction of mine-friendly rules in up-and-coming mining zones, as late-comers gear up to compete with mining giants. Spalding also excavates the tale of mining containment in countries that have turned away from the extraction model. By challenging deterministic assumptions about the "commodities consensus" in Latin America, Breaking Ground expands the analysis of resource governance to include divergent trajectories, tracing movement not just toward but also away from extractivism. Spalding explores how people living in targeted communities frame their concerns about the impacts of mining and organize to protect local voice and the environment. Then she unpacks the emerging array of policy responses, including those that encompass national level mining rejection. Breaking Ground takes up a timeless set of questions about the interconnection between politics and the environment, now re-examined with a fresh set of eyes.
