Available in PDF, EPUB and Kindle. Book excerpt: The past decade has seen increased attention to cost-effectiveness and benefit-cost analysis in education as administrators are being asked to accomplish more with the same or even fewer resources, philanthropists are keen to calculate their "return on investment" in social programs, and the general public is increasingly scrutinizing how resources are allocated to schools and colleges. Economic Evaluation in Education: Cost-Effectiveness and Benefit-Cost Analysis (titled Cost-Effectiveness Analysis: Methods and Applications in its previous editions) is the only full-length book to provide readers with the step-by-step methods they need to plan and implement a benefit-cost analysis in education. Authors Henry M. Levin, Patrick J. McEwan, Clive Belfield, Alyshia Brooks Bowden, and Robert Shand examine a range of issues, including how to identify, measure, and distribute costs; how to measure effectiveness, utility, and benefits; and how to incorporate cost evaluations into the decision-making process. The updates to the Third Edition reflect the considerable methodological development in the evaluation literature, and the greater empiricism practiced by education researchers, to help readers learn to apply more advanced methods to their own analyses.

Available in PDF, EPUB and Kindle. Book excerpt: As the commitment to performance assessments as a strategy of reform has increased across the nation, so has the controversy surrounding the purposes, development, implementation, and effects of alternative forms of assessment. One of the first of its kind, this edited volume provides an incisive and comprehensive account of the issues pertaining to performance assessments. The 10 papers comprising the volume were originally written to establish a conceptual framework for a three-year U.S. Department of Education, Office of Educational Research and Improvement sponsored national study of performance assessments. Written by leading experts in the field, the papers explicate the central issues regarding the development, implementation, and utility of performance assessments. The topics covered by the papers include: * a discussion of contemporary as well as historical events in the performance assessment movement; * technical characteristics of performance assessments, including reliability, validity, generalizability, and calibration; * conceptualization and calculation of the costs of performance assessments; * the implications of performance assessments on students who have traditionally done less well in American schools, including racial and linguistic minorities; * the fit between performance assessments and organizational change in education; and * the utilization of performance assessment as an instrument of state policy. Readers will find the policy and technical issues covered in this volume to be useful from a variety of academic, research, and policy perspectives including conceptualizing and implementing performance assessments.

Book excerpt: Cost-effectiveness analysis allows researchers and evaluators to determine if a particular program or policy has attained maximum effectiveness for a given budget. This book introduces cost-effectiveness analysis and gives readers step-by-step methods to plan and implement a cost-analysis study. It explains and illustrates the four major techniques : cost-effectiveness, cost-benefit, cost-utility, and cost-feasibility. It discusses choice of analysis, implementation, the nature of costs (including how to identify, measure, and distribute costs); measuring effectiveness, utility, and benefits; and, lastly the difficulties of including cost evaluations in the decision making process. Each chapter ends with exercises that enable readers to sharpen their ability to evaluate policy options and program effectiveness.

Book excerpt: This open access book describes and reviews the development of the quality control mechanisms and methodologies associated with IEA’s extensive program of educational research. A group of renowned international researchers, directly involved in the design and execution of IEA’s international large-scale assessments (ILSAs), describe the operational and quality control procedures that are employed to address the challenges associated with providing high-quality, comparable data. Throughout the now considerable history of IEA’s international large-scale assessments, establishing the quality of the data has been paramount. Research in the complex multinational context in which IEA studies operate imposes significant burdens and challenges in terms of the methodologies and technologies that have been developed to achieve the stated study goals. The demands of the twin imperatives of validity and reliability must be satisfied in the context of multiple and diverse cultures, languages, orthographies, educational structures, educational histories, and traditions. Readers will learn about IEA’s approach to such challenges, and the methods used to ensure that the quality of the data provided to policymakers and researchers can be trusted. An often neglected area of investigation, namely the consequential validity of ILSAs, is also explored, examining issues related to reporting, dissemination, and impact, including discussion of the limits of interpretation. The final chapters address the question of the influence of ILSAs on policy and reform in education, including a case study from Singapore, a country known for its outstanding levels of achievement, but which nevertheless seeks the means of continual improvement, illustrating best practice use of ILSA data.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years there has been substantial interest in benefits assessment methods, especially as these methods are used to assess health, safety, and environmental issues. At least part of this interest can be traced to Executive Order 12291, issued by President Ronald Reagan in 1981. This Executive Order requires Federal agencies to perform benefits assessments of pro posed major regulations and prohibits them from taking regulatory action unless potential benefits exceed potential costs to society. Heightened interest in benefits assessment methods has in tum given rise to greater recognition of the inherent difficulties in performing such assess ments. For example, many benefits that are intuitively felt to be most important are also among the most difficult to measure. It can be difficult to identify the full range of both benefits and costs. The choice of an appro priate discount rate for comparing benefits and costs over time is proble matic. Even when benefits are quantifiable in principle and agreement can be reached on their valuation, required d,ata may not be available. Thus considerable uncertainty is built into most benefit estimates, even when they are based on the best available data. In light of the complexities and difficulties associated with the perform ance of a benefits assessment, this book reviews the current state of theoretical and methodological knowledge in the field. The review is extensive in that it covers over fifty years of research, theoretical develop ment, and practice.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the historic role of professional and demanding military customers in industrial development. Particular emphasis is paid to public procurement of military equipment as a catalyst for innovation; and the civilian commercialization of military technologies (from gunpowder and cannons to submarines, missiles and aircraft) is documented by many case illustrations that show how macro-level productivity advance has been generated. A complementary volume to Advancing Public Procurement as Industrial Policy (2010), which focused on the spillover effects of the Swedish combat aircraft, Gripen, in this book Gunnar Eliasson widens the perspective to cover product development across the Swedish defense industry, with an emphasis on regional economic development and macro-economics, inter alia through the involvement of Saab (aircraft) and Kockums (submarines) in partnership ventures in Australia, Norway and Brazil. The volume is organized into four parts. Part one examines the historical transformation of the Swedish economy over the past three centuries from agriculture and raw materials to an advanced industrial economy. Part two presents detailed case studies to illustrate the spillover effects of procurement projects and military-industrial partnerships. Part three explains the spillover phenomenon theoretically within a dynamic micro- to macro-economic perspective. Particular emphasis is placed on the empirical credibility of model-based economy-wide and dynamic cost-benefit calculations. The book concludes with a section on fostering industrial development through public procurement. The result is a book that will appeal to economists in the industrial economics and management fields; to technical, marketing and purchasing executives in business; and to policy makers in public procurement concerned with innovation and long-run industrial development.

Book excerpt: The Nat. Aviation Oper. Monitoring Serv. (NAOMS), begun by NASA in 1997, aimed to develop a methodology that could be used to survey a wide range of aviation personnel to monitor aviation safety. NASA expected NAOMS surveys to be implemented and to complement existing fed. and industry databases by generating ongoing data to track event rates into the future. The project never met these goals and was curtailed in Jan. 2007. This report answers these questions: (1) What were the nature and history of NASA's NAOMS project? (2) Was the survey planned, designed, and implemented in accordance with generally accepted survey principles? (3) What steps would make a new survey similar to NAOMS better and more useful? Illus.
